Revised PhAS: Contractors Receive First New Monthly Payment - 0 views

    Community pharmacy contractors eligible under the revised Pharmacy Access Scheme (PhAS) will receive their first of the new monthly payments with the January reconciliation payment due on April 1, 2022. Details of the revised version of the PhAS that commenced from January 1, was published in August 2021, with contractors receiving letters from the NHS Business Services Authority (NHSBSA) indicating their eligibility in the Autumn, PSNC said in an update. Payments under the scheme are dependent on registration on NHSBSA's Manage Your Service (MYS) portal to provide the Community Pharmacist Consultation Service(CPCS). Meanwhile, the review application window is now open for contractors, which would enable the NHS England and NHS Improvement (NHSE&I) to correct inaccuracies related to a pharmacy's distance criteria/calculation.

It is important for the sector to adapt to the new landscape and address challenges such as workforce, digital data, integration of pharmacy services, and medicines optimisation, he said during the first session of the sixth annual Pharmacy Business Conference held online on Tuesday, September 21. Under the new system, every part of England will be covered by integrated care systems (ICSs) from April 2022. ICSs have been created to bring about big changes in how health and care services in England are planned, paid for and delivered. They are a key part of the direction of travel for the NHS as outlined in the NHS Long Term Plan.

Pharmacy contractors to receive advance payments next week - 0 views

    More than 10,000 pharmacy contractors those have declared their March FP34C submission figures through the Manage Your Service (MYS) portal by 5 April will receive earlier advance payments on Monday 11 April, the NHS Business Services Authority (NHSBSA) announced. Around 10,700 pharmacy contractors have made their submissions through MYS portal. They will receive their advance payments some 20 days earlier than the normal payment timetable. However, due to late submission (after April 5), over 500 contractors will not receive any earlier advance payments in April. These contractors will receive their advance payments on 1 May, in accordance with the normal payment timetable. From this month, MYS is the only route available to contractors for all monthly FP34C submissions. The Pharmaceutical Services Negotiating Committee (PSNC) reminded contractors that from this month (for prescriptions dispensed in March), the NHSBSA may apply an administrative deduction of £25 if a prescription bundle is submitted late.

    The Parliamentarians have called the government to urgently consider the short-term funding to stabilise the community pharmacy sector. 39 MPs and Peers from across the political spectrum have signed letters to the Health Secretary, Steve Barclay MP and raised their growing concern about the pressures facing England's community pharmacies and the risks this poses to patient care and safety. "Steve Barclay MP received correspondence from 23 Opposition MPs, with six Peers also signing a letter. Separately, 9 Conservative MPs also wrote to the Health Secretary and up to 10 others have signalled their intention to write to the relevant Minister," said the Pharmaceutical Services Negotiating Committee (PSNC). The Parliamentarians acknowledged that pharmacies have the potential to do more to support the NHS and they called for the government to urgently consider a commitment to working with the sector to create a fair and fit for purpose future funding model that ensures sustainability and properly funds pharmacies for what they do. All signatories also called for the introduction of a fairly-funded Pharmacy First service.

    Community pharmacies played a central role in the government's response to the Covid-19 pandemic, delivering more than 22 million jabs in the past 12 months. Besides delivering millions of jabs, latest figures from NHS England and NHS Improvement (NHSE&I) revealed a 50 per cent increase in the number of pharmacies delivering Covid boosters compared from October 2021 to January 2022. NHSE&I released the data on Friday (January 14) to thank community pharmacy teams for their work during the crisis time.     More than 80 per cent of pharmacy organisations have received the Department for Work and Pensions (DWP) functionality for Real Time Exemption Checking (RTEC). The NHS Business Services Authority (NHSBSA) has confirmed RTEC has been rolled out gradually, in phases. Contractors first received RTEC for use with processing NHSBSA exemptions. RTEC allows pharmacy teams to digitally check if patients are eligible for free NHS prescriptions because they hold a specific exemption. The rollout of the DWP inclusion in RTEC means patients found to be exempt via RTEC no longer need to complete an exemption declaration on an EPS token, saving time for patients and pharmacy teams. David Broome, a community pharmacy contractor in Leeds and PSNC regional representative said: "The rollout of the DWP for our pharmacy team has been a positive development, helping reduce the amount of paperwork that my team and patients have to deal with and in turn the environmental impact of our operations. Whereas I used to send my paperwork bundle to the NHSBSA in a large box, I now send this in an envelope!" Contractors can access and confirm their acceptance of the RTEC user agreement via the RTEC registration form in the NHSBSA's Manage Your Service (MYS) portal.

Paper FP34C Submission Document Ends - 0 views

    From April 2022, contractors will have to make all monthly FP34C submissions only through the Manage Your Service (MYS) portal, the Pharmaceutical Services Negotiating Committee (PSNC) said in an update. This will be for prescriptions dispensed from March 2022. The last paper FP34C submission document will be posted out to contractors this month. Contractors who have not yet registered for MYS, can do so by completing the form on the NHSBSA's website. While encouraging contractors to switch to the MYS, the negotiator stated that nearly 1,500 pharmacy contractors still depend on the paper FP34C submission document.

    David Webb, the Chief Pharmaceutical Officer for England, acknowledged that the "pressure in the system is high", but urged everyone to "keep our eye on the design" of the NHS plan, adding that the "the objective is to bring the different parts of primary care together" in the patient interest. Speaking during the opening keynote session at the the National Pharmacy Association (NPA) conference held on Thursday (13 October), he added that the NHS plan intends to bring different parts of primary care together to help patients. He said the new integrated care boards (ICBs) are a key strategic framework as they provide the "potential to form partnerships to deliver integrated services across larger populations". "ICBs will want to work with Local Pharmaceutical Committees to plan for the local population and the new community pharmacy clinical leads in ICBs, who have been funded by NHS England, are there to advise." He explained that once an ICB takes over the commissioning of pharmaceutical services (which they are all due to do by April 2023), it could use its funds to commission a local enhanced service as an add on to an advanced service. For instance, a CVD risk assessment could be added to the blood pressure check service.

    The trade bodies and four largest pharmacy chains in England, have jointly written to the Secretary of State for Health, Steve Barclay, warning that the sector needs urgent investment for sustainability. The letter from AIMp, CCA, NPA, PSNC, Boots UK, Lloyds Pharmacy, Well, and Phoenix UK, warned that the 30 per cent real terms funding cuts that pharmacies have faced over the past seven years have left many businesses in a cashflow crisis. The letter said that the government is facing a choice over the future of the country's 11,000+ community pharmacies, with permanent closures likely and medicines supply at risk if no urgent action is taken. "If the funding situation is not addressed, the sector is likely to move rapidly towards many permanent closures of pharmacies." The organisations say that once these closures start, they will be hard to stop, as the sector is now so fragile other pharmacies would struggle to pick up the slack.

    I have always been passionate about Community Pharmacy and am proud of the way that the sector navigated itself through Covid-19 and is currently navigating itself through all the changes in the NHS landscape. When I started my role in Sep 2019 as the CEO of Kent LPC, I used to say that community pharmacy has changed more in the last five years than the 15 before that, however, I now believe community pharmacy has changed more in the last two years than the 20 before. The year 2019 saw the start of the five-year Community Pharmacy Contractual Framework which set out how community pharmacy would support delivery of the NHS long term plan. What PSNC (or any of us) when negotiating this deal had not envisaged was the Covid-19 pandemic. Whilst the world turned upside down, we saw high street shops close their doors and immense pressure flood the NHS. Community pharmacy did what they always do, they adapted, teams came together, worked through, and showed resilience in the face of adversity. In Kent, I saw us integrate into primary are and into the NHS structure very quickly, in the first few weeks after Covid-19. All the usual red tape was removed, we all worked together to implement services to help patients in a matter of weeks when they would have normally taken months.

Pharmacies Get LFD Test Kits To Meet Rising Demand - 0 views

    The Pharmacy Collect team is now in position to supply additional stocks of lateral flow device (LFD) test kits to pharmacies that are still experiencing higher demand, Pharmaceutical Services Negotiating Committee (PSNC) said in an update. The team has informed the negotiator that LFD orders in some locations have reduced allowing them to work with Alliance Healthcare to facilitate extra deliveries. The UK Health Security Agency (UKHSA), which is continuing to deliver LFD stocks to Alliance Healthcare for onward delivery to pharmacies, distributed over 14.5 million tests to the company last week. Community pharmacy contractors can seek up to three additional cartons of test kits by emailing the Pharmacy Collect team. This will be in addition to one carton daily order that contractors are allowed to get through Alliance Healthcare.

    Workforce issues, staff retention and capacity continues to be a big concern for the Local Pharmaceutical Committee as it discussed the topics at a recent meeting with the Pharmaceutical Services Negotiating Committee (PSNC). The meeting, attended by delegates from 66 LPCs, focused on the current challenges faced by community pharmacies as well as the planning for the next year. Around 64 per cent of delegates said workforce was the top challenge faced by pharmacy contractors, and suggested reducing the migration of pharmacists to Primary Care Networks (PCNs). Other suggestions included - "improving the development opportunities available for pharmacists and their teams, and rebranding the profession to make community pharmacy a more attractive route for young graduates." On the development of Integrated Care Systems (ICS), the majority of respondents were positive about their LPC's engagement in the new setting.

    Community pharmacies in England will continue to receive the free protective equipment (PPE) as the Government's scheme has been extended for another year until March 2024. The Department of Health and Social Care (DHSC) has announced that it will continue to supply all categories of PPE, free of charge, for frontline health and social care staff according to demand until the end of March 2024, or when stocks run out. Last year, DHSC implemented a new and improved portal platform for eligible providers to access free COVID-19 related PPE supplies.     The pharmacy bodies have expressed a deep concern over Lloyds Pharmacy's announcement on plans to close all pharmacy branches located in Sainsbury's before the end of 2023. Pharmaceutical Services Negotiating Committee (PSNC) Chief Executive Janet Morrison said: "This significant shrinkage by the second largest pharmacy chain is an extremely worrying development and one of the clearest signals yet of just how much all community pharmacies are struggling to make ends meet. Pharmacists, and other employees, working at pharmacies owned and operated by LloydsPharmacy in Sainsbury's have been told that the group of more than 200 pharmacies will be closed this year as LloydsPharmacy will be ending their relationship with the supermarket chain.

    In its response to the Health and Social Care Committee inquiry into 'Digital Transformation in the NHS', the Community Pharmacy IT Group (CP ITG) has highlighted issues concerning the NHS community pharmacy. CP ITG, of which PSNC is a member, has urged that pharmacy teams should have access to up-to-date records information, e.g. from Shared Care Records, GP Connect and Summary Care Records with Additional Information. It has also stated that the Booking and Referral Standards (BaRS) should be extended so that future referrals into and from pharmacy can be communicated seamlessly. In its written response, CP ITG said: "Ensure that BaRS is expanded and aligns with other referral IT standards such as GP Connect referrals. Ensure it is used across community pharmacy, the GP sector, other health care sectors and across the NHS, and by all health IT suppliers, so that messages and referrals can flow smoothly within and across sectors and patients can have a seamless experience and safe care." The group has asked the Health and Social Care Committee to create a framework for the development of pharmacy IT to ensure IT suppliers are better equipped to support pharmacy teams and their delivery of services.

Paper prescription bundle:charge £25 for late submission - 0 views

    A community pharmacy contractor would be charged £25 if a paper prescription bundle is submitted late to the NHSBSA. "A charge for processing of a late bundle would only apply if a contractor cannot provide evidence, where requested by the NHSBSA, that their bundle was submitted using secure track and trace delivery no later than the 5th day of the following month in which supply was made," said the Pharmaceutical Services Negotiating Committee (PSNC). "Where evidence is submitted, no administrative deduction will be made. If no evidence is provided within the required time, then an administrative deduction will be made from the next Schedule of Payments. The deduction which will appear on schedules as 'Late Fee' under the section "Details of other amounts authorised"." Since the introduction of an administrative charge for late bundle submissions, 16 contractors received a fine for submitting their March prescription bundles late.

Autumn Covid-19 Booster: Pharmacist can book from Sept 7 - 0 views

    Healthcare workers, including community pharmacy staff, can book their Covid-19 booster vaccination through the National Booking Service from Wednesday (September 7) onwards. NHS England has announced that around seven million people, including those aged 75 and over, people who are immunosuppressed and health and care workers will be able to book an appointment for their Covid-19 booster vaccinations online or by calling 119. Eligible staff are encouraged to book an appointment for a booster dose as soon as possible, provided it has been at least three months since their last dose of the vaccine. "For other eligible patients (not health and care workers), invitations are being sent out and will be landing on their doormats from Wednesday 7th September inviting people to book their appointment for the following week without delay. The NHS will contact people when it is their turn to book in for the vaccine - there will be no need for patients to contact the NHS," said PSNC.

    To ease pressure on community pharmacies, the deadline to meet the requirements of the Pharmacy Quality Scheme will be extended, Pharmaceutical Services Negotiating Committee (PSNC) announced today (December 15). This follows an agreement reached between the negotiator and the NHS England and NHS Improvement (NHSE&I) and the Department of Health and Social Care (DHSC). Recognising the challenges faced by pharmacies and their contribution towards the Covid-19 vaccination programme, following additional changes have been agreed upon: Contractors will not be required to complete the Community Pharmacy Patient Questionnaire for 2021/2022; The requirement for pharmacy teams to complete a national audit (intended to be on valproate) in 2021/22 will be waived; and The requirement for pharmacy teams to complete a contractor-chosen clinical audit in 2021/22 will be waived.
