The National Pharmacy Association (NPA) is calling on NHS England and its member to pause and reflect before further implementing the pharmacy contraception service. NPA board met on Tuesday (25 April) to discuss the Pharmacy Contraception Service and the board decided that - with the community pharmacy sector at breaking point - it cannot support the immediate roll out of this service. The association believes that with no new funding for the service, and all existing funds in effect already allocated to other pharmacy activity, any payments to the sector for delivery of the oral contraception service will ultimately be clawed back by NHS England. Tweeting after the meeting yesterday, the NPA said: "We can't tell pharmacy owners what they can and can't do. But we can tell them the facts; fact number one is that with no new funding currently available everyone will be a loser from the implementation of this service on the current terms." NPA Vice-Chair Jay Badenhorst added: "We cannot be expected to take on more and more services without the increase in funding necessary to deliver them effectively. Meanwhile, taking on additional work when current workload already exceeds capacity risks impacting negatively on the overall quality of care people experience in pharmacies. We still believe this could, in future, be a great new pharmacy service, but not without the extra funding necessary to deliver it safely and effectively. We want to offer women this extra support, but if it's worth doing it's worth doing properly."

The Department of Health and Social Care has updated the list of community pharmacies eligible for the Pharmacy Access Scheme (PhAS) and approved 43 cases out of 63 applications, bringing the the total number of eligible pharmacies in England to 1,445. Earlier this year, NHS England and NHS Improvement (NHSE&I) invited community pharmacy contractors to apply for a review if they believed there were any inaccuracies in relation to pharmacy premises addresses or unforeseen circumstances affecting access, such as a permanent roadblock. Submitted applications were reviewed by the relevant NHSE&I regional pharmacy contract team, and determined by the relevant pharmaceutical services regulations committees (PSRC). Due to the workload pressures seen over winter, the review deadline was extended, giving contractors applying for a review two full months to complete their applications. This also pushed back the announcement of the outcome of the review, but where an application has been successful, PhAS payments will be backdated to the start of the scheme.

Community pharmacy teams in England have broken all previous records by a distance and delivered nearly five million flu jabs in the past season. They have administered over 2.08 million more flu vaccinations under the national programme during 2021-22 than the previous year, which is a a 75 increase, the Pharmaceutical Services Negotiating Committee has reported. According to latest data published by the NHS Business Services Authority in its Advanced Service Flu report community pharmacy has administered 4.85 million vaccinations under the national Flu Vaccination Service in 2021-22. The total number of vaccines administered in community pharmacies in 2020-21 was 2.77 million. Commenting on the end-of-season figures, PSNC chief executive Janet Morrison said: "I am thoroughly impressed to hear it confirmed that community pharmacy has had another record-breaking year of flu vaccination provision. The ability of pharmacy teams to deliver the healthcare services that communities need, despite the challenges and pressures this winter, is simply phenomenal.

Department of Health and Social Care (DHSC) has increased the rate of discount deduction for generics from 17.52 per cent to 20 per cent. The Drug Tariff for April 2023 will contain changes to the discount deduction arrangements for pharmacy contractors, which will include- all concession lines to be considered as Group Items for Discount Not Deducted i.e. DND or zero discount (ZD) items; and rate of discount deduction for generics to increase from 17.52% to 20% The Pharmaceutical Services Negotiating Committee (PSNC) and DHSC agreed on the changes for all concession lines to be considered as Group Items for Discount Not Deducted. Therefore from 1 April 2023, a new category will be introduced into Part II of the Drug Tariff 'Drugs for which discount is not deducted'. However, the committee had rejected the changes in the rate of discount deduction for generics. It said, "Following pressure from NHS England, Ministers have now chosen to impose changes to the previously agreed discount deduction arrangements, which come into effect from 1 April, and will be kept under review."

The Department of Health of Social Care (DHSC) has re-determined that all six Madopar (Co-beneldopa) preparations meet the special container criteria as outlined in Part II Clause 10 of the Drug Tariff. "The NHS dictionary of medicines and devices (dm+d) has now been updated with special container status applied to the complete pack sizes of all Madopar preparations," said PSNC. "The special container rules apply immediately to all branded or generically written prescriptions for Madopar dispensed from December 2022 onwards." The Welsh chapter of the Royal Pharmaceutical Society, along with ten other royal colleges and professional bodies, have renewed calls for the urgent transformation of mental health services to address increasing demands on the NHS in Wales. Representatives of the Royal College Mental Health Expert Advisory Group joined members of the Senedd in Cardiff to outline the work of the group over the past year and to explain why a well-trained, fully supported and equipped multi-disciplinary workforce is critical for the development of care for people with mental health conditions. To make sustainable change happen, the group is calling for a greater focus by the Welsh government and NHS Wales on the following: The critical changes needed to improve the delivery and structure of mental health services across Wales in community, hospital and specialist secure settings. Parity of access to mental health services for the most vulnerable patients, ensuring they have equal access opportunities that vulnerable patients would receive for physical health conditions.

To help manage the ongoing supply disruptions, the health regulators have extended to 28 October 2022, serious shortage protocols (SSPs) for 12 of the 13 hormone replacement therapies (HRT). "The only HRT SSP set to expire on 29 July 2022 is for SSP021 Premique low dose 0.3mg/1.5mg modified-release tablets. After 29 July, there will be no need to restrict quantities of Premique tablets as its supply situation has now stabilised," said PSNC. In addition, the dose equivalence advice and endorsement guidance for SSP024 and SSP025 have been updated. SSP024 and SSP025 have been updated by DHSC to provide greater clarity to pharmacists on the dose equivalences to determine the appropriate quantity to supply. Pharmacists are asked to refer to the latest SSP versions and endorsement guidance published on NHSBSA's website.

From April 2022, contractors will have to make all monthly FP34C submissions only through the Manage Your Service (MYS) portal, the Pharmaceutical Services Negotiating Committee (PSNC) said in an update. This will be for prescriptions dispensed from March 2022. The last paper FP34C submission document will be posted out to contractors this month. Contractors who have not yet registered for MYS, can do so by completing the form on the NHSBSA's website. While encouraging contractors to switch to the MYS, the negotiator stated that nearly 1,500 pharmacy contractors still depend on the paper FP34C submission document.

Department of Health of Social Care (DHSC) has confirmed that the Dexcom One Transmitter will be added to Part IXA of the March 2023 Drug Tariff. "Previously, patients were advised to obtain the free-of-charge Dexcom One transmitters directly from the pharmacies, without a prescription, as the original Drug Tariff application for the transmitter was unsuccessful," said the Pharmaceutical Services Negotiating Committee (PSNC) It has raised concerns with DHSC and Dexcom that these distribution arrangements for transmitters are unacceptable because they result in extra unfunded activity for community pharmacies. Both, DHSC and Dexcom acted upon these concerns by agreeing to add the Dexcom One transmitter to the Drug Tariff from March 2023. At the same time, Dexcom One CGM System (containing 1 sensor, 1 sensor applicator, 1 transmitter) will also be added to the March Drug Tariff.

A price concession only applies for the month in which it is granted. No additional prescription endorsement are required as the new price is automatically applied by the NHS BSA to all items submitted for payment in the same month for which a price concession is granted. The Association of Independent Multiple Pharmacies (AIMp) and senior official of NHS Property Services (NHSPS) had a meeting on August 18 to review the rent policy for health centre pharmacies. Earlier, the association had sent a letter to NHSPS that was signed by pharmacies from across the sector, including single independents, pharmacy groups and members of the Company Chemists' Association. The letter outlined concerns about rent reviews and the impact of it on the co-located health centre pharmacies. Dr Leyla Hannbeck, CEO of AIMp, said: "We outlined that whilst in the past, the norm established by the industry, was to base rents for co-located pharmacies primarily based on patient list size, (and taking account of a few other factors), the industry now needs to revise the basis on which rents are determined for co-located pharmacies." The association, on behalf of the pharmacy sector, met the CEO of NHSPS and two of their senior directors (director or property management and their finance director).

Considering the shortage of Fluoxetine 10mg tablets, the Department of Health and Social Care (DHSC) has extended the serious shortage protocol (SSP) for the medicine to February 11, 2022. Earlier the SSP for Fluoxetine 10mg tablets was set to expire on November 12. Extension of the transition period will enable use of No Cheaper Stock Obtainable (NCSO) endorsement and use of EPS tokens to claim for supplies made in accordance with SSPs. The NHS Business Services Authority (NHSBSA) has accepted that either the new 'SSP' or existing 'NCSO' endorsement for any SSP claims can be submitted using electronic prescriptions (EPS) tokens of FP10 paper prescriptions, during the period.

After engaging with contractors and stakeholders of NHS Community Pharmacy, the pharmacy review steering group (RSG) is planning to put proposals to contractors' vote before Easter 2022. The group, made up of representatives from the Association of Independent Multiple Pharmacies, Company Chemists' Association and independent community pharmacy, was formed in late 2020 to explore the future of community pharmacy network support. After engagement with the sector, the RSG has defined the roles of the local and national representative bodies, considered the contractor decision-making process, and worked through analysis and suggestions on local representation. It is now focusing on national representation and support.
