A new report has highlighted that while NHS trusts are well placed to drive the new Labour government's desired healthcare transformation, additional resources are essential to fully realise this vision. Published by NHS Providers, the report explored how trusts are innovating and adapting to deliver the three key shifts outlined by the government: from hospital to community-based cafe, from analogue to digital, and from treatment to prevention. Titled "Providers Deliver: shifting care upstream," the report cited some successful approaches trusts have taken to ensure patients can get the care they need in the right place at the right time. Examples include: Tackling the wider determinants of health to improve patient flow - Hampshire and Isle of Wight Healthcare NHS Foundation Trust Reducing demand for emergency care by providing support at home - East Lancashire Hospitals NHS Trust Improving mental health crisis care from the ground up - North Staffordshire Combined Healthcare NHS Trust Harnessing a culture of continuous improvement to deliver care in the right place - Walsall Healthcare NHS Trust Taking the next step from hospital at home to early intervention - Hertfordshire Community NHS Trust

Representatives for prescribers across Scotland, politicians, academics and clinicians gathered to discuss the importance of environmental sustainability in healthcare during a Scottish Parliamentary reception held at Holyrood on Wednesday (13 December). Royal Pharmaceutical Society (RPS) informed the parliament that medicines account for around 25 per cent of carbon emissions across the NHS, while highlighting the various innovative ways to reduce these carbon emissions. The NHS in Scotland needs to implement effective environmentally sustainable approaches to healthcare in order to meet its ambition to achieve net zero, RPS pointed out. Laura Wilson, Director for Scotland at RPS, said: "It was fantastic to bring together pharmacists, parliamentarians and partners from across government and healthcare to highlight the huge opportunity which exists in healthcare to make our systems and processes more environmentally sustainable.

A winter NHS crisis is inevitable unless the government acts now to reverse the worrying decline in community pharmacies. Years of government underfunding could see 3,000 pharmacies in England - around a third of the network - having no option but to shut their doors to patients in the next few years. That figure is based on independent assessments from Ernst & Young and UCL/LSE healthcare professors: it is not scaremongering - it is the reality the country faces. Fifty per cent of pharmacies are already in financial distress because government funding has been falling in real terms since 2019 and that figure is predicted to rise to 75 per cent within the next two years. The government needs to act now and invest in pharmacy or sleepwalk into a healthcare disaster as we have seen with access to dentistry care. Prescription volumes have risen consistently year-on-year by roughly 2 per cent which means fewer pharmacies doing more work and under greater pressure than a decade ago. Ten years ago around 11,200 pharmacies in England were dispensing roughly 79,000 prescriptions; nowadays around 11,500 are dispensing roughly 89,000 prescriptions. The secretary of state recently asked pharmacy to do more to avoid a winter NHS crisis and at the same time said there will be no new money to pay for those additional services. This at a time when the network is in decline with random unplanned pharmacy closures - 640 closures since 2016 - and pharmacy staff face huge workload pressures as prescription demand is increasing year-on-year. The government's approach to pharmacy literally does not add up: the pharmacy contract is not fit-for-purpose now let alone dealing with a NHS winter crisis.

Digital transformation is sweeping across the healthcare landscape. Fuelled by ambitious government policy, exciting innovation and huge injections of funding, it's hard for anyone in the sector not to catch a dose of digitisation fever. But digitisation is not a universal tonic, and it certainly isn't always a 'good thing'. In fact, there's a real danger to digitising healthcare. Such a fundamental change to the very nature of care delivery is an inevitably high-risk process: sometimes things or people get forgotten, vital processes stall, or new systems fail to replicate the strengths of those they replace. Take, for instance, the digitisation of pharmacies. Over recent years, the public's use of online-only pharmacies have boomed: in March it was reported that the number of items dispensed from distance-selling pharmacies in England, UK quadrupled between 2016 and 2021. These online providers offer an attractively convenient way for patients to receive their medicines; replacing a trip to a high street pharmacy with a package delivered straight to their door. On the surface, this digital solution seems perfect not only for young patients with busy schedules, but also for older patients or for those with restricted mobility who may struggle with in-person collection.

In a recent announcement the Medicines and Healthcare products Regulatory Agency (MHRA) unveiled its strategic approach to artificial intelligence (AI), as it sets out to embrace the transformative potential of AI in healthcare regulation. Building upon the Government's white paper 'A pro-innovation approach to AI regulation', released in 2023, the MHRA outlined five key strategic principles guiding its adoption of AI. These principles encompass safety, security, and robustness; appropriate transparency and explainability; fairness, accountability, and governance; and contestability and redress. A science-led organization, the MHRA was tasked with providing an independent view of its approach to AI in medicine and science, aligning with a government white paper. Recognising its role in UK's goal to be a science and tech leader by 2030, MHRA is tasked to evaluate AI's opportunities and risks across regulatory, public service, and evidence-based decision-making area.

Pharmacy professionals to be included as key stakeholders in the implementation, delivery and evaluation of a wide range of genomic services, said the Royal Pharmaceutical Society (RPS). RPS's statement has been developed in collaboration with pharmacy organisations who have co-badged the report, such as the British Oncology Pharmacy Association, the UK Clinical Pharmacy Association, Association of Pharmacy Technicians and the College of Mental Health Pharmacy. It looks at current and future roles for pharmacy professionals in genomic medicine across many aspects of practice such as person-centred care and collaboration, professional practice, education, leadership, management and research. Pharmacists and pharmacy technicians in the UK have already established roles in the application of genomic medicine in some areas of practice, such as antimicrobial stewardship and infectious diseases, and the management of certain genetic conditions, such as cystic fibrosis. The society believes, the current role of pharmacy professionals in genomics can be expanded upon in the future to both lead and support many relevant aspects of genomic implementation. These are described across all healthcare sectors, within the Genome UK strategy produced by the UK Government, and within the implementation plans published in England, Scotland and Wales. Lead for Pharmacogenomics at RPS Sophie Harding said: "Pharmacy professionals are the gatekeepers of medication safety and efficacy across all areas of healthcare. They are skilled at interpreting complex scientific data and use evidence-based medicine to maximise the benefits of treatments for patients, whilst supporting shared decision-making with patients and the multidisciplinary team.

Wes Streeting MP has been appointed Secretary of State for Health and Social Care in the new Labour Government. The Ilford North MP will now take on the critical role of overseeing the National Health Service (NHS) and implementing Labour's ambitious health agenda. At the core of the Labour Party's healthcare reform manifesto is enhancing accessibility to primary and community healthcare. This involves implementing a 'Community Pharmacist Prescribing Service,' to empower pharmacists with independent prescribing rights where clinically suitable. This initiative aims to alleviate the strain on GP practices and enhance service accessibility. Additionally, the manifesto proposes piloting Neighbourhood Health Centres, to integrate various healthcare services -such as family doctors, district nurses, and mental health specialists under one roof.

Accord Healthcare is set to expand its manufacturing and production capabilities for high-quality medicines at its Fawdon plant in Newcastle upon Tyne, England, following a new multi-million-pound investment deal with the government. Chancellor of the Exchequer Rachel Reeves launched the new Life Sciences Innovative Manufacturing Fund (LSIMF) and announced the unlocking of a joint £50 million investment deal during her visit to the Fawdon plant on 1 November. Unveiled as part of a new budget, the LSIMF will distribute up to £ 520 million in capital grants aimed at drug and medical technology production. Accord stated that it will allocate the funding towards developing new product lines, including a novel prostate cancer drug and two autoimmune injectables for treating rheumatoid arthritis and gastroenterology indications, as well as expanding its medicines for adjunctive therapy in cancer. With this investment, Accord also plans to create over 50 new skilled jobs to "safeguard the facility's long-term future." Paul Tredwell, executive vice president of Accord Healthcare EMENA, welcomed the announcement and described it as positive news for the medicines manufacturing industry across the UK.

In response to a Scottish government consultation, the National Pharmacy Association (NPA) has called for continued investment to develop community pharmacy teams and create additional capacity in existing services. The consultation examines different ways patients access healthcare services in Scotland and focuses on sources of healthcare other than GPs that exist in the community. The inquiry was discussed with NPA policy leads across the UK, NPA Scottish members and other Scottish pharmacy stakeholder organisations. The NPA stated that services delivered during the pandemic has proven the importance of Scotland's 1,258 community pharmacies, and believes additional capacity for existing pharmacy services, and expansion of pharmacy Public Health Services is possible with continued investment from the government.

With Sir Keir Starmer stepping in as the new Prime Minister and Wes Streeting assuming the Secretary of State for Health and Social Care role, the announcement of Karin Smyth and Stephen Kinnock as health ministers on Monday marked a pivotal moment in Labour's healthcare agenda. Who is the new Minister of State for Health? Karin Smyth, the Labour MP for Bristol South, has been appointed as Minister of State for Health. Smyth has a robust background in healthcare, having served as a shadow spokesperson on health since December 2021. Her previous roles include Shadow Minister for Northern Ireland and Shadow Deputy Leader of the House of Commons. Before her parliamentary career, Smyth worked as an NHS Manager and held a non-executive director position at an NHS Trust.

Whether it's the effects of the coronavirus pandemic and those suffering with long Covid, or the financial pressures of rising living costs, these hard times can affect absolutely anyone's mental health. Mental health problems have worsened across all age-groups in the last few years, from lack of social interaction, unexpected bereavements or the significant impact of a physical injury or long-term illness taking its toll on mental wellbeing - these challenging experiences and situations that we face throughout life leave a big strain on the population. Ultimately, there is an urgent need to reduce rising levels of mental ill-health in our society. As a pharmacist with 25 years' experience in healthcare, I feel I have an obligation to my patients to support them with their healthcare needs, and mental health should be treated just the same as physical health. Despite efforts to improve NHS mental health services, patients may still not be receiving the appropriate immediate care as they are often provided with online counselling or an App for long-term support (online support introduced since the pandemic). Community pharmacists are in a unique position to be advocates for patients with mental illness as they are the healthcare professionals' patients see most often. This is a good opportunity for pharmacists to speak to patients face-to-face and give them advice in a more practical way rather than potentially waiting weeks for an GP appointment.

Rising chronic illnesses and an aging population are threatening to bankrupt the National Health Service, Labour's Shadow Health Secretary Wes Streeting has said on October 11. Streeting announced a substantial £1.1 billion injection to strengthen the NHS with the goal of clearing the backlog and introducing additional clinics on evenings and weekends. The frontbencher outlined a reform agenda to ensure NHS is back on its head for the future of healthcare in the UK. Streeting said that a Labour government will not waste "money we don't have"- instead aims to revolutionise the NHS by shifting its focus from hospitals to communities. "Our emphasis is on transitioning from an analogue to a digital framework and prioritising prevention over sickness-oriented healthcare," he noted.

Recently, the English Health Secretary has talked about introducing a 'Pharmacy First' model similar to that which exists in Scotland. This would be a win-win outcome providing people with better access to essential healthcare support, advice and treatment whilst relieving strain on other parts of the NHS, not least GPs and A&E. It is a no-brainer and yet despite a few media headlines there are still no firm proposals on the table to make this a reality. It surely cannot be right that you can receive a broad range of patient care services in Scotland which are not available in England. It works well in Scotland, Wales is keen to develop more pharmacy-based services and Northern Ireland, leaving aside the current funding dispute, has had a minor ailments service for many years. If the English Health Secretary is sincere in his interest in adopting an English version of the Scottish model, then there are critical aspects he needs to consider. Firstly, start with the patient journey through the healthcare ecosystem from illness prevention through to long-term condition management. What is the role of community pharmacy and how do we guide people to seek support from the most appropriate healthcare professional? What is the vision for community pharmacy delivering patient care in the next decade? The lesson from Scotland is that the government needs to sit down with the sector and map that out together. There are no quick fix overnight solutions. This needs to be a long-term commitment backed by adequate funding. Supervision regulations need to change and there needs to be a thought through workforce strategy which avoids community pharmacy shortages as that does nothing to deliver improved patient outcomes.

The rising focus on the "Social" component of Environmental, Social, and Governance (ESG) is prompting UK pharmacies, particularly independent pharmacies, to take a more active role in social responsibility. Beyond just meeting regulatory requirements, pharmacies can strengthen their communities while building trust and supporting business growth by aligning their practices with social initiatives. The importance of social responsibility in ESG Research shows 77% of consumers are motivated to purchase from companies committed to making the world a better place, while 73% of investors state that efforts to improve the environment and society contribute to their investment decisions. As customers, employees and investors increasingly expect businesses to contribute positively to society, the "Social" aspect of ESG is gaining importance. In healthcare, trust, accessibility, and community engagement are essential, giving pharmacies a unique opportunity to lead by prioritising social responsibility. By aligning with community needs and values, pharmacies can positively influence local health outcomes, while strengthening their reputation as trusted healthcare providers.

"Raise awareness of pharmacies as places of primary health care provision," advocates the International Pharmaceutical Federation (FIP), emphasising the need for universal recognition of pharmacists as essential healthcare professionals. Despite significant advancements in pharmacy practice, many policymakers and members of the public still view pharmacies primarily as commercial enterprises rather than essential providers of healthcare services. The FIP is leading a campaign to change this perception, advocating for pharmacies to be recognised as vital components of primary health care. Primary health care is crucial for achieving "health for all." In 2018, the Declaration of Astana saw governments recommit to strengthening primary health care to achieve universal health coverage. FIP, a signatory to this declaration, has since been dedicated to enhancing the role and impact of pharmacies in primary health care.

The government on Wednesday (March 2) announced an investment of £260 million to support research, development and manufacturing of new drugs, devices and diagnostics. Of the total funding, up to £200m has been allocated for research to better access NHS data through Trusted Research Environments and digital clinical trial services, enabling availability of crucial data with the highest levels of privacy. This will allow the NHS to deliver new life-saving treatments to patients, tackle health inequalities and improve patient care, a government release stated. The remaining £60m will support commercial-scale manufacturing investments by companies at the leading-edge of innovation, from cell and gene therapies and earlier and better diagnostic technologies, to medical devices. The funding for manufacturing investments will be distributed through the new Life Sciences Innovative Manufacturing Fund (LSIMF), following the success of the earlier Medicines and Diagnostics Manufacturing Transformation Fund.

The Department of Health and Social Care (DHSC) has invited views of healthcare professionals and others to tackle the six major health conditions which drive-ill health and contribute to the burden of disease in England. The six major health conditions - cancer; cardiovascular diseases including stroke and diabetes; chronic respiratory diseases; dementia; mental ill-health and musculoskeletal disorders - affect millions of people in England with data showing that one in four suffer from two or more of these major long-term conditions. Recognising the pressure these conditions are putting on the NHS, the government is seeking views on a new strategy to tackle them that will focus not only on treatment but also on prevention. Government is particularly interested in hearing from those who suffer from, care for or provide treatment to people who suffer from multiple long-term conditions. This is to ensure the Major Conditions Strategy is one that will better prevent, diagnose, manage and treat these conditions. Contributions are also encouraged from those working in NHS bodies, local government, the voluntary and community sector, and wider industry, on how best to tackle suffering from one or more of these major conditions. Particularly, it is seeking perspectives on how government and the NHS can work better together with different organisations and sectors to improve the nation's health.

The Lords Food, Diet and Obesity Committee has expressed disappointment with the government's response to its recommendations for tackling the obesity crisis. In October 2024, the Committee released its report, Recipe for Health: A Plan to Fix Our Broken Food System, following a special inquiry. The report identified obesity and diet-related diseases as a public health emergency, costing society billions annually in healthcare expenses and lost productivity. It urged the government to develop a "comprehensive, integrated long-term new strategy to fix the food system", supported by a new legislative framework and outlined key actions that should be included. The government published its response to the report on 30 January 2025, but the Committee criticized it for lacking boldness and delaying many necessary measures. Baroness Walmsley, who chaired the Committee said: "In recent interviews with researchers, former prime ministers and health secretaries expressed regret that they had not done more to tackle obesity and advised the government to 'be bold and act fast'. "The report from the Lords Food, Diet and Obesity Committee recommended bold measures to be implemented immediately.

The UK Government is investing £100 million to accelerate the use of AI in life sciences and healthcare under a new mission. UK Prime Minister Rishi Sunak announced the AI Life Sciences Accelerator Mission in his speech last week. The new initiative will capitalise on the UK's unique strengths in securing "health data and cutting-edge AI." It will also help to identify those at risk of "dementia" and will ensure that patients participate in the trials at the right time to develop new treatments effectively. Henceforth, it will provide us with better data on how well new therapies work. Sunak said: "AI can help us solve some of the greatest social challenges of our time. AI could help find novel dementia treatments or develop vaccines for cancer."

The All-Party Parliamentary Group (APPG) on Pharmacy published a new report on Monday (January 23) that calls for "urgent action" to relieve funding pressure so there are "opportunities" for community pharmacy teams to deliver even more for their patients. The report highlights the need for a new "strategic vision" for pharmacy and highlights opportunities for the network to be empowered to deliver even more for patients. However, the manifesto also underlines that there are the very real risks that this opportunity may be lost if significant and ongoing pressures are not addressed. The recommendations are based on written and oral evidence gathered from frontline pharmacists, GPs, professional bodies and healthcare experts. To harness the potential of pharmacy, the report recommends the Government must take urgent action to relieve the funding pressures on the community pharmacy sector in the short term and review the long-term funding model for pharmacy. It also suggested the Government must harness the power of pharmacy to help the NHS deal with the COVID-19 backlog and the UK's growing healthcare challenges. It further recommended that future commissioning and funding must recognise that community pharmacy is the front door to the NHS for many patients.
