Pharmacy bodies have welcomed the new minister in charge of the profession amid warnings that he will find the sector in a state that is "more fragile that ever" due to "untenable funding and workforce pressures". Neil O'Brien was re-appointed as parliamentary under secretary of state in the Department of Health and Social Care (DHSC) on October 25 and was later assigned the pharmacy brief. The Conservative MP for Harborough - who will have a wide-ranging portfolio of responsibilities, including primary care and pharmacy - has taken over the position from Will Quince MP, who had a brief stint as pharmacy minister but remains at the department on a different role. O'Brien was was handed a junior minister's job at DHSC on 7 September 2022 in the government led by Liz Truss but fellow Conservative Quince was assigned primary care duties including pharmacy. Welcoming him to his new role, The Company Chemists' Association said that the minister would find that the community pharmacy sector was "more fragile than ever" with untenable pressures over funding and workforce.

The Company Chemists Association (CCA)'s workforce finding showed that by 2024 eight years' worth of growth of the pharmacist workforce will have been funnelled away from community pharmacies. "In 2019, when NHS leaders realised they were unable to find enough GPs to meet the public's needs, they hastily decided to recruit pharmacists and other healthcare professionals to fill the gaps. This was implemented without any corresponding efforts to increase the supply of pharmacists, creating huge shortages," said CCA. "The bulk of the NHS's recruitment drive was paid for using additional money ringfenced by the NHS - the £2.4bn Additional Roles Reimbursement Scheme (ARRS). We estimate over the life course of ARRS funding (2019-2024), the equivalent of eight years of growth in the number of pharmacists in England will have been funnelled directly into primary care at the expense of other sectors. At the current rate, CCA estimate that community pharmacy will have experienced the equivalent of three fallow years by 2024. To ensure the pharmacy network is protected and able to take pressure off other parts of the NHS, there are several urgent measures which must be implemented. The National Pharmacy Association (NPA) has called the future prime minister to deliver on the commitments made by the previous health secretaries to reform primary care through a 'pharmacy first' approach and fairly fund community pharmacies to avoid closures. In an open letter, the NPA has urged Rishi Sunak and Liz Truss, the two leadership contenders of the Conservative Party and prime ministerial candidates, to think radically about the role of England's 11,000 pharmacies, which are on the frontline of healthcare across the country. A new report published today (June 29) by the think tank Policy Exchange highlights key role for community pharmacy in management of primary-secondary care interface. The report called Medical Evolution has received cross-party support. It says an equivalent of 15 million GP appointments per year are spent dealing with issues managing care between GP practices and hospitals. Research from the think tank also finds 150,000 people could be on 'hidden' waiting lists (where a patient has been referred by a GP for further treatment, but not included on official hospital waiting lists). On the eve of the NHS Long Term Workforce Plan, the report calls for the development of 'interface specialists' - which could be undertaken by doctors, nurses or community pharmacists to enable them to work more routinely across settings and to strategically plan interface working.

The Pharmacy Supervision Practice Group held its second meeting to discuss the future modelling of pharmacy practice. Some of the leading bodies from the community pharmacy sector have joined the group. The members explored themes centred around accountability, delegation and responsibility. The session included a wide-reaching discussion, including what future guidance might look like and the continued patient access to the pharmacist through a comprehensive, accessible and equitable community pharmacy offer. Chair of the group, Dr Michael Twigg, Associate Professor of Primary Care Pharmacy, University of East Anglia, said: "The primary objective of the group is to develop a co-designed and co-produced solution that will not only enhance the patient experience within community pharmacy practice, but that will enable the community pharmacy workforce to maximise role and professional skills. "At its second meeting, the group was unanimous that any changes in the delegation, responsibility and accountability space should be in the patient interest, distil confidence for patients and ensure that community pharmacy remains accessible and equitable."

The 'SaveOurPharmacies' roundtable held on Tuesday (21 March) to discuss severe challenges faced by the community pharmacies in England witnessed the support of 15 MPs. Janet Morrison, Chief Executive, Pharmaceutical Services Negotiating Committee (PSNC); Andrew Lane, independent pharmacy owner and Chairman, National Pharmacy Association (NPA) and Ian Strachan, independent pharmacy owner and Board Member, Association of Independent Multiple Pharmacies (AIM) attended the summit, which was chaired by Stephen Hammond MP, to brief MPs on the severe challenges facing the sector. MPs in attendance were Stephen Hammond, Sally-Ann Hart, Peter Aldous, Anna Firth, Taiwo Owatemi, Bob Seely, Derek Thomas, David Rutley, Lilian Greenwood, Tulip Siddiq, Hillary Benn, Sarah Olney, Christian Wakeford, Daisy Cooper (researcher) and Victoria Atkins (researcher) The title of the event 'Community pharmacy's role in the Primary Care Recovery Plan' which is expected imminently, is set to include a variety of measures aimed at helping primary care to recover from the impact of the pandemic. PSNC has been pressing for the plan to include a fully-funded national Pharmacy First service as this is the best chance for getting significant additional funds into community pharmacies.

The recruitment of pharmacists in Primary Care Networks (PCNs) has exacerbated a general shortage of pharmacists, revealed an independent review of Integrated Care Systems (ICSs) published on Tuesday (4 April). The review, Rt Hon Patricia Hewitt, highlighted the impact that the Additional Roles Reimbursement Scheme (ARRS) roles for pharmacists are having on the community pharmacy sector. "Contracts with national requirements can have unintended consequences when applied to particular circumstances. For instance, the national requirements and funding of Additional Roles Reimbursement Scheme (ARRS) roles for community pharmacists within PCNs, has on occasion exacerbated the problem of a general shortage of pharmacists, with some now preferring to work within primary care rather than remain in community pharmacies or acute hospitals, compounding the problem of community pharmacy closures and delayed discharges." It set out to consider the oversight and governance of ICS in England and the NHS targets and priorities for which Integrated Care Boards (ICBs) are accountable, including those set out in the Government's mandate to NHS England. As part of this work, Hewitt and her team engaged with a wide range of stakeholders representing various local health and social care settings, including LPCs.

The Royal Pharmaceutical Society (RPS) has introduced a new comprehensive learning programme to support pharmacists in Wales to deliver the Pharmacy Independent Prescribing Service (PIPS). Developed in collaboration with Health Education and Improvement Wales (HEIW), the programme is designed to "equip pharmacists with the essential knowledge, skills, and confidence needed to provide excellent patient care." While the primary emphasis is on pharmacists operating within primary care settings, those from various practice settings are also encouraged to register and participate in the programme. Commenting on the collaboration with HEIW, Elen Jones, director for Wales at the Royal Pharmaceutical Society, said that it will empower pharmacists across the country to deliver high-quality prescribing services to local communities.

Her visit to Eason's Pharmacy in Tamworth on September 22nd marked her first since assuming new responsibilities for pharmacy policy matters within Labour's health team. Gill was also joined by a member of the National Pharmacy Association staff. The Minister received a comprehensive briefing on Eason's Pharmacy from its third-generation owner, Kieran Eason (R). He outlined the NHS services, which include the New Medicines Service and blood pressure monitoring, and showcased two consultation rooms and an operational dispensary. "It's great that Preet came to learn firsthand about the challenges we face and the substantial potential of community pharmacies nationwide," Eason said. "As an independent prescriber, I have the expertise to provide even more convenient care, but the current funding levels severely limit our contribution."

Representatives from the national community pharmacy bodies will brief the MPs on the severe challenges facing community pharmacies on Tuesday (21 March) at a roundtable summit. The roundtable summit will include discussions on the urgent action needed to address the current severe challenges being faced by community pharmacy, as well as the sector's role in the upcoming Primary Care Recovery Plan, said PSNC. The Parliamentary event this week has been coordinated by PSNC as part of the joint #SaveOurPharmacies campaign which exceeded 30,000 signatories in a week. The Association of Independent Pharmacies (AIM), the Company Chemists' Association (CCA), the National Pharmacy Association (NPA) and PSNC will take part at the event. A spokesperson for the #SaveOurPharmacies campaign group said: "30,000 signatures in a week indicates a high level of underlying public support for community pharmacy and it's a good start to the #SaveOurPharmacies campaign. A petition by itself won't change the world, but it works as a kind of drumbeat for the campaign, giving forward momentum, and it's a really easy way to express your opinion. Commenting on the Ipsos survey findings, the Malcolm Harrison, the Chief executive of the CCA said: "We welcome the findings of the Ipsos survey, confirming that patients value the quality of service and advice community pharmacies routinely provide. "We are very concerned however that this cancer detection pilot, and all other pharmacy services, are at risk if the NHS is not prepared to inject urgently needed funding into the sector." He stated that without substantial investment, "we will see the continued erosion of the service pharmacies can provide." In addition to the need for critical additional funding the association is also calling on the NHS to pause the recruitment of pharmacists into GP surgeries. He said: "Patients are suffering because the demand for pharmacists in England is now significantly greater than that which the existing workforce can deliver."

A groundbreaking study analysing data from nearly 600,000 cancer patients in England has shed light on the increased risk of second cancers among breast cancer survivors. The research conducted by University of Cambridge in association with the Lancet Regional Health-Europe studied data from over 580,000 female and over 3,500 male breast cancer survivors diagnosed between 1995 and 2019 using the National Cancer Registration Dataset. The findings suggest that survivors of breast cancer, the most prevalent cancer in the UK, face a substantially higher risk of developing second primary cancers. According to the research, female survivors exhibited a twofold increase in the risk of contralateral breast cancer compared to the general population. The data highlighted an 87 per cent greater risk of endometrial cancer, a 58 per cent greater risk of myeloid leukemia, and a 25 per cent greater risk of ovarian cancer in female survivors.
