The Health Committee's new report has reminded the government of a much-needed pharmacy workforce plan to support recruitment, training, and retention of staff. The report makes a number of recommendations to optimise workloads across primary care, reduce pressure on general practice and hospitals, and support the integrated care systems. It also recognises the potential of pharmacist independent prescribers to support patient care, backed by appropriate supervision, training, and opportunities for professional development. RPS England gave evidence to MPs on the Committee at a public hearing in May, highlighting key issues to support the pharmacy workforce. RPS director for England, Ravi Sharma, said: "Today's report underlines the urgent need for the Government to set out a comprehensive workforce plan for health and care. Balmedie Pharmacy based in Aberdeenshire, Scotland has been purchased by local expanding multiple operator JMF Healthcare. Balmedie Pharmacy is a well-performing community pharmacy that dispenses an average of 5,255 items per month. The National Pharmacy Association (NPA) has emphasised that the community pharmacy sector must be involved right from the start in all local planning meetings pertaining to the roll-out of vaccine services in potential future pandemics. This includes crucial discussions regarding supply logistics and resource allocation, lawyers representing the NPA told COVID-19 public inquiry hearing. Chaired by Baroness Heather Hallett, the independent public inquiry is examining the UK's response to the Covid-19 pandemic and lessons for the future. The NPA has been designated as a 'core participant' in Module 4 (vaccines) of the inquiry, which considers various issues related to vaccine development and rollout, as well as Module 3 (healthcare). During the hearing on September 13, NPA lawyers outlined three key areas the association says must be improved in future pandemic vaccination programs, including properly utilising existing primary care expertise, better planning and engagement, and improved access to information for community pharmacists.

The Pharmaceutical Services Negotiating Committee (PSNC) has launched a four point plan at its parliamentary drop-in event for MPs and peers hosted on Tuesday (15 November). The event lasted for two hours, during which MPs had the opportunity to drop-in and have their blood pressure measured by pharmacists with experience of working on the front-line and were briefed on the urgent need for action to address the pressures on the sector. Outline of the four-point plan: Resolve the funding squeeze: Community pharmacy needs an immediate funding uplift to prevent large-scale pharmacy closures, as well as emergency business relief to get through this winter. Tackle regulatory and other burdens: Pharmacies must be protected from medicines market shocks, supported to help them weather the workforce crisis, helped to free up capacity and freed from red tape that does not enhance patient care. Help pharmacies to expand their role in primary care: Pharmacies could do more to support the delivery of primary care for example through offering clinical services for long-term conditions - like hypertension, diabetes and respiratory disease, supporting people to adopt healthier lifestyles and prevent the development of long-term conditions, medicines optimisation, and a much wider variety of NHS vaccinations.

David Webb, the Chief Pharmaceutical Officer for England, acknowledged that the "pressure in the system is high", but urged everyone to "keep our eye on the design" of the NHS plan, adding that the "the objective is to bring the different parts of primary care together" in the patient interest. Speaking during the opening keynote session at the the National Pharmacy Association (NPA) conference held on Thursday (13 October), he added that the NHS plan intends to bring different parts of primary care together to help patients. He said the new integrated care boards (ICBs) are a key strategic framework as they provide the "potential to form partnerships to deliver integrated services across larger populations". "ICBs will want to work with Local Pharmaceutical Committees to plan for the local population and the new community pharmacy clinical leads in ICBs, who have been funded by NHS England, are there to advise." He explained that once an ICB takes over the commissioning of pharmaceutical services (which they are all due to do by April 2023), it could use its funds to commission a local enhanced service as an add on to an advanced service. For instance, a CVD risk assessment could be added to the blood pressure check service.

The Royal Pharmaceutical Society (RPS) has called pharmacy employers and pharmacy trade unions to come together to a round table meeting to agree on principles for a way forward that ensures patients benefit consistently from access to high quality, adequately staffed, safe pharmacy services. It has also urged the governments, NHS organisations and individual pharmacy teams to define clear prioritisation plans, which can be embedded in organisational business continuity plans which set out the pharmacy services that are essential and must always be provided and can be de-prioritised at specific levels of pressures. The challenges for pharmacies are compounded by the escalating cost of living crisis. With unprecedented levels of burnout among pharmacists, pharmacy closures and the potential for strike action, RPS has called for three things- 'professionalism, respect and prioritisation.'

The Department of Health and Social Care (DSHC) has launched a consultation to seek views on changes to pharmacy supervision, which is being considered as part of the Primary Care Recovery Plan. Earlier this week, it emerged that Alliance Healthcare closed for four days shortly after receiving around 2.5 million tests on Christmas Eve. Meanwhile, the UKHSA indicated that Alliance Healthcare has been delivering 86 per cent of its orders within 24 hours of the pharmacy order, nearly half of that on the same day. Besides, a plan to switch on a Parcel Force delivery contingency is being finalised by UKHSA, which would enable supply of a further 3.5 million test kits.
