International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. Part of a raft of National Health Services (NHS) measures which aim to support people to prevent or reduce incidence of type 2 diabetes and obesity, the NHS Digital Weight Management Programme has emerged as a beacon of success in the battle against obesity, with a recent study showcasing its effectiveness in aiding weight loss among participants. According to research published in The Obesity Journal, the programme has garnered significant traction, with over 63,000 individuals referred in its inaugural year. Encouragingly, half of those referred opted to enroll in the service, highlighting its appeal and accessibility. Among the 14,000 participants who completed the 12-week programme between April 2021 and March 2022, a notable average weight loss of 3.9kg (equivalent to 8.59lbs) was achieved. Even among those who did not complete the programme, an average weight loss of 2.2kg (approximately 4.85lbs) was observed.

The Centre for Pharmacy Post-Graduate Education (CPPE) has launched Menopause - an introduction for pharmacy professionals e-learning programme. The new Menopause: an introduction for pharmacy professionals e-learning programme aims to support pharmacist's to increase their knowledge and awareness of menopause and perimenopause, helping them to have initial conversations with those who need support. The programme teaches how to equip people experiencing menopausal symptoms with evidence-based information that allows them to make decisions about their own health management. This e-learning programme considers a range of topics, including the signs and symptoms associated with menopause and perimenopause, how a diagnosis is made and the national context supporting a growing role for pharmacy professionals in menopause care. It also discusses the benefits and risks of treatment options available, the common misconceptions that people may have about menopause and how to apply the evidence base to practice in order to help support decision making.

The UK government has announced the launch of a new joint public-private investment programme aimed at accelerating patient access to cutting-edge treatments, enhancing clinical trials, and bolstering the country's medicines manufacturing capabilities. Supported by up to £400 million of investment, the Voluntary Scheme for Branded Medicine Pricing, Access and Growth (VPAG) Investment Programme is set to inject significant resources into the UK's health and life sciences sector over the next five years. Believed to be the world's first major public-private collaboration of this scale globally, the VPAG Investment Programme is designed to boost economic growth and the global competitiveness of the UK's life sciences sector. It aims to strengthen the NHS by supporting innovative research and creating 18 new clinical trial hubs to fast-track the development of new medicines for patients. The programme will also streamline processes to ensure the rapid transition of new treatments from labs to wards, providing patients with faster access to cutting-edge treatments. Health and Social Care Secretary Wes Streeting hailed this private investment as "a significant vote of confidence in the UK" highlighting that it will fast-track the next generation of treatments to NHS patients.

Northern Ireland's Health Minister, Mike Nesbitt, has welcomed the launch of the 2024/25 Experiential Learning (EL) Programme, designed to equip future pharmacists with the skills needed for a greater role in clinical care. Starting in 2026, pharmacy undergraduate students will qualify as independent prescribers upon registration, and this programme is designed to prepare them for that responsibility. The EL Programme provides pharmacy students with multi-sector clinical work placements across the region. Speaking at the programme's launch at Ulster Hospital, Minister Nesbitt said: "This is the second year of this successful programme, which will see pharmacy students in Northern Ireland benefit from the training by completing up to twelve weeks of practice-based learning in hospitals, community pharmacies and general practices across NI. "This will provide them with actual practice-based experiences in a range of healthcare settings, facilitating them to interact with patients and engage in interprofessional practice.

The NHS Diabetes Prevention Programme, which was introduced in England in 2016, is helping hundreds of thousands of people to lead healthier lives. People with pre-diabetes are being identified and offered a nine-month behaviour change programme that supports healthier diet and exercise choices to reduce their risk of developing diabetes. A study funded by the National Institute for Health and Care Research (NIHR) has found a significant reduction in diabetes risk among patients who had been referred to the NHS programme. Three years after their referral, the participants were 20 per cent less likely to have type 2 diabetes than a similar person who was not included in the programme, the evaluation revealed.

All 42 integrated care boards (ICBs) in England have signed memorandums of understanding for the NHS Independent Prescribing Pathfinder programme, the first nationally-funded prescribing service in the country. Anne Joshua, interim deputy director of pharmacy commissioning at NHS England, made the revelation during the 'Chief pharmaceutical officer bi-monthly webinar' held on 7 March 2024, as reported by The Pharmaceutical Journal. In the initial phase of the programme, 210 community pharmacies across all ICBs will trial independent prescribing, ahead of establishing a commissioning framework for the service. Giving an update on the pathfinder programme, Joshua confirmed that 164 of these potential pathfinder sites had registered for the programme as of 29 February 2024. Additionally, she announced the clinical models to be followed by the participating pharmacies and presented a graph showing an overview of the services they will provide.

The Joint Committee on Vaccination and Immunisation (JCVI) has advised booster vaccination to be offered this autumn (2023) for those at higher risk of severe Covid-19 in its interim advice to government on the coronavirus (COVID-19) vaccination programme for 2023. The JCVI also advised that for a smaller group of people, such as those who are older and those who are immunosuppressed, an extra booster vaccine dose in the spring should also be planned for. Professor Wei Shen Lim, Chair of Covid-19 vaccination on the JCVI, said: "The Covid-19 vaccination programme continues to reduce severe disease across the population, while helping to protect the NHS. That is why we have advised planning for further booster vaccines for persons at higher risk of serious illness through an autumn booster programme later this year. We will very shortly also provide final advice on a spring booster programme for those at greatest risk."

The 1000th Building the Community-Pharmacy Partnership (BCPP) programme in Centred Soul, Newry received funding from the Department of Health in Northern Ireland to improve the health and wellbeing of women in the local community. BCPP programme is led by Community Development and Health Network (CDHN) in Northern Ireland and is funded by the Department of Health. It supports communities and community pharmacists to address locally defined needs so that people make connections, listen to and understand each other better and work together to address the social determinants of health and health inequalities Department of Health's Chief Pharmaceutical Officer, Cathy Harrison said: "I am delighted to mark the 1000th project to receive funding to improve health inequalities in the Newry area. "Since 2001 we have invested over £7 million in local community groups and pharmacy partnerships across Northern Ireland, to work together on a specific, local health need. "The Centred Soul project is a great example of how BCPP Programme contributes to tackling inequality and improving community health and wellbeing locally.

Alphega Pharmacy Oncology Support Programme allows community pharmacists from six European countries to enhance support and guidance they provide to cancer patients. The programme aims to help upskill pharmacists and their teams to provide more expert advice to patients living with cancer, raising their profile in the community as key healthcare providers. Enhancing knowledge amongst community pharmacists about cancer treatment and its side effects is vital as cancer cases are set to increase if current trends continue. The programme covers practical help topics, such as oral care, nutrition advice and skin, hair and nail care among others, helping patients to get more of the support they need because community pharmacists are easily accessible, rather than needing to book a GP or consultant appointment. With rates of cancer forecast to rise throughout Europe , and cancer patients likely on average to visit hospital less often, community pharmacists are well-placed to look to support cancer patients with managing the side-effects of their treatment.

The Pharmacists' Defence Association (PDA) has made the its 'Education revision programme' accessible for new registrations who are preparing for the GPhC/PSNI November 2022 assessment. The programme offers a wide range of practice calculations questions, some mock exams, practical tips on revision, and an opportunity to chat to other PDA members who are preparing to sit the assessment. PDA's charity partners, Pharmacist Support also offer a range of options including- Counselling and peer support; Financial support; A listening friend service and Addiction support. Candidates can also access the Wardley Wellbeing Service here. This is a resource to help candidates to prioritise their mental, physical and emotional health through individual and group training. The PDA has also reminded all candidates that there have been some changes made by the GPhC to address problems that occurred in the June 2022 sitting.

The National Health Service (NHS) retention programme has benefitted 23 NHS Trusts since it launched in April 2022, with thousands fewer staff leaving frontline roles. NHS data showed that 14,000 fewer staff left the service in the 12 months up to August 2023 (108,890) compared to 122,970 the year before. In a statement released on Thursday, the NHS England said it is expanding the pilot programme across the country to benefit 42 more NHS trusts. The programme is part of the NHS Long Term Workforce Plan ambition to retain up to 128,000 more staff over the next 15 years in addition to training record numbers of doctors, nurses and other healthcare professionals. Under this new initiative, NHS staff are being offered extra flexibility with working hours, clinical 'support squads' have been introduced to help menopausal women at work, and HR 'stay advocates' are designated to identify ways to keep staff on the brink of leaving.

The Royal Pharmaceutical Society (RPS) has introduced a new comprehensive learning programme to support pharmacists in Wales to deliver the Pharmacy Independent Prescribing Service (PIPS). Developed in collaboration with Health Education and Improvement Wales (HEIW), the programme is designed to "equip pharmacists with the essential knowledge, skills, and confidence needed to provide excellent patient care." While the primary emphasis is on pharmacists operating within primary care settings, those from various practice settings are also encouraged to register and participate in the programme. Commenting on the collaboration with HEIW, Elen Jones, director for Wales at the Royal Pharmaceutical Society, said that it will empower pharmacists across the country to deliver high-quality prescribing services to local communities.

NHS England has agreed to offer an additional payment of £2.50 per jab if pharmacies would be willing to extend the duration of their COVID-19 vaccination contract until 31st August 2024. Pharmacies currently providing the autumn vaccination are asked to let their local commissioner know, by 22nd February 2024, if they can provide cover for a potential Spring booster programme, if the Joint Committee on Vaccination and Immunisation (JCVI) advises in their guidance expected to be published soon. NHS figures showed that more than 3,500 community pharmacies signed the contract to deliver COVID-19 vaccinations between 1 September 2023 and 31 March 2024, as part of the autumn booster programme. The health service is hoping that most of these pharmacies will be able to continue to support the Spring campaign, which will run from 1 April 2024 to 31st August 2024, to help protect the nation's most vulnerable populations. For the Spring campaign only, pharmacies would be offered an extra £2.50 per jab in addition to the existing item of service fee of £7.54, NHS England said.

Community pharmacists involved in the Independent Prescribers Pathfinder Programme will be able to generate NHS prescriptions through the NHS Electronic Prescription Service (EPS). NHS England has secured a new clinical system, CLEO SOLO from Cleo Systems, to facilitate this service. The system is being rolled out to 'pathfinder' sites so they can start delivering their proposed prescribing models and pathways. Integrated Care Boards (ICBs) across England have been informed of this development and are asked to provide support and leadership to their sites throughout the programme, which will run until March 2025. NHS England will also conduct a series of webinars with ICBs to discuss the CLEO SOLO rollout. David Webb, Chief Pharmaceutical Officer at NHS England, highlighted that the Pathfinder Programme will enable community pharmacist prescribers at 'pathfinder' sites to issue NHS prescriptions for conditions such as cardiovascular and respiratory diseases. "This will help us develop a framework which will support the commissioning of independent prescribing as part of clinical services in community pharmacy in the future," Webb said.

The Pharmacy Schools Council (PhSC) has issued a statement urging a cautious approach to the significant expansion of additional UK universities seeking accreditation for new Master of Pharmacy (MPharm) programmes. At least seven more UK universities are seeking accreditation for new Master of Pharmacy (MPharm) programmes, but existing pharmacy school heads are warning that severe staffing shortages could threaten the quality of education. While the council welcomes the increasing interest in the pharmacy profession, it has warned that the "growth is managed not only in the workplace but within the education sector." In a meeting held in April 2024, the council members expressed that while this expansion would increase the number of undergraduate places available for pharmacy students, heads of existing pharmacy schools raised serious concerns about the challenges in recruiting suitably qualified staff to run these programmes. The PhSC highlighted the difficulties in attracting candidates for academic positions, particularly those requiring clinical expertise.

Experts suggest that the new Respiratory Syncytial Virus (RSV) vaccination programme, being rolled out in hospitals and community pharmacies, will not only reduce the burden of RSV infections in England but also contribute to a reduction in antibiotic prescriptions. While antibiotics are ineffective against viruses, they are sometimes prescribed in primary care because it is difficult to distinguish between bacterial and viral infections. A study conducted by the UK Health Security Agency (UKHSA), Imperial College London, and Oxford Population Health revealed that RSV infections result in 640,000 antibiotic prescriptions a year. The study suggests that interventions to reduce RSV infections, including the new vaccine programme, could lower antibiotic use and, in turn, reduce antibiotic resistance. RSV typically causes mild respiratory symptoms in most individuals, but it can lead to serious illness and hospitalisation in vulnerable groups, such as infants and older adults.

In a collaborative effort, the National Health Services England (NHSE) is set to deliver the RSV(respiratory syncytial virus) vaccination programme where pharmacists alongside other healthcare professionals will play a crucial role in administering the vaccine. The UK Health Security Agency has announced the launch of the new vaccination programme targeting the respiratory syncytial virus (RSV), set to begin on 1 September 2024. Along with GPs, NHS England (NHSE) will "commission a number of community pharmacies to deliver the programme", ensuring broad accessibility and coverage to protect two high-risk groups: older adults and pregnant women. RSV is an RNA virus related to mumps, measles, and human parainfluenza viruses. It commonly causes coughs and colds in winter, transmitted through droplets and secretions from close contact with infected individuals. While most RSV infections are mild, infants under six months and the elderly are particularly susceptible to severe diseases like bronchiolitis and pneumonia, which can lead to hospitalisation.

NHS England has funded the Centre for Pharmacy Postgraduate Education (CPPE) to offer 80 free places in their Accuracy Checking Pharmacy Technician (ACPT) programme. Starting August 2024, up to 10 NHSE-funded places will be available each month on a first-come, first-served basis for pharmacy technicians working in community pharmacy, NHS hospitals, and in health and justice. The funding will continue until all 80 places are allocated or until March 2025. CPPE has revealed that 50 per cent of the funding has been allocated for community pharmacy and 50 per cent for other sectors. The ACPT programme is a 3-12 month course aimed at helping pharmacy technicians achieve various competencies, ensuring they can provide safe and effective patient care.
