The Department of Health and Social Care (DHSC) is pushing ahead with its plans to implement a new drug tariff from April 2024. However, this move has sparked strong opposition from Community Pharmacy England (CPE), raising concerns about its potential impact on pharmacies and patients. Earlier, it was announced that the April drug tariff will include the new 'Retrospective top-up payment for Concessionary prices, which will be applied automatically for the products listed in Part VIIIE each quarter by the NHS Business Services Authority (NHSBSA), according to the volume the contractor was paid for. However, CPE argued that the government has imposed these "untested" changes without their agreement, and strongly opposed them stating that "no recovery or downward pressure on margin is acceptable given the financial fragility of community pharmacies." Janet Morrison, chief executive of CPE, has voiced strong opposition to these changes, arguing that "any system expecting pharmacies to dispense at a loss" jeopardises the sector's financial stability and compromises patient care.

The English health secretary has fumbled the opportunity to prevent a crisis in the NHS this winter. She either does not understand or value the role of community pharmacy as the third pillar of patient access to essential healthcare. Her announcement that she wants community pharmacy to provide more services to take the strain off A&E departments and GP surgeries comes on the same day DHSC announces no new long-term investment to sustain the sector. Does she not understand that as a result of years of government underinvestment in England the network is in decline with random closures across the country? Too many pharmacies are temporarily closed every day due to workforce shortages beyond the control of pharmacy owners. Adding a new service here and there, even with some additional funding, does not address the longer term viability of the network which needs to know which patient services it will be expected to provide over the next 10 years - not just the next few months - and how those will be adequately remunerated. Asking more from our sector with no new investment is a strategy which is bound to fail. The pharmacy contract remains economically illiterate. The sector's finances need open heart surgery not a couple of paracetamol tablets.

Ahead of the launch of UK's first state-of-the-art automated hub for independent community pharmacists, HubRx has announced the appointment of Karl Wooldridge as operations director and Matthew Tollefson as chief financial officer. Karl brings more than 14 years of sector experience to his new role with HubRx. Having begun his career as an independent community pharmacist, Karl has gone on to hold key roles within pharmacy automation, including managing Phoenix Medical Supplies' offsite dispensing service. Commenting on his appointment, Karl said: "I'm delighted to have joined the team. The pandemic has further highlighted the important role pharmacists can play in keeping the nation healthy, not least in the delivery of the latest vaccination programme. The focus is now on pharmacists offering more clinical services, but to be able to achieve that the dispensing burden needs to be reduced. "HubRx is pioneering, our approach will transform community pharmacy. We're investing in cutting-edge technology to create an automated dispensing hub that will create capacity for pharmacists, allow them to grow and expand their skills." The Pharmacists' Defence Association (PDA) has made the its 'Education revision programme' accessible for new registrations who are preparing for the GPhC/PSNI November 2022 assessment. The programme offers a wide range of practice calculations questions, some mock exams, practical tips on revision, and an opportunity to chat to other PDA members who are preparing to sit the assessment. PDA's charity partners, Pharmacist Support also offer a range of options including- Counselling and peer support; Financial support; A listening friend service and Addiction support. The PDA has also reminded all candidates that there have been some changes made by the GPhC to address problems that occurred in the June 2022 sitting.

The Pharmaceutical Services Negotiating Committee (PSNC) has refused to accept the Department of Health and Social Care (DHSC)'s decision to get rid of 'transitional payments' from February 2023. The pharmacy negotiator said that 'any reductions in payments at this point will be impossible for community pharmacy contractors to manage financially.' "We are also continuing to be clear with officials and ministers that CPCF funding needs an urgent uplift to help businesses to cope with soaring costs being driven by inflation and the workforce crisis. We put a comprehensive business case to the government for this uplift in the last CPCF negotiations." The latest 'transitional payments decision' by the Department follows the announcement last year that the value of the these payments would be phased down over the second half of 2022/23 and will be based on the latest monitoring and analysis of funding delivery. PSNC says it submitted a fully-costed bid for a 'Pharmacy First' service in its last round of negotiations alongside the case for an uplift to core CPCF funding. Both of these were refused.

A pharmacy group operating in London and the surrounding areas has said it's cliched a financial deal worth £4.25 million with a major global bank to bolster its mergers and acquisitions activity. Osbon Pharmacy Group said on Monday (19 June) that it would use the multi-million-pound funding package from HSBC UK to also invest in bringing accessible and comprehensive medical services closer to the doorstep of Londoners and people of South East England. The family-run business said the new money will open new position which will include opportunities for pharmacists, pharmacy assistants, pharmacy technicians, dispensers, accounts clerks and delivery drivers, taking the company's total headcount to 185. The group, which currently has 26 pharmacies across London and South East England, was established in 2005. The company offers a range of medicine and prescription services as well as offering customary help and advice. It switched to banking with HSBC UK last year as part of a £6.9M refinance package, which saw the business acquire nine pharmacies and takes the total funding provided by HSBC UK to date to £11.1m.

The government, NHS England and the Association of the British Pharmaceutical Industry (ABPI) has begun the negotiations for a new voluntary scheme for branded medicines pricing on Thursday (4 May). A new voluntary scheme is expected to take effect from 1 January 2024, replacing the current scheme which came into force in 2019 and ends on 31 December 2023 In their first meeting, the government, NHS England and industry - represented by the ABPI -expected to agree to a shared negotiation aim of working toward a mutually beneficial agreement that supports better patient outcomes and a healthier population, a financially sustainable NHS, and UK economic growth. Health Minister, Will Quince, said: "These negotiations will ensure a new scheme continues to deliver value for money by providing significant savings for our health services, securing access to innovative lifesaving drugs for NHS patients, and helping to reduce waiting times - one of the Prime Minister's 5 priorities. The current voluntary scheme supports investment in NHS services and saves billions of pounds for the NHS, while also promoting innovations and a successful life sciences sector.

Community Pharmacy England (CPE) Chief Executive, Janet Morrison met with the new Pharmacy Minister, Dame Andrea Leadsom MP this week and discussed a range of critical topics, including funding and pressures. Janet informed the minister that community pharmacies continue to face immense financial pressures, and highlighted the need for an improved core contract. She told the minister that 35-50 per cent real term cuts and rising costs have led to closures, consolidations and cashflow. This has weakened the capacity for the network to respond to displaced patients, increased risk in terms of the safety of medicine supply, and led to loss of service for communities in the most deprived areas, she said.

The NHS is facing a range of long term challenges which needs to be countered with prevention, enhance personalised care and sustainable performance, health and social care secretary Sajid Javid said on Tuesday (March 8). In his speech on healthcare reform at the Royal College of Physicians in London, he said: "We face some long-term challenges: how to keep the NHS focused on delivery while futureproofing it for changing demographics and disease; how to meet rising patient expectations and address the injustices of widespread disparities; and how to deal with an unsustainable financial trajectory while backing the brilliant people who work in health and care." Javid emphasised on three key points for healthcare reform - prevention, personalisation and performance. He said, prevention is not just about building a 'national hospital service' but a true 'National Health Service'.

Throughout the fiscal year 2023/24, a staggering 22.5 million messages traversed the NHS App, a feat previously reliant on traditional methods like text messages or letters. This monumental shift not only signifies a boon for efficiency but also heralds substantial savings, with each text message costing an average of 5p. Drastically reducing these expenses has amounted to a commendable £1.1 million in savings, marking a pivotal milestone in NHS expenditure management.

The National Pharmacy Association (NPA) has raised concerns over the upcoming increase in the National Living Wage, saying it will make things even worse for local pharmacies already facing nearly a decade of cuts in real terms. Scheduled to go up from £10.42 to £11.44 per hour starting April, the National Living Wage rise is expected to put a lot of financial pressure on many pharmacies. The NPA says "it will cost them over £10,000 in salary bills, and for some, even more, without getting more from the NHS funds. and has asked the government to deal with the ongoing problem of underfunding for community pharmacies. The association has warned that without additional funds, pharmacies could face staff layoffs or reduced services to cover the increased wages, calling for a "comprehensive new funding deal to prevent further closures of vital local services, which have been shutting at the rate of eight a week."

Extending its support for the Prescription Charges Coalition (PCC), the Pharmacists' Defence Association (PDA) is asking pharmacists in England to share their experiences of patients denying prescriptions due to financial issues. PDA members who have practiced in the country within the last 12 months are asked to complete the Prescription Charges Coalition survey by Sunday 28 January. The PCC is an alliance of more than 50 organisations campaigning to abolish unfair prescription charges for people with long-term conditions in England. All members of the coalition, including PDA and Royal Pharmaceutical Society (RPS), understand that if patients do not receive their prescribed medicines due to the cost, their health may deteriorate, and this can increase costs for the National Health Service (NHS).

Pharmacy bodies have urged the Health Select Committee to hold the government to account on pharmacy funding and workforce challenges. In a show of unity, leaders from the sector came together to write a joint letter to the chair of the committee and former health secretary Jeremy Hunt and bring to his attention how financial pressures worsened by nearly a decade of a real-term decrease in funding have made the sector virtually untenable. The Pharmaceutical Services Negotiating Committee (PSNC)'s recently published 'Pharmacy Pressures Survey' confirms how this has had an impact on pharmacy contractors, their teams as well as patients. The survey found that 91 per cent of pharmacies are experiencing staff shortages. At the same time, demand for community pharmacists has risen - nine in ten pharmacy teams reported a significant increase in phone calls from patients about prescriptions, and 86 per cent reported a rise in requests for healthcare advice. The letter to Jeremy Hunt is signed on behalf of the four chief executives of the PSNC, the Association of Independent Multiple Pharmacies (AIMp), the Company Chemists' Association (CCA) and the National Pharmacy Association (NPA).

To accurately assess this trend and advocate for sustainable funding, CPE is initiating an audit to gather data crucial for showcasing the extent of unfunded care provided by community pharmacies. Scheduled to commence this week, the Pharmacy Advice Audit will entail pharmacy teams documenting informal healthcare advice dispensed over a single day.

Digital pharmacy app Charac has raised over £1 million in debt and equity, bringing total funding to date for the London-based startup to £2.5m. Pharmacy Business understands while the majority of the new finance, worth about £1.2 million, comes from the National Pharmacy Association (NPA) coffer, the remainder is put forward by a number of individual pharmacy businesses. The pharmacy sector is in a state of crisis, experiencing nearly two closures per week over the past two years, Charac said in a statement. According to data from the NHS Business Services Authority, there are now only 11,026 community pharmacies in England, the lowest number since 2015. The current crisis is attributed to escalating operational costs, a shortage of staff, and diminished government financial support.
