The Pharmacists' Defence Association (PDA) has undertaken an additional survey of pharmacists employed in the NHS, before deciding to hold their first-ever ballot for industrial action. The PDA has more than 7,000 NHS-employed pharmacists in membership and the union is actively considering balloting those members regarding strike action. The association said: "The experience of some other unions has shown that the government's restrictive rules, designed to make it difficult for working people to lawfully take industrial action, means trade unions should test members' strength of feeling before balloting." "Trade unions are not only forced to rely upon postal ballots, but for lawful industrial action to be taken, the result must also meet three tests- at least 50% of eligible voters must vote; at least 40% of eligible voters must vote 'yes' and a majority of votes must be for 'yes'." The association is asking members in England, Northern Ireland and, Wales to show if their collective wish, insignificant enough strength, is for strike action. PDA has emailed the survey to all its members in the NHS in the three nations and will close on Tuesday 3 January.

It was an unprecedented move, to call for the first ballot in the 103-year history of the National Pharmacy Association (NPA), and now the organisation has warned that it's more than just a scare tactic and pharmacies will go through with action in January if there isn't an acceptable resolution forthcoming from the government. "We're looking for the government to consider our ballot, digest the results, and then come up with a proper proposal for community pharmacy - a fair deal," chief executive officer Paul Ree told Pharmacy Business. "If that's not forthcoming, we've got a board meeting in a couple of weeks, we then need to decide when to take action, but we would be looking at taking action in January." The NPA announced the results of the collective action ballot on 14 November in which nearly all pharmacy owners, who participated in the ballot, voted to limit their services, insisting that a lack of additional funding is jeopardising patient health and safety. "Our members have voted, they've spoken clearly, and unless the government come up with a fair deal soon, we will regrettably have to move to the next step, which is calling for action," said Rees.

A recent Pharmacists' Defence Association (PDA) survey revealed that 80 per cent of its member working in the NHS in England, Wales, and Northern Ireland rejected the NHS pay award. "For the first time in the history of our union, members have told us they are so angry that they would not rule out industrial action in conjunction with other NHS unions," said Paul Moloney, PDA Union national officer. "It is important that, whoever is to lead the government, they listen to this message and act now to ensure our members and others in the NHS do not face swinging cuts to their standard of living." PDA members were asked whether they would support industrial action if they had rejected the award and if other NHS unions would be taking industrial action. 58 per cent of those responding said they would support the PDA Union taking industrial action if members of other unions were also planning to take action on this issue. For now, however, the PDA Union will wait for other unions to publish the outcomes of their own consultations. As a union dedicated to representing the needs of only pharmacists, the PDA has been able to quickly survey members immediately after the pay award was announced.

The General Pharmaceutical Council (GPhC) has revealed it has received 25 whistleblowing disclosures between April 2021 and March 2022. The pharmacy regulator said, in its annual report, that it has concluded enquiries on 22 disclosures so far with a further three still under review. "We also concluded two qualifying disclosures that were raised during the previous reporting period," it said, adding: "The action GPhC took included a full investigation through established fitness to practise processes and follow-up action through its inspection network. "The former can result in any available outcome throughout the fitness to practise process. The latter can include guidance, a follow-up visit or an unexpected inspection." 12 concerns were investigated and concluded with no further action. Three were signposted to another organisation. The remaining seven cases were concluded by sharing information with inspection colleagues for follow up action. Of the two concerns from the previous reporting period, one was concluded with no further action and the other remains under investigation.

The National Pharmacy Association (NPA) will ask its members to vote on taking industrial action in order to bring to the public's attention the "slow death of community pharmacy", the organisation's chief executive has told Pharmacy Business. The NPA, which represents 6,000 community pharmacies across the UK, announced today that it will be sending a formal ballot to its members to vote on work to rule plans to protest against a decade of cuts to pharmacy funding. The ballot will ask pharmacies to consider a range of actions if the financial situation for pharmacies does not improve. This includes, reduction in services; cut hours to contract minimums; withdraw free deliveries or end the provision of free blister packs; cease to share data with the NHS unless it's a legal requirement; and consider serving notice on a range of locally contracted services, negotiated directly with local authorities. The ballot will be open for responses for six weeks and any action supported by a majority of pharmacies could take place before Christmas.

The Pharmacists' Defence Association (PDA) has raised concerns about inaccuracies in media reports regarding a campaign launched by the National Pharmacy Association (NPA) to ballot members in protest over funding issues. The PDA clarified that only trade unions, like the PDA Union, can conduct ballots for industrial action. Therefore, it argued that the NPA's action should not be "inaccurately described as a strike or industrial or collective action." The PDA further explained that NPA's proposed ballot pertains to a contractual dispute between businesses operating community pharmacies and the NHS commissioners in England, Wales, and Northern Ireland. Additionally, the PDA noted that the NPA is not conducting a ballot for its members in Scotland. While some reports have stated that 'pharmacists' are being balloted for the first time to take collective action, the PDA pointed out that many NPA members are, in fact, business owners and investors, not pharmacists.

The Pharmacists' Defence Association (PDA) has written to the National Pharmacy Association (NPA) to highlight several important points regarding their proposed "day of action" on 20 June 2024. The NPA describes this initiative as a response to the "emergency across the community pharmacy sector." The General Pharmaceutical Council (GPhC) has unveiled its Carbon Net Zero Action Plan for sustainable pharmacy regulation, aiming to achieve carbon net zero by 2040. The action plan focuses on three main elements: setting an example, incorporating sustainability into regulatory standards, and fostering collaboration for sustainable pharmacy care. Roz Gittins, Chief Pharmacy Officer at the GPhC, emphasised the urgent need for pharmacy sector to embrace sustainable healthcare practices. "Climate change is a global emergency and has been declared the biggest threat to public health," she said, adding that it not only poses health risks but also amplifies existing health inequalities, with immediate consequences for patients, the public and health services. She highlighted that the GPhC is actively engaged in addressing climate change, both as an employer and regulator. "Our aim is to positively influence the pharmacy sector to embrace climate action and sustainable healthcare principles in line with our vision to have safe and effective pharmacy care at the heart of healthier communities," Gittins said.

The British Medical Association (BMA) on Wednesday announced that 33,869 junior doctors have voted in favour of extending the industrial action and the use of action short of strike (ASOS). With a turnout of 62 per cent, their demand stems from the ongoing campaign for complete pay restoration. The new mandate will last till September 19, starting on 3 April. The BMA junior doctors committee co-chairs, Dr Robert Laurenson and Dr Vivek Trivedi, expressed frustration at the year-long strike action, highlighting the government's avoidance tactics to tackle soaring waiting lists, access to GPs and staff shortages. "The government should see the urgency of the situation. Rather than waste time dragging out talks, they can come forward with a credible offer on pay right now. " "Instead, they could be celebrating a revitalised and reinvigorated junior doctor workforce, one that feels that their value has started to be restored. That would be an achievement worth celebrating for everyone and begin to finally turn the tide on the deteriorating workforce crisis," they said.

Community Pharmacy England (CPE) is inviting community pharmacy owners to share their insights and views about increasing Pharmacy First thresholds and the effects of GP collective action on their pharmacies. This feedback will be discussed at the upcoming Community Pharmacy England Committee meeting in September. During the meeting, the Committee members will also discuss urgent matters including the 2024/25 negotiations, collaboration with the new government, and their ongoing strategies. A key point of discussion will also be the effects of GP work-to-rule action on community pharmacies. CPE has raised concerns that many pharmacies might face challenges meeting the scheduled increases in the monthly Pharmacy First payment threshold, noting that pharmacy owners are already considering their options if they start failing to meet the threshold. In response to concerns from Community Pharmacy England, Ministers have recently agreed to lower the August threshold from 20 to 15.

Community Pharmacy England (CPE) has urged pharmacy owners to maintain the safety of their services while managing the additional workload brought on by the collective action of GP services, starting today (Thursday, 1 August). General practices across England have begun implementing a work-to-rule strategy indefinitely, following a ballot of GP partners conducted by the British Medical Association (BMA). Under this approach, GP practices will strictly adhere to contracted hours and duties, performing only the tasks specified in their NHS contract. The Royal Pharmaceutical Society (RPS) has called for urgent action to ensure wellbeing of pharmacists after the publication of its annual workforce survey. The survey, conducted in partnership with the charity Pharmacist Support, revealed that 89 per cent of respondents were at high risk of burnout, showing ongoing high levels of workplace stress. It stated that 57 per cent of respondents reported often being unable to take a rest break or were not offered a break at all. Around 68 per cent noted weakening of their mental health and wellbeing due to work or study, and 33 per cent considered leaving the profession, indicating high percent levels of disaffection. Besides seeking urgent action to allow proper rest breaks for pharmacists, RPS has sought "governments, the NHS and employers to urgently address the workforce issues that are impacting pharmacists' wellbeing." It said prioritising essential work, effective workforce planning and better access to information is needed. Commenting on the survey report, RPS president Professor Claire Anderson said: "Our survey demonstrates the continued pressure on pharmacists and trainees across the workforce".

NHS England has commissioned the Royal Pharmaceutical Society (RPS) to develop guidance that helps community and hospital pharmacy teams across Britain to reduce the impact of pharmacy services, pharmaceutical care and medicines on the environment. The RPS said the Greener Pharmacy Guidance will enable pharmacies to self-assess their impact against the standards, benchmark and improve through evidence-based activities and actions. "I'm delighted our strong commitment to helping pharmacy reduce its environmental impact can now be taken to the next level through developing guidance and accreditation for pharmacy teams," RPS president Professor Claire Anderson said. "Medicines account for 25 per cent of carbon emissions within the NHS and this initiative underscores our commitment to promoting sustainable healthcare and supporting the NHS's goal of achieving 'net zero' emissions by 2040." Peter Morgan, medicines assistant director at NHS England, commented: "Pharmacy staff are involved in the purchasing and dispensing of almost every medicine used in the NHS and the new Greener Pharmacy Guidance and Self-accreditation scheme will provide support for pharmacy professionals by outlining clear actions to deliver more environmentally sustainable pharmacy practices." The RPS said the guidance and digital self-assessment toolkit will integrate with carbon calculator tools to help pharmacy teams to measure their carbon footprint, action plan to reduce use of carbon and improve sustainability.

The Royal Pharmaceutical Society (RPS) and Pharmacy Declares are inviting pharmacy teams from around the world to sign up and commit to taking "bold action" on climate change as mentioned in a climate change charter which was published on Monday (June 13). The charter asks pharmacy teams to commit to understanding how human health and the systems which underpin it are "reliant on the state of our natural environment" and actively explore ways to make pharmacy practice and medicine use more sustainable. It also asks to collaborate and share best practice to improve sustainability in pharmacy and healthcare; demonstrate leadership on sustainability or being a champion for sustainability at work; and assist patients to optimise their medicine use to increase both health outcomes and environmental sustainability. The individuals can also commit to a personal action on climate change of their own choosing. The Charter is being supported by a strong coalition of organisations from across pharmacy including the Centre for Postgraduate Pharmacy Education, the Clinical Pharmacy Association, College of Mental Health Pharmacy and Guild of Healthcare Pharmacists.

The recent industrial action by junior doctors and hospital dental trainees, which is considered the longest strike in NHS history, caused a significant impact on the NHS services. Data published by NHS England showed that 113,779 inpatient and outpatient appointments were rescheduled due to the strike, which began on Wednesday 3 January at 7.00am and finished at 7.00am on Tuesday 9 January. Junior doctors make up around half of all doctors in the health service, but 25,446 staff remained absent from work at the peak of the last week's latest action. Reacting to recommendations from a UK-first independent review, the Department of Health and Social Care (DHSC) has outlined action to tackle potential bias in the design and use of medical devices. Professor Dame Margaret Whitehead, professor of public health at the University of Liverpool, was appointed to lead the review, which focused on three areas - optical devices such as pulse oximeters, AI-enabled devices, and polygenic risk scores (PRS) in genomics. However, no evidence was found from NHS studies indicating that this differing performance had an impact on patient care. Accepting the report's conclusions, the DHSC has committed to several actions, such as ensuring the safe use of pulse oximeter devices across a range of skin tones within the NHS and eliminating racial bias from data sets employed in clinical studies.

The National Pharmacy Association (NPA) will deliver the national #saveourpharmacies petition to Prime Minister Keir Starmer and Health Secretary Wes Streeting on September 19. Over 300,000 people have signed the cross-sector petition in support of hard-pressed community pharmacies across the UK, which have been ravaged by funding cuts over the past decade. The NPA is inviting pharmacy bodies in England to join them on the second national pharmacy day of action to demonstrate unity in calling for a new deal to support the pharmacy sector. This campaign aims to bring attention to the severe financial challenges facing community pharmacies due to ongoing cuts. Scheduled for September 19, the day of action coincides with the political party conference season, aiming to emphasise the urgent need for government intervention to ensure continued patient access to pharmacies. The NPA's initiative follows the successful One Day to #SaveOurPharmacies event in June. Approximately 6,000 pharmacies participated by dimming their lights, wearing black, and engaging on social media to spotlight the issues facing the sector.
