International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. A new report based on research from pharmacists across England by Sanofi, has called for the introduction of a 'national self-care strategy' to relieve the burden currently faced by health services. The new report, titled 'Driving a self-care revolution in the UK', explores the views of pharmacists, patients and doctors on self-care and the support needed to deliver it more effectively. While self-care policy measures are estimated to increase monetary savings for healthcare systems and national economies by 16%, this report highlights the right tools and resources are not yet in place to enable pharmacists to play a greater role in delivering self-care advice and medicines to patients. "As many as 77% of pharmacists said they would support the creation of a National Self-Care Strategy to provide national leadership on improving understanding of self-care and encourage its use among both patients and clinicians," the report said. According to the report, currently, 33% of pharmacists working for independent or small pharmacy chains do not have the resources to support patients with self-care, alongside their other roles. "To tackle this, close to half (45%) of pharmacists believe greater emphasis by primary care practitioners on the benefits of self-care would leave pharmacists in a better place to support patients. Similarly, 42% believe that training and recruiting more pharmacists would improve their capacity to deliver self-care advice."

The Home Affairs Committee has called upon the government to revise its current drug policy, moving away from the exclusive 'abstinence only' approach towards a more practical strategy that highlights harm reduction. The HAC's recommendations also include the introduction of a national naloxone programme in England, with community pharmacies playing a central role in facilitating access. The committee published its comprehensive report on August 31, with key recommendations, including the 'urgent' reclassification of psychedelic drugs for therapeutic research; a pilot safe consumption facility program (long resisted by the Westminster Government despite Scottish lobbying); and enhanced provision and research on cannabis-based medicinal products (CBPMs). The report urged the establishment of a national naloxone programme in England, aligning with devolved nations. It also highlighted the role of community pharmacists and peer initiatives for effective distribution and administration. Furthermore, the report emphasises enhanced naloxone distribution for prison leavers. Naloxone is a medication capable of rapidly reversing heroin or methadone overdoses, potentially saving lives.

The National Pharmacy Association (NPA) has raised concerns over the upcoming increase in the National Living Wage, saying it will make things even worse for local pharmacies already facing nearly a decade of cuts in real terms. Scheduled to go up from £10.42 to £11.44 per hour starting April, the National Living Wage rise is expected to put a lot of financial pressure on many pharmacies. The NPA says "it will cost them over £10,000 in salary bills, and for some, even more, without getting more from the NHS funds. and has asked the government to deal with the ongoing problem of underfunding for community pharmacies. The association has warned that without additional funds, pharmacies could face staff layoffs or reduced services to cover the increased wages, calling for a "comprehensive new funding deal to prevent further closures of vital local services, which have been shutting at the rate of eight a week."

The National Pharmacy Association (NPA) has appointed Paul Rees MBE as its new Chief Executive, with his role commencing on November 27th. Rees, currently serving as the Chief Executive of the Royal College of Psychiatrists and having held various roles throughout his career, will succeed Mark Lyonette, who is retiring, NPA said in a statement. "We anticipate Paul joining the NPA after a thorough recruitment process affirmed his suitability," said Nick Kaye, Chair of NPA. "Throughout his career, including his role at the Royal College of Psychiatrists, he has made a significant impact and achieved concrete changes in healthcare and society. I would also like to express my appreciation to Mark for his work as Chief Executive since 2018. He still has important tasks to complete at the NPA before his retirement." Rees has also held key positions at prominent organisations, including the Ramblers Association, National Housing Federation, Charities Aid Foundation, Association of University Teachers, and the , besides being the Head of Communications at the Home Office.

The National Health Service said that over 425,000 patients have utilised its new national online service to complete GP registration within its inaugural year. The GP surgery registration service, managed by NHS England, has granted NHS patients efficient and user-friendly access to GP registration since its inception in August 2022. According to the NHS, more than 1,400 GP surgeries, a fifth of the national count, have joined the NHS online registration service as part of a new plan to improve access to primary care. "This aligns with a new strategy to enhance primary care access, with a target of enrolling 2,000 practices in the Register with a GP surgery service by December 2023." Many GP surgeries still use paper forms, requiring patients to visit surgeries to collect paperwork. However, the new online service has been shown to save GP surgery staff up to 15 minutes per registration by helping to reduce paperwork and admin time, the NHS said. The NHS said that this service enables patients to register with a local GP online at any time, eliminating the need for in-person visits and simplifying the process for both patients and GP surgeries.

The National Pharmacy Association (NPA) has welcomed the Chancellor's commitment to increase the NHS budget, hoping that 'community pharmacies benefit from this investment'. The association is urging the government to address years of underfunding so that community pharmacies can avoid staff lay-offs to cover the increasing costs of the national living wage. The government's uplift of the National Living Wage was confirmed in its latest budget announcement to tackle the cost of living crisis. The NHS budget will also be increased in each of the next two years by £3.3bn. A recent NPA commissioned report by Professor David Taylor from University College London predicted that wage inflation and other cost pressures could combine with funding cuts to lead to cut-backs and pharmacy closures.

National pharmacy bodies have called on the government and NHS leaders to take appropriate action to keep pharmacy teams safe from violence and abuse. The Pharmaceutical Services Negotiating Committee (PSNC) - in collaboration with the Association of Independent Multiple Pharmacies (AIMp), the Company Chemists' Association (CCA), the National Pharmacy Association (NPA), and the Royal Pharmaceutical Society (RPS) - is supporting an important petition started by Mike Hewitson, a community pharmacy contractor, who has been threatened with stabbing and robbed in his own pharmacy. The PSNC and the other national pharmacy bodies strongly believe that no healthcare professional should have to deal with this, that and pharmacists and their teams should be better protected. It said: "Community pharmacies play an integral role in the delivery of primary care and most patients are highly appreciative of the hard work of local pharmacists and pharmacy teams from dispensing medicines and administering vaccines to providing medical advice and health monitoring services.

Professor Harry McQuillan has said community pharmacists in the UK must change their focus from an 'accuracy of supply' to a 'safety of supply' model when it comes to dealing with patients. "The main take away message from tonight's lecture is for pharmacy professionals to really challenge themselves about whether they are focused on accuracy of supply or safety of supply," he said at this year's UCL School of Pharmacy Lecture in London on Thursday, 15 June. "For our community pharmacists it must be about safety, including prescribing, and ensuring patients and citizens get the maximum benefit from prescribed medicines. "To deliver this, we need to invest in our teams - harness technology and always be willing to take the next step in a more clinical future." The Chief Executive Office of Community Pharmacy Scotland, however, noted that at a time when the UK was grappling with an unprecedented national debt crisis exacerbated by severe cost of living and spiraling inflation, community pharmacy will need to make a "compelling case" of where the priority should be in the sector. Expanding on the financial woes of the country, he compared the current national debt of the UK, which stood at a staggering 270 percent of GDP in September 2022, with the previous record-breaking national debt of 250 per cent at the end of WWII.

The Department of Health and Social Care (DHSC) on Thursday (30th November) announced the launch of a new suicide surveillance system, bolstering its efforts to tackle emerging methods of suicide and clamp down on those seeking to sell dangerous products to vulnerable people. For now, the DHSC will work with the National Police Chiefs' Council to gather near to real-time data from across the country on deaths by suspected suicide by gender, age group and method. The data will be obtained from individual police forces in England and the government will get it within three months of a suspected suicide, the DHSC said in its release. Previously, the only suicide data available at a national level was provided by the Office for National Statistics (ONS), but it could take up to 2 years for the official ONS data to come through.

Scottish community pharmacies will now hold two Naloxone kits, available in either nasal spray or injectable form, essential for reversing opioid overdoses. The Emergency Access Naloxone Scheme, which is backed by £300,000 of Scottish Government funding, began on Monday (30 October). Drugs and Alcohol Policy Minister Elena Whitham said, "Through our National Mission to reduce drug deaths and harms, we have invested more than £3 million in widening access to Naloxone, including through our emergency services." Witham said this new nationwide service is a welcome addition to existing services. "Police Scotland recently completed a force-wide rollout to 12,500 officers who have used the kits more than 300 times. According to the most recent statistics, 70 per cent of those who are at risk of opioid overdose are being provided with a lifesaving kit," she added. "It provides a substantial increase in life-saving emergency access and I'm grateful to all those in community pharmacies who are supporting our £250 million National Mission to reduce drug deaths," Whitham said.

The Community Pharmacist Consultation Service (CPCS) has been running as a national advanced service since October 2019 to relieve pressure on the National Health Service which aims to help with on the day demand in relation to minor illness and medicines. The NHS Community Pharmacist Consultation Service CPCS (NHS CPCS) aims to meet the objectives of the NHS Long Term Plan to use community pharmacists' skills to advise patients, and to build relationships with GP surgeries, primary care teams and wider NHS providers and to assist with urgent care system repeat prescription requests. Referrals from the GP referral pathway and urgent care systems and urgent treatment centres are digitally routed to community pharmacies so that patients can receive same-day appointments and have their queries resolved. The numbers Based on the estimated annual number of minor ailment GP appointments, the service was expected to save the NHS up to £640 million per year . Three years later, the nation has weathered the Covid 19 pandemic, which had widespread effects and put further strain on already overstretched NHS staff. National Pharmacy Association (NPA) has appointed Nick Kaye as its new chair on Monday (24 April). He has taken over the chairmanship from Andrew Lane, who stood down last month after serving his maximum term. Nick, who part-owns Hendra Pharmacy in Cornwall will serve for two years as NPA chair, after being elected unopposed at the first meeting of the new NPA board. Jay Badenhorst, Managing Director and Superintendent Pharmacist for Whitworth Chemists in the North East of England, is now vice-chair. Michael Guerin, the Managing Director and Superintendent Pharmacist of the Medicare group in Northern Ireland, continues as Treasurer. The proposed increase in the national living wage (NLW) is expected to impose an implementation cost of £150 million to £195 million on the community pharmacy sector, Community Pharmacy England (CPE) has warned. Chancellor Jeremy Hunt recently announced a 9.8 per cent increase in the national living wage, raising it from £10.42 to £11.44. "The Autumn Statement overlooks the knock-on effects these measures will have on small businesses like community pharmacies," CPE Chief Executive Janet Morrison said in a statement. "The majority of pharmacies employ staff on or around the NLW, which has increased nearly 40 per cent since the start of the current contractual framework." "This is at a time when pharmacies have faced a 30 per cent real terms reduction in funding since 2015," Morrison added. "No viable business can absorb these cost increases without significant support. This is just another cost pressure that pharmacies cannot control and must be addressed through a sustainable, long-term funding arrangement."
