The Pharmaceutical Services Negotiating Committee (PSNC) and NHS England have agreed that community pharmacy contractors will have to participate in one mandatory national health campaign. This campaign on weight management commenced from Tuesday (03 January) and will run until Sunday (29January). PSNC said: "Pharmacies can be required to participate in up to six health campaigns at the request of NHS England per year (1st April to 31st March). Pharmacies will be involved by displaying and distributing leaflets provided by NHS England. In addition, pharmacies are required to undertake prescription-linked interventions on major areas of public health concern, such as encouraging smoking cessation. "Contractors can order pharmacy specific posters, wallet cards ('info' cards with a QR code signposting people to the Better Health website and free tips and tools to lose weight) and a dispenser for these cards on the Campaign Resource Centre website. A guidance leaflet to support community pharmacy teams' conversations with patients is also available," said PSNC.

An executive director of Day Lewis and also board director and member of Association of Independent Multiple pharmacies (AIMp) Jay Patel highlighted the key issues and on ground challenges faced by the community pharmacies in a meeting hosted by Prime Minister Rishi Sunak and health secretary Steve Barclay in Downing Street on Saturday (January 7) to tackle the NHS pressure. Community pharmacies will be able to deliver approximately 15 million blood pressure screenings by 2026, revealed the Company Chemists' Association (CCA)'s new research. This will also prevent 15,000 people from suffering heart attacks or strokes. CCA has called the Government to take up their offer and commission pharmacies as the first port of call for cardiovascular care. "Thousands of lives can be saved with ambitious commissioning and the investment to match," said CCA. There is an opportunity to use the expertise of community pharmacy to go further and provide the care these newly identified patients' need. To do this the sector needs funding and workforce. The association said: "Community pharmacy is under great financial pressure, suffering a real term funding cut of over 30% over 8 years. With funding, the sector can transform to deliver this critical need for patients. Whilst there are plans to train Independent Prescribers (IPs), there are no clear roles for them to use these skills. There is a need to accelerate training plans to allow pharmacists to deliver the service described here and play their part in CVD management."

The Pharmaceutical Services Negotiating Committee announced last week that it is in discussions with the Department of Health and Social Care (DHSC) and NHS England about relieving capacity pressures, such as a relaxation of pharmacy opening hours requirements. PSNC is also scheduling webinars to talk with contactors about the steps they might be willing to take in future, to cut costs, should emergency financial relief fail to materialise. The pharmacy regulator reported that many of its members felt that it was no longer tenable for pharmacies to keep offering all of the free and non-core services to patients that they would like to, and that all contractors should consider what steps they could take to try to safeguard their businesses and their core services for patients. PSNC is also keen to talk to contractors about their current situation and the steps they might be willing to take in future, should emergency relief not be forthcoming.

More than 80 per cent of pharmacy organisations have received the Department for Work and Pensions (DWP) functionality for Real Time Exemption Checking (RTEC). The NHS Business Services Authority (NHSBSA) has confirmed RTEC has been rolled out gradually, in phases. Contractors first received RTEC for use with processing NHSBSA exemptions. RTEC allows pharmacy teams to digitally check if patients are eligible for free NHS prescriptions because they hold a specific exemption. The rollout of the DWP inclusion in RTEC means patients found to be exempt via RTEC no longer need to complete an exemption declaration on an EPS token, saving time for patients and pharmacy teams. David Broome, a community pharmacy contractor in Leeds and PSNC regional representative said: "The rollout of the DWP for our pharmacy team has been a positive development, helping reduce the amount of paperwork that my team and patients have to deal with and in turn the environmental impact of our operations. Whereas I used to send my paperwork bundle to the NHSBSA in a large box, I now send this in an envelope!" Contractors can access and confirm their acceptance of the RTEC user agreement via the RTEC registration form in the NHSBSA's Manage Your Service (MYS) portal.

In January this year Lloyds Pharmacy, which was bought by a private equity firm in 2022, announced plans to close all its 237 branches inside Sainsbury's stores over the course of 2023. Currently, more than 5,500 of around 14,000 registered pharmacy premises across the UK are owned by corporates and supermarkets. The pharmacy market in England has seen a significant transformation in recent years, driven by a trend of large-scale disposals by corporate operators. Jonathan Board, Director - Pharmacy, Christie & Co, has told Pharmacy Business that several corporate operators are looking to sell off their marginal or non-performing assets while independent operators are eager to acquire and enhance businesses further. Due to their scale, corporate operators are compelled to adopt a 'one size fits all' approach. However, Jonathan believes this puts them at a disadvantage compared to many independent operators who are better positioned to meet local patient and community needs, delivering a more personalised approach to patient engagement, and a variety of other services "As such, where corporate disposals have taken place, there has been a steady stream of independent operators eager to take over and develop the businesses further," he said.

NHS England has mandated a business continuity plan for pharmacies dealing with temporary closures from the end of this month. Community Pharmacy England (CPE) has put together a briefing and a template plan to help guide pharmacy owners through the process. It explains what is required in the plan, describes how and when to implement it, and outlines some additional considerations. "This could be added as an annex to your pharmacy's existing business continuity plan. A checklist has also been added, which may be used in the event of a temporary suspension," said CPE. "NHS England will be publishing the approved particulars shortly. NHS England is also still to publish guidance on the amendments to the Pharmaceutical Regulations that came into force on 25th May, which will include guidance on these requirements.

In a bid to bolster the educational experience for undergraduate pharmacy students across London, Kingston University has embarked on a groundbreaking project in collaboration with University College London and King's College London. This initiative, fueled by a substantial £1.5 million investment from National Health Services England (NHSE), aims to elevate the quality and consistency of pharmacy placements throughout the capital for new pharmacy entrants. The project is designed to address the evolving standards set forth by the General Pharmaceutical Council (GphC), ensuring that newly-trained pharmacists are well-prepared to meet the demands of their profession. By standardizing and expanding pharmacy placements, the three universities seek to provide students with a comprehensive and diverse range of "experiential learning opportunities".

The National Pharmacy Association (NPA) has urged the NHS to take urgent action to prevent faults in the IT system underpinning the government's flagship programme. The NHS Business Services Authority (NHSBSA) recently confirmed that the issue in the Manage Your Service (MYS) portal had been resolved, and consequently, the deadline for submission of claims for February Pharmacy First consultations was extended until 15 March 2024. However, NPA members said that they are still facing problems, with the portal recording fewer consultations than entered by pharmacies, potentially leaving them out of pocket by thousands of pounds. Paul Rees, chief executive of the NPA, highlighted the significant achievement of pharmacies in delivering tens of thousands of consultations in the first month of the Pharmacy First programme, stating that this accomplishment is "a testament to their skill and dedication."

New amendments to the Human Medicines Regulations will soon allow registered pharmacy technicians to supply and administer medicines under Patient Group Directions (PGDs). Laid before Parliament at the end of May, the legislative changes will come into effect from June 26, 2024, the Community Pharmacy England (CPE) announced today. The introduction of this new legislation follows an announcement made by the Department of Health and Social Care (DHSC) earlier this year. The regulatory adjustments provide the legal framework for pharmacy technicians to engage in the supply and administration of medicines under PGDs in the course of their professional practice. Pharmacists and pharmacy technicians are set to receive up to £15.9 million over the next four years which will help them thrive in multidisciplinary healthcare teams and enable expansion of frontline staff in primary and community care. The funding, which is part of the Pharmacy Integration Programme allocation, will improve registered pharmacy professionals' skills, through a range of training and development opportunities. The programme is a part of education reform for pharmacy professionals and will allow them to identify career pathways. Health Education England and NHS England will work in partnership to develop "a formal portfolio recognition process to identify the existing skills, training and experience gained by pharmacists working in primary care, allowing them to work more flexibly and better support GP services", HEE said in a statement today (November 8).

Wales has begun the rolled-out of a community pharmacy prescribing service as part of reforms agreed by the Welsh health minister last December. Eluned Morgan approved wide-ranging changes following re-negotiation of the Community Pharmacy Contractual Framework with Community Pharmacy Wales, the representative body for community pharmacies in Wales. The roll out will allow appropriately trained community pharmacists to treat an extended range of conditions that currently require people to visit their GP. Initially pharmacist prescribers will be able to prescribe medicines, including antibiotics for acute illnesses like urinary tract and upper respiratory tract infections, and also prescribe routine contraception. The first of its kind in the UK, the service is being rolled out progressively across Wales, building on local schemes which are already in place.

Health secretary Sajid Javid vouches support for a "pharmacy first" model of care for minor illnesses, to help clear the backlog of NHS care arising due to the Covid-19 pandemic. Speaking at the National Pharmacy Association's (NPA) centenary dinner in central London on Wednesday (November 24), Javid said he wanted to "go further" than existing services like the NHS Community Pharmacist Consultation Service, to make it "quicker and easier" for people to access primary care. He said: "I want to see how much further we can go. That's one of the reasons why we're working up plans for a pharmacy first model in England that will direct more patients directly to pharmacies without having to go to see their GPs. This will help us to beat the backlog and make sure that even more people can benefit from (pharmacists') brilliant advice and care." Expressing his commitment to transform every aspect of health and care in the country he said that community pharmacies should be "at the very heart of primary care - not just treating people but preventing people from becoming patients in the first place."

Calls have been made for more pharmacies to help with the rollout of the county's coronavirus booster jabs. Around 25 pharmacies in Kent and Medway have been distributing vaccines to thousands of patients. This represents just seven per cent of the 320 pharmacies in the county. The call comes despite staff shortages and growing workload pressures, such as carrying out non-essential tasks, which include patient satisfaction surveys. Shilpa Shah, the chief executive officer at the Kent Local Pharmaceutical Committee, said: "We have workforce issues, but are pulling together to deliver essential patient services and Covid vaccinations at the same time." Pharmacies are one of several health organisations working hard to ensure that everyone aged 18 and over will be offered a booster vaccination by the target of January 31, which has been set by the government.

The National Pharmacy Association has published a medium-term prospectus for the development of pharmacy services, calling it a challenge to old ways of thinking and an opportunity to redefine the sector's role in the NHS. It follows months of dialogue with NPA members about what a clinical future could look like for the sector. The document - Making Changes Meeting Needs - will be shared with the King's Fund and Nuffield Trust who are currently working on a new vision for the future on behalf of Community Pharmacy England. NPA chair, Nick Kaye, said: "Building out from the existing portfolio of services, there are some major opportunities within this decade, encompassing prevention, medicines optimisation, long term medical conditions and urgent care.

Since the introduction of the 2019 NHS Long-Term Plan, several policy commitments have surfaced, presenting a definitive 'blueprint' for community pharmacy in England. The Company Chemists Association has identified four crucial commitments that, when integrated, hold the potential to revolutionise patient care through community pharmacies. "Each commitment is like a crucial piece of a puzzle," CCA said. "For the transformation of patient access through community pharmacy to be successful, all these pieces must come together harmoniously. Otherwise, the picture will remain incomplete." The four major pieces of the puzzle coined by CCA include: * Building on education and training reforms to increase the size and capability of the workforce. * Expanding the number of clinical services commissioned and delivered in community pharmacy. * Introducing digital enablers which underpin service delivery. * Introducing legislative changes to increase capacity and allow the delivery of more patient-facing clinical care.
