In response to a recent Parliamentary question regarding pharmacy reimbursement, pharmacy minister Stephen Kinnock stated that pharmacies were permitted to retain £850 million from the medicine margin for 2023/24. The medicine margin represents the difference between the product price reimbursed by the National Health Service (NHS) and the price at which pharmacies buy them. Rebecca Smith, the Conservative MP for South West Devon, inquired about the number and proportion of community pharmacies that had dispensed medications at a loss over the past three years. Kinnock replied that they do not hold this information, and explained that community pharmacy reimbursement arrangements "do not aim to ensure that every pharmacy is paid as much or more than it paid for every product, but aims overall to reimburse as much as they were bought for, plus the allowed medicine margin." Additionally, the minister highlighted that as part of the Community Pharmacy Contractual Framework (CPCF) for 2023/24, pharmacies are allowed to retain "£850 million from the medicine margin, on top of what they are paid for the medicines they purchase as part of providing NHS services."

The Council of Pharmaceutical Society NI acknowledged the contribution of pharmacy technicians in Northern Ireland on 'Pharmacy Technician Day' celebrated on 18 October. The society said: "Today we mark Pharmacy Technician Day and wish to acknowledge the significant contribution Pharmacy Technicians and support staff make, as an integral part of the pharmacy team, to patient wellbeing and care in Northern Ireland." In June, Health Minister Robin Swann announced that he has approved work to begin to bring Pharmacy Technicians in Northern Ireland under statutory regulation by the Pharmaceutical Society of Northern Ireland. The public consultation was launched in March 2022 on a proposal to introduce statutory regulation of the Pharmacy Technician workforce in Northern Ireland.

Preet Kaur Gill, Shadow Minister for Primary Care and Public Health, has paid a recent visit to a community pharmacy in Staffordshire to personally experience the services it provides to patients, while staying updated on the latest sector developments. Her visit to Eason's Pharmacy in Tamworth on September 22nd marked her first since assuming new responsibilities for pharmacy policy matters within Labour's health team. Gill was also joined by a member of the National Pharmacy Association staff. The Minister received a comprehensive briefing on Eason's Pharmacy from its third-generation owner, Kieran Eason (R). He outlined the NHS services, which include the New Medicines Service and blood pressure monitoring, and showcased two consultation rooms and an operational dispensary. "It's great that Preet came to learn firsthand about the challenges we face and the substantial potential of community pharmacies nationwide," Eason said. "As an independent prescriber, I have the expertise to provide even more convenient care, but the current funding levels severely limit our contribution."

Will Quince, MP for Colchester and Health Minister visited Rowlands pharmacy on Friday (20 January) in Nayland Road in his constituency. The important role played by pharmacies in providing NHS care, support, and advice helping the local community to live healthier lives and manage long-term conditions were discussed among the pharmacy teams. Mr Quince said: "Community pharmacy is playing an increasingly important role in ensuring people in Colchester have convenient walk-in access to the healthcare support and advice they need. Pharmacies are not simply places to collect prescriptions, they provide a wide range of services and are the third pillar of access to primary care alongside GPs and A&E. I would urge people to think pharmacy first if they have a minor ailment; need advice on taking their medication; want to stop smoking or want to check their blood pressure."

Pharmacy technicians will soon be recognised as fully regulated healthcare professionals in North Ireland. Work has begun to bring pharmacy technicians under statutory regulation by the Pharmaceutical Society of Northern Ireland, health minister Robin Swann has announced. The public consultation was launched in March 2022 on a proposal to introduce statutory regulation of the Pharmacy Technician workforce in Northern Ireland. The minister said: "This will be a key enabler to enhancing the contribution that pharmacy technicians can make to the delivery of healthcare across all settings. It will allow the regulator to strengthen its role in protecting patients and promoting high standards, thereby enhancing the public's confidence and trust in pharmacy practice." He added: "While there are many practical issues to be worked through with stakeholders, and legislative change required, I have now instructed my Department's officials to develop a detailed project plan to bring about the statutory regulation of pharmacy technicians by the Pharmaceutical Society of Northern Ireland".

The Conservative Party Prime Ministerial candidate Rishi Sunak visited Bassett Pharmacy in Southampton on Wednesday (Aug 24) - the pharmacy that used to be run by his family. During the visit, Sunak is reported to have said that he intends to reform the NHS and achieve value for money from health spending, should he become prime minister. Giving his reaction to the visit, National Pharmacy Association (NPA) chief executive Mark Lyonette said: "If Rishi Sunak is serious about NHS reform, he would do well to start with a 'pharmacy first' approach to prevention and treatment which has the potential to transform the way people access NHS care. "That can only happen with a sustained increase in funding for our sector, which is facing much harder times now than it ever did when Mr Sunak's parents owned a pharmacy years ago." Earlier in the week, NPA board member Hiten Patel met the former chancellor when he visited West Harrow for a campaign event on August 23. Patel took the opportunity to explain that pharmacies in England are not being properly supported to fulfil their potential within the NHS.

The Royal Pharmaceutical Society (RPS) has urged people across Scotland to be kind to their pharmacy teams this winter through its campaign called 'Be Kind'. The pharmacies are facing lot of pressure and challenges during winter, RPS has heard from its members that abuse towards pharmacy teams, particularly those in community pharmacy, has 'unfortunately' risen. The campaign has been running throughout December, to promote 'be kind' message to the public at a time when pharmacy services are particularly stretched by winter pressures and other factors, including the recent shortages of antibiotics. "Throughout December, leading figures have provided a series of powerful videos, which all encourage the public to be kind to their pharmacy teams. The campaign has highlighted personal video messages from many figures including Jason Leitch, Scotland's National Clinical Director, Maree Todd, Minister for Public Health, Women's Health and Sport, and Andrew Carruthers, RPS Scottish Pharmacy Board Chair," said RPS.

Munira Wilson, the Liberal Democrat MP for Twickenham, highlighted the impact of the community pharmacy closures in the Hampton area, and the severe financial challenges facing community pharmacies across England during an adjournment debate in the House of Commons on Friday. She also raised concerns about the impenetrable bureaucratic processes surrounding new pharmacy license applications and closures. Wilson highlighted the closure of two Boots pharmacies in Hampton last autumn, including one in the deprived ward of Hampton North. The Tangley Park pharmacy closure left the entire ward, which lacks adequate public transport, without a pharmacy, severely affecting elderly and vulnerable residents. "The nearest pharmacy is now a mile away on foot, a distance which is difficult to cover for the elderly and those with mobility issues, certainly more than a 20-minute walk, the measure that previous ministers like to use to highlight pharmacy accessibility," she said.

As part of a new blueprint for primary care, the government today (May 9) announced an investment of £645 million over two years to expand community pharmacy services in England. In a statement, NHS England said: "For the first time ever, patients who need prescription medication will be able to get it directly from a pharmacy, without a GP appointment, for seven common conditions including earache, sore throat, or urinary tract infections." Prime minister Rishi Sunak hopes that the measures will help end the "all-too stressful wait on the end of the phone for patients" by freeing up 15 million slots at doctors' surgeries over the next two years. "We will end the 8am rush and expand the services offered by pharmacies, meaning patients can get their medication quickly and easily," he said Almost half a million women will no longer need to speak to a practice nurse or GP to access oral contraception and will instead be able to pop into their local pharmacy for it, according to the government announcement. Blood checks for people suffering from moderate risk of heart attack or stroke conducted in community pharmacies will more than double from 900,000 last year to 2.5 million next year. NHS chief executive Amanda Pritchard said the "ambitious package" would help transform how care is provided within the health service "with pharmacies playing a central role in managing the nation's health including providing lifesaving checks and medication for common conditions for the first time.

The Department of Health (DoH) in Northern Ireland has published a new Strategic Plan for Community Pharmacy, highlighting the vision and key priorities for the sector over the next 10 years. Co-developed by the DoH and Community Pharmacy Northern Ireland (CPNI), the representative body for community pharmacy owners, the plan aims to fully realise the potential of community pharmacy services to support better health outcomes from medicines and prevent illness. The vision outlined in the plan sees community pharmacies offering more clinical services, leveraging the skills of their teams to provide the public with safe, convenient, and faster access to care. According to DOH, the vision will be realised through four major reform programmes focusing on services, legislation, workforce, and digital enablers, alongside six strategic priorities. Together, these initiatives are anticipated to transform the role of community pharmacy within the Health and Social Care (HSC). Health Minister Robin Swann has extended his support to the new Community Pharmacy Strategic Plan, which builds on the previously agreed 3-year community pharmacy commissioning plan.

Responding to an MP's question in the House of Commons, prime minister Rishi Sunak reiterated his deep concern for the future of UK community pharmacies, stressing their commitment to enhancing the sector with an additional £645 million in funding through the Pharmacy First initiative. At the recent Prime Minister's Questions last Wednesday, Angela Richardson, the Conservative MP for Guildford, raised the issue of rising pharmacy closures, revealing that Guildford recently lost two neighbouring pharmacies. Highlighting that empowering local pharmacies is a key part of this government's plan to cut waiting lists, she asked Sunak whether he would agree that it is vital for residents to have access to "a good, efficient, and above all, local pharmacy." In response, Sunak said: "I care deeply about the future of our community pharmacies."

A group of 20 MPs from the different political parties, including Dame Priti Patel and Judith Cummins, have written a joint letter to health minister Andrea Leadsom, calling for urgent action to address the pressures faced by community pharmacies. Taking note of rising pharmacy closures, they have highlighted the need for more investment and support from the government. Recent NHS figures showed that around 1,400 pharmacies have closed permanently since October 2016, and many more are withdrawing services or reducing their opening hours, particularly in deprived areas. The MPs have urged the pharmacy minister to commit to making essential changes including a fair and sustainable core funding model, an effective implementation of the Pharmacy First service and an expansion into other clinical service areas.

Instability in the supply chain network is frequently undermining the profit margins in community pharmacies, former Pharmacy Minister and Chair of the Health and Social Care Committee Steve Brine has said. Brine emphasised that community pharmacies often lack information about the prices wholesalers charge for essential generic medications. "They lack visibility into scarcity, and the pricing of these products is often significantly higher compared to other European countries," the former minister remarked during a parliamentary debate focused on the future of community pharmacies on September 14. From financial pressures to workforce crisis and pharmacy closures, the debate delved into critical challenges faced by pharmacies, aiming to propose tangible solutions for a sustainable future in the sector. Chaired by Sir Mark Hendrik, the debate was initiated by Conservative MP Peter Aldous and featured contributions from a host of participants including Labour MPs Taiwo Owatemi and George Howarth among others.

Steve McCabe, the Labour MP for Birmingham, Selly Oak says a "vicious" NHS contract has been forcing community pharmacies into bankruptcy. Asking his question in parliament during Prime Minister's Questions on Wednesday (March 8), McCabe said he has heard Rishi Sunak speak fondly about working in his mother's community pharmacy. The MP asked how would the prime minister feel "if 600 pharmacies close this year because of a vicious NHS contract which takes no account of rising costs and is forcing many into bankruptcy?" The prime minister responded by saying that community pharmacies do fantastic work and that his government was looking at ways in which it could support the sector to do even more. Sunak said: "I praise the work that our community pharmacies do. They are fantastic at being on the frontline of delivering primary care. And as I've said previously the government is exploring ways in which we can support them to do even more.

Trade bodies have reiterated the call for more funding in response to the reports that ministers are considering a Pharmacy First scheme amid the NHS strike. The Sunday Telegraph reported that pharmacies could be drafted in to help the NHS to cope when other healthcare workers take industrial action. But, a PSNC committee member has warned on Monday that the government suggestions are "categorically impossible" without extra funding. The Company Chemists' Association (CCA) has echoed the sentiment, saying pharmacy network is on the brink of collapse. "We welcome plans for a Pharmacy First scheme in England. However, after eight years of funding cuts, the pressures on community pharmacies are simply untenable," Malcolm Harrison, chief executive of the CCA, said.

Labour's Paulette Hamilton has raised concerns regarding the increasing reliance on pharmacy technicians in clinical practice due to staffing shortages within pharmacies. At the recent Pharmacy Inquiry session, Hamilton highlighted the mounting pressure on technicians to take on more responsibilities beyond their qualifications, attributing it to the launch of Pharmacy First in January. With almost 50,000 Pharmacy First consultations conducted in the first month alone as per a report by the Company Chemists' Association, Hamilton expressed apprehension about technicians being classified under the broad term of "pharmacy professionals," blurring the distinction between their roles and those of clinical pharmacists. She further drew parallels between this situation and the scrutiny faced by physician associates (PAs) in GP practices following a patient's death due to misdiagnosis and cautioned against technicians performing tasks beyond their expertise and urged policymakers to prevent similar incidents in pharmacy settings. Health Minister Dame Andrea Leadsom responded by defending the current approach, denying any "blurring of the edges" and emphasizing patient safety as the top priority.

"If the Government does not support community pharmacies with the relevant funding, then we will see a massive number of closures," warns Dr. Leyla Hannbeck, chief executive of the Independent Pharmacies Association (IPA). The Fight4Pharmacies campaign, led by the IPA, is urging prime minister Rishi Sunak to address a critical £1.2 billion funding shortfall that threatens the survival of independent pharmacies across the UK. This urgent plea comes as 1,000 community pharmacies have closed since 2019 due to rising operational costs and insufficient reimbursements. On May 21, supporters of the Fight4Pharmacies campaign, along with 50 MPs including prominent figures like Priti Patel and Gavin Williamson, delivered a petition to Downing Street. The petition, Prescription to Save Our Pharmacies outlines how independent community pharmacies can be supported to ensure smooth running of pharmacies.

NHS England announced at the Pharmacy Show this morning that Ministers have decided to amend the Pharmacy First thresholds for the remainder of the year. This decision follows concerns raised by Community Pharmacy England (CPE) regarding difficulties faced by pharmacy owners in meeting the required number of clinical pathway consultations for monthly Pharmacy First payments In response to CPE's representations to the Department of Health and Social Care (DHSC) and NHS England, the threshold was earlier reduced from 20 to 15 in August, and from 30 to 20 in October. At the Pharmacy Show on Monday, Ali Sparke from NHS England announced the revised thresholds, setting them at 20 for November and December 2024. Starting in January and February 2025, the number of clinical pathway consultations needed for the monthly Pharmacy First payment will rise to 25, with a further increase to 30 in March.

Community Pharmacy Wales and the Welsh government have entered an agreement on Thursday (December 16), enabling all pharmacies to deliver provision of contraception, treatment for common minor ailments, and access to repeat medicines in an emergency. Expansion of clinical community pharmacy service will be supported with an increased funding of £20 million a year by April 2024 from the current level of £11.4m. The two bodies have been negotiating the terms of agreement, which also includes plans to roll out a Wales-wide pharmacy prescribing service, allowing trained pharmacists to treat an extended range of conditions that currently require GP visits. The agreement will allow patients to access NHS services closer to home which in turn would free up GP and other NHS services for patients with more complex needs. Eluned Morgan MS, minister for Health and Social Services said: "I welcome the positive approach to negotiations taken by Community Pharmacy Wales, embracing our ambition for a reimagined community pharmacy service, which is an integral part of a strong primary care landscape."
