The pharmacy bodies have welcomed Health Select Committee's inquiry into pharmacy services and are calling the community pharmacies to engage fully. On Thursday (8 June), MPs launched a new inquiry to examine the 'readiness of pharmacy services'. At the end of the inquiry, the committee will be making recommendations to the government on what action needs to be taken to ensure the potential of pharmacy is realised. It is currently seeking views and evidence from anyone who can answer any or some of the questions listed here by Thursday 6 July. National Pharmacy Association (NPA), Company Chemists' Association (CCA) and Royal Pharmaceutical Society (RPS) have confirmed that they will be submitting the written evidence. RPS said it will be submitting written evidence, and if they are called to give oral evidence they'll do so. Malcolm Harrison, Chief Executive of the CCA commented: "We welcome the Health Committee's much-awaited inquiry into pharmacy. Whilst the recent announcement of investment into the sector is welcome, this is new money for new activity. The historic underfunding of community pharmacy remains, and Primary Care Networks (PCNs) continue to directly recruit community pharmacists.

Community Pharmacy England has submitted a full and detailed written response to the Health and Social Care Select Committee's pharmacy inquiry. The Committee is expected to hold oral evidence sessions when Parliament returns in the Autumn. The commencement of this inquiry follows on from those held on other primary care sectors, including Dentistry and General Practice. According to the Committee website this inquiry 'will explore issues impacting different types of pharmacy, with a particular focus on community, primary care and hospital pharmacy services'. Key themes of CPE's submission include- Suggestions on future service provision; Challenges with the pharmacy workforce; Longstanding underfunding of the sector; and Current pressures. Janet Morrison OBE, Chief Executive of Community Pharmacy England, said: "This is an extremely important opportunity for all who work with and in the Pharmacy sector, to highlight not only the extreme challenges we face, but also ideas and suggestions for what more we can do to help patients and the public in the future.

The National Pharmacy Association (NPA) highlighted the role played by community pharmacies during pandemic to provide urgent care and vital support to people with long-term medical conditions at its opening remark in the Covid-19 public inquiry held on Tuesday (28 February). NPA is the core participant in the Covid-19 public inquiry. lawyer Brian Stanton made an opening statement on the NPA's behalf which focused on three areas- health inequalities and the needs of vulnerable patients; the impact of medicine shortages and medicine price increases and the challenge that community pharmacy faced in responding to the pandemic and maintaining patient services following long-term under investment. Stanton said: "The UK's community pharmacies were on the frontline of efforts to limit the impact of coronavirus and to keep people well, and as well as handling a massive increase in demand for healthcare advice and medicines, they also continued to provide urgent care and vital support to people with long-term medical conditions. "However, there are now very many at risk of closure during to underfunding and when the Inquiry comes to consider its recommendations the NPA would encourage you [the presiding judge] to think about how resilience can be built into future plans." The statement included a compelling account of the commitment typical of so many pharmacies during the pandemic - from husband and wife Pete and Sukhi Johal, both NPA members and pharmacists, who co-own Calow Pharmacy in Chesterfield.

Planned developments within the profession will enable future pharmacists to be independent prescribers from day one of registration, giving them a greater role within primary care teams. Health and Social Care Committee Chair Steve Brine MP said: "It is clear that pharmacy has a central role to play in the future of the NHS. With a greater focus on personalised and patient-centred healthcare, we will be asking what more must be done to make sure that the profession is in the best shape to meet demand. "Better use of the pharmacy workforce would reduce pressures on general practice and hospitals. However, this will not happen without a planned workforce with the funding, supervision and training to support it. "At the end of the inquiry, the committee will be making recommendations to the government on what action needs to be taken to ensure the potential of pharmacy is realised.

Labour's Paulette Hamilton has raised concerns regarding the increasing reliance on pharmacy technicians in clinical practice due to staffing shortages within pharmacies. At the recent Pharmacy Inquiry session, Hamilton highlighted the mounting pressure on technicians to take on more responsibilities beyond their qualifications, attributing it to the launch of Pharmacy First in January. With almost 50,000 Pharmacy First consultations conducted in the first month alone as per a report by the Company Chemists' Association, Hamilton expressed apprehension about technicians being classified under the broad term of "pharmacy professionals," blurring the distinction between their roles and those of clinical pharmacists. She further drew parallels between this situation and the scrutiny faced by physician associates (PAs) in GP practices following a patient's death due to misdiagnosis and cautioned against technicians performing tasks beyond their expertise and urged policymakers to prevent similar incidents in pharmacy settings. Health Minister Dame Andrea Leadsom responded by defending the current approach, denying any "blurring of the edges" and emphasizing patient safety as the top priority.

Community Pharmacy England (CPE) has cautioned that patients in the UK will continue to encounter difficulties in accessing medicines unless the government addresses supply problems and resolves the critical financial state of community pharmacies. CPE Chief Executive Janet Morrison and Mike Dent, Director of Pharmacy Funding, on Monday 19 February, gave evidence to the Health and Social Care Select Committee's Pharmacy Inquiry, highlighting the impact of ongoing medicines supply issues on pharmacies and patients. Morrison indicated that a combination of the ongoing "financial squeeze, operational pressures, and medicines supply and pricing issues" has left pharmacy businesses fighting for survival. "As the NHS continues to grapple with wider challenges, this is a battle that patients cannot afford for pharmacies to lose," she said. Morrison warned that if pharmacies continue to close, not only business owners and pharmacy teams will suffer, but patients and local communities will also face the consequences.

In its response to the Health and Social Care Committee inquiry into 'Digital Transformation in the NHS', the Community Pharmacy IT Group (CP ITG) has highlighted issues concerning the NHS community pharmacy. CP ITG, of which PSNC is a member, has urged that pharmacy teams should have access to up-to-date records information, e.g. from Shared Care Records, GP Connect and Summary Care Records with Additional Information. It has also stated that the Booking and Referral Standards (BaRS) should be extended so that future referrals into and from pharmacy can be communicated seamlessly. In its written response, CP ITG said: "Ensure that BaRS is expanded and aligns with other referral IT standards such as GP Connect referrals. Ensure it is used across community pharmacy, the GP sector, other health care sectors and across the NHS, and by all health IT suppliers, so that messages and referrals can flow smoothly within and across sectors and patients can have a seamless experience and safe care." The group has asked the Health and Social Care Committee to create a framework for the development of pharmacy IT to ensure IT suppliers are better equipped to support pharmacy teams and their delivery of services.

The National Pharmacy Association (NPA) views the COVID vaccination programme as broadly successful, largely due to the efforts of healthcare workers and volunteers. However, it cited some areas that could be improved, notably the early involvement of community pharmacies in planning, operational challenges, and recognising the role of community pharmacy in addressing vaccine hesitancy and inequalities. Submitting its evidence to the Covid-19 Inquiry, the NPA highlighted that the community pharmacy should have been consulted and involved earlier in the planning process, considering their two years of experience and expertise in administering annual influenza vaccination programs and the reach and resources of the 14,000 community pharmacies across the UK. "Instead, community pharmacy was initially given a gap in service role, which failed to fully utilize their experience, expertise and resource," Lawyer Brian Stanton told the Inquiry on behalf of the NPA during the Module 4 Preliminary Hearing on 22 May.

The National Pharmacy Association (NPA) and Royal Pharmaceutical Society (RPS) has been appointed as a core participant in the Covid-19 public inquiry. The independent public inquiry has been set up to examine the UK's response to and the impact of the Covid-19 pandemic and learn lessons to shape preparations for future pandemics. It is chaired by Baroness Heather Hallett, a former Court of Appeal judge. The NPA and RPS will be part of Module 3, which covers the impact of Covid-19 on healthcare systems across the United Kingdom. The preliminary hearing for that module takes place on Tuesday 28 February. This will give the association an opportunity to make opening and closing statements, consider evidence provided to the Inquiry and propose questions to be asked by the Inquiry of witnesses. NPA chief executive, Mark Lyonette, said: "This is an historic opportunity to place on record the achievements of community pharmacy during the pandemic and to ensure that the inquiry's recommendations are based in the practical realities faced by health workers such as our members.

Bestway operates approximately 750 pharmacies nationwide in the UK under the Well brand. In April 2023, it completed its acquisition of Lexon, which operates 46 pharmacies in the UK under the Knights Pharmacy brand, and Asurex, a wholesale perfume supplier. On 26th May 2023, CMA announced the launch of its merger inquiry. A fast-track Phase 1 investigation found that the merger could lead to a significant lessening of competition between retail pharmacies in 12 local areas located in Liverpool and North East England. The merging businesses conceded that the deal raises competition concerns in these areas and have submitted proposals to sell pharmacies within these areas to restore the competition that would otherwise be lost as a result of the deal. Colin Raftery, CMA Senior Director of Mergers, said: "Pharmacies are essential public health services, and it's vital that the loss of competition brought about by a deal like this shouldn't leave people with reduced choice or worse services when they need medical support. The CMA will now carefully consider whether the remedy put forward by Bestway will address its concerns and ensure that customers in the affected areas continue to have access to good quality chemists.

The Competition and Markets Authority (CMA) has announced on Tuesday (20 June) that it may consider undertakings offered by Bestway Panacea Holdings, a parent company of Well Pharmacy, which involves divesting seven pharmacy stores under the merger deal with Lexon UK. The Authority said: "CMA considers that there are reasonable grounds for believing that the undertakings offered by Bestway, or a modified version of them, might be accepted by the CMA under the Enterprise Act 2002." Last week, the Authority had announced that the merger of Bestway, and independent pharmacy owner Lexon UK could "lessen the competition between retail pharmacies" in England. In response to a Scottish government consultation, the National Pharmacy Association (NPA) has called for continued investment to develop community pharmacy teams and create additional capacity in existing services. The consultation examines different ways patients access healthcare services in Scotland and focuses on sources of healthcare other than GPs that exist in the community. The inquiry was discussed with NPA policy leads across the UK, NPA Scottish members and other Scottish pharmacy stakeholder organisations. The NPA stated that services delivered during the pandemic has proven the importance of Scotland's 1,258 community pharmacies, and believes additional capacity for existing pharmacy services, and expansion of pharmacy Public Health Services is possible with continued investment from the government.

Representatives from the National Pharmacy Association (NPA) and the Royal Pharmaceutical Society (RPS) presented their preliminary evidence to the Inquiry, which is examining the impact of the COVID-19 pandemic on healthcare systems in the UK. The UK COVID-19 Inquiry began on 28 June 2022 to examine the UK's preparedness and response to the pandemic, aiming to draw insights for the future. Its investigations are organised into modules, gathering evidence from witnesses, experts and core participants through a series of corresponding hearings throughout each module. A preliminary Module 3 hearing for its investigation into was held at Dorland House, 121 Westbourne Terrace, London, W2 6BU on Wednesday 10 April at 10.30am. NPA calls for funding to boost pharmacy resilience Presenting its evidence before the inquiry, the NPA highlighted the unsung contribution of pharmacies nationwide in combatting COVID-19 and maintaining health services throughout the pandemic while calling for funding to create greater resilience in community pharmacies.

With the Pharmacy First services scheduled for launch end of this month, legislators explored the potential of community pharmacies to offer specific diagnostic and treatment services in the second public evidence session of pharmacy inquiry this week (January 16). The new service, which will enable pharmacists to offer advice and prescribe treatment for seven minor ailments, is expected to alleviate the pressure on the NHS, reduce GP workload, and cut waiting lists. But MPs and healthcare leaders also acknowledged that there's hesitancy and the mindset of 'GP first, not Pharmacy First' among members of the public. "We must accept that many patients are used to seeing their GP as their first port of call for many health conditions. Pharmacy First is welcome, but there are going to be some restrictions on how quickly some patients will want to take up some of those services, rather than seeing their GP," said William Pett, Head of Policy, Public Affairs and Research, Healthwatch England.

MP Steve Brine, the chair of the health and care committee, said that the healthcare in the UK "doesn't work without pharmacy". The inquiry focuses on addressing current issues, particularly around the "funding model, digital infrastructure and workforce recruitment, training and retention." Brine said at the Sigma annual conference on Sunday, that he wants to "focus on the sector", and "drill down into some of the challenges and potential" that lies ahead. "The Health and Social Care Committee, we think about much of our work through the lens of pharmacy, what role it plays, the quality of care that it delivers, and the potential for it to do more," said Brine. He further said that he wants to "build on the groundwork" and to "cover as many of the different pharmacy services within the pharmacy sector as we can, so pharmacy in our communities, in hospitals and general practice".

The Health and Social Care Select Committee (HSCC) on Tuesday held the first session in their pharmacy inquiry, with a panel of experts discussing the key issues facing community pharmacies in the country. Representatives from community pharmacy associations highlighted some of their biggest challenges and their vision for the future, as well as actions that government and NHS England can take to address those challenges for a better future for the sector. Opening the session, the Committee's vice-chair, Rachel Maskell MP, asked the representatives if they felt the government was ambitious enough in what it believes community pharmacy can do to address NHS pressures, or are pharmacists being held back by issues around workforce funding, contracting, and technological changes. Malcolm Harrison, Chief Executive, Company Chemists' Association (CCA), expressed that the government is not ambitious enough, saying "there's always opportunity to be more ambitious".

The National Pharmacy Association (NPA) has emphasised that the community pharmacy sector must be involved right from the start in all local planning meetings pertaining to the roll-out of vaccine services in potential future pandemics. This includes crucial discussions regarding supply logistics and resource allocation, lawyers representing the NPA told COVID-19 public inquiry hearing. Chaired by Baroness Heather Hallett, the independent public inquiry is examining the UK's response to the Covid-19 pandemic and lessons for the future. The NPA has been designated as a 'core participant' in Module 4 (vaccines) of the inquiry, which considers various issues related to vaccine development and rollout, as well as Module 3 (healthcare). During the hearing on September 13, NPA lawyers outlined three key areas the association says must be improved in future pandemic vaccination programs, including properly utilising existing primary care expertise, better planning and engagement, and improved access to information for community pharmacists.

The Department of Health and Social Care (DHSC) in recent response to the questions asked by members of the House of Lords addressed the concerning trend of pharmacy closures in rural areas across the UK. Led by The Bishop of St Albans, inquiries focused on the number of community pharmacies that had ceased operations over the past five years and the ongoing financial challenges faced by those remaining in rural regions. Lord Markham, the Parliamentary Under-Secretary for Health and Social Care, provided insights into the stark reality confronting rural communities. Highlighting data as per Guide to applying the Rural Urban Classification to data (2019-2023) Markham illustrated the significant closure rates of rural pharmacies compared to the limited number of new openings between 2019 and 2023. The figures revealed a fluctuating trend over the past five years, indicating a dynamic landscape within rural pharmacy provision.

Britain's antitrust regulator, the Competition and Markets Authority (CMA) on Wednesday announced that it is investigating the acquisition of LloydsDirect by Pharmacy2U last year, and has launched its first phase of the merger inquiry. The completed deal between two of the UK's foremost online pharmacies was announced in a joint statement issued on 9 October, confirming that they would operate as Pharmacy2U. Commenting on the purchase, Kevin Heath, CEO of Pharmacy2U, then said: "Combining the best of both of our businesses, we can provide patients with greater access and convenience." The regulator is considering "whether it is or may be the case that this merger has resulted in the creation of a relevant merger situation under the merger provisions of the Enterprise Act 2002 and, if so, whether the creation of that situation has resulted, or may be expected to result, in a substantial lessening of competition within any market or markets in the United Kingdom for goods or services."

Chair of the Health and Social Care Committee Steve Brine MP has called on community pharmacy contractors to join a newly launched a parliamentary 'call for evidence' which will look into 'prevention' as a key to the future of the NHS. A former pharmacy minister and keen supporter of the sector, Mr Brine has called on all community pharmacists to "make their contribution count" by taking part in a major inquiry which will remain open for submission until Wednesday 8 February 2023 and will also involve general practitioners, nurses and other health professionals. Community pharmacists can submit their proposals written under 750 words, outlining what they think are the issues around prevention the parliamentary body should explore, why these issues deserve the Commons Select Committee's attention, and how government policy could be developed or improved to address them. The submissions will then be used to help the committee decide where it should focus its attention in the later stages of the inquiry on prevention, which is a vital part of the NHS Long Term Plan.
