The General Pharmaceutical Council (GPhC) has called for comments and views on the recently launched consultation on selecting the appropriate mode of consultation when assessing a person's needs by pharmacy professionals including pharmacist prescribers. The guidance note sets out what the pharmacy professional or prescriber, in agreement with the patient, needs to consider when selecting the mode of consultation - such as face-to-face; video-link, video-chat, or other online platforms; telephone and online questionnaires - best suited to gaining the information needed to deliver safe and effective pharmacy care. The principles outlined in the guidance apply to consultations undertaken in all pharmacy settings, including those undertaken by online pharmacy services providers. "Our plan is to include the contents of this guidance note in the document: 'In practice: Guidance for pharmacist prescribers' when we undertake our next review," said the regulator.

The UK government has announced plans to update legislation to enable more services and individuals to provide take-home supplies of naloxone - a life-saving opioid overdose antidote - over the next few weeks. A new legislation has been introduced to allow authorised pharmacists along with other healthcare professionals in Northern Ireland to certify 'fit notes', health minister Robin Swann has announced. Pharmacists and some other healthcare professionals in England, Scotland and Wales are already allowed to sign 'fit notes'. Swann announced that 'fit notes' were also set to go fully digital in the future, meaning they would no longer need to be signed in ink. He said: "I am delighted to introduce this legislation in Northern Ireland. This change will make it easier for people and employers to get the advice they need so people can stay in work and will help free up doctors' time. "Too often we see people being faced with unnecessary challenges to get a fit note. More professionals being able to offer this vital service will speed up the process and support people to return to or remain in work."

The Royal Pharmaceutical Society (RPS) has called on employers, governments and NHS organisations to provide pharmacists with regular protected learning time (PLT) within working hours to develop their skills in clinical delivery, education, research and leadership. RPS workforce wellbeing survey showed an average 42 per cent of pharmacists were not given any PLT, a figure which rose to 55 per cent in community pharmacy. Most were unable to engage in professional development activities as part of their working day because of their responsibility to deliver frontline clinical services to patients. This means learning is often undertaken outside of working hours, increasing pressure on individuals and impacting their work/life balance. The survey showed that 48 per cent of respondents identified a lack of PLT as negatively affecting their mental health and wellbeing and that 88 per cent were at high risk of burnout. PLT improves the quality of patient care through professional practice and reflection, helping to develop insights, maintain and refine care standards and increase confidence. It facilitates continuous professional development (CPD), ensuring that skills and knowledge are up to date.

According to HEIW, it is currently investigating the viability and importance of revitalising 'return to practice' packages, formulating pharmacy apprenticeships, initiating international recruitment initiatives, and establishing a registration pathway in Wales for displaced pharmacists and pharmacy technicians holding refugee status. "In the past two years, we have arrived at a point where maintaining the desired access to the volume and quality of pharmacy services for our population has proven unattainable," said HEIW. "In Wales, instances of diminished pharmacy services are evident in both hospital and community settings. The trend of abrupt, temporary closures in community pharmacies continues."

The International Pharmaceutical Federation (FIP) has published two new handbooks to support pharmacists in providing 'much-needed' mental health services. The federation unveiled "Mental healthcare - A handbook for pharmacists" and "Knowledge and skills reference guide for professional development in mental health care" on Thursday July 7. The handbooks, developed in collaboration with an international group of experts, aim to support pharmacy practice, presenting the many potential mental health care actions that pharmacists can perform, from preventing mental illness and screening for signs to optimising medication and responding to mental health crises. The reference guide is intended to accompany the handbook and defines the knowledge and skills that pharmacists need to acquire to provide such services.

Prince Charles has praised the "dedication and professionalism of pharmacy staff" at an event held in London to celebrate the work of community pharmacists during the Covid-19 pandemic. Recently, the English Health Secretary has talked about introducing a 'Pharmacy First' model similar to that which exists in Scotland. What is the role of community pharmacy and how do we guide people to seek support from the most appropriate healthcare professional? What is the vision for community pharmacy delivering patient care in the next decade? The lesson from Scotland is that the government needs to sit down with the sector and map that out together. There are no quick fix overnight solutions. This needs to be a long-term commitment backed by adequate funding. Supervision regulations need to change and there needs to be a thought through workforce strategy which avoids community pharmacy shortages as that does nothing to deliver improved patient outcomes.

The Council of Pharmaceutical Society NI (PSNI) has introduced an 8-week public consultation on proposed Guidance on Pharmacy Staffing Levels within registered premises. The principle-based Guidance seeks to assist Pharmacy Owners and Superintendents to ensure that each pharmacy has enough appropriately skilled and qualified staff to provide safe and effective pharmacy services to the public. All registered pharmacies will have to meet the standards set out in the Premises Standards, when commenced. PSNI said: "The proposed Guidance should also help ensure a working environment that will facilitate pharmacists to meet their professional obligations under the Professional Standards of Conduct, Ethics and Performance for Pharmacists in Northern Ireland (2016)." "Whilst other health regulators have primary responsibility for systems regulation outside of regulated premises, we consider that the principles outlined in this Guidance, will be helpful for managers working with pharmacy teams in different settings."
