The Department of Health and Social Care (DHSC) has introduced new arrangements for the application of discount deduction to community pharmacy payments which will be implemented in six financial quarters beginning in October 2022 and concluding in January 2024. Under the new discount deduction system, the current single scale will be split into three groups: one each for generic medicines, branded medicines, and appliances. Separate fixed deduction rates have been determined for each group. This will provide all pharmacies the same rates of deduction applied to their reimbursement for the three different groups, regardless of the total value of that reimbursement. Fin McCaul, PSNC member and independent community pharmacy contractor, said: "The discount deduction scale has been a point of contention for contractors for many years, and PSNC has long been pushing to remedy this. "The incoming changes are designed to both improve equity of access to margin and manage the distortions presented by branded medicines, which just don't have the same level of discount available as generics.

Since qualifying as a pharmacist from Bath University in the late 90s, Simon did his pre-reg at a large Boots store in Broadmead, where we had some "great experience" as a pharmacist manager. He decided to take a year out and went around the world with his "now wife" and ended up working as a pharmacist for a pharmacy group Down Under which had a contract with the sports industry, i.e. Australian Open and the Australian Football League. "It was quite an experience because at the time I knew nothing about Aussie football but I ended up being their pharmacist after a short conversion course."

In a surprising move that has divided the pharmacy profession, the General Pharmaceutical Council (GPhC) has sanctioned hundreds of pharmacies to allow patients to self-select certain Pharmacy (P) medicines, a decision met with strong opposition from the Royal Pharmaceutical Society (RPS) as well as from the Pharmacy Defense Association (PDA). In a statement, RPS shared that at a board meeting held on 19th June, they expressed "disappointment" over what they described as a lack of prior consultation and comprehensive communication from the GPhC regarding the implications of this policy shift. They argue that allowing patients to self-select certain P medicines could potentially jeopardize established professional guidelines and compromise the role of pharmacists in ensuring safe medication use. "Enabled by the General Pharmaceutical Council, we understand that hundreds of pharmacies, from large multiples to small independents, have been approved by the regulator to enable patients to self-select certain P medicines," the statement said.

The Health Committee's new report has reminded the government of a much-needed pharmacy workforce plan to support recruitment, training, and retention of staff. The report makes a number of recommendations to optimise workloads across primary care, reduce pressure on general practice and hospitals, and support the integrated care systems. It also recognises the potential of pharmacist independent prescribers to support patient care, backed by appropriate supervision, training, and opportunities for professional development. RPS England gave evidence to MPs on the Committee at a public hearing in May, highlighting key issues to support the pharmacy workforce. RPS director for England, Ravi Sharma, said: "Today's report underlines the urgent need for the Government to set out a comprehensive workforce plan for health and care. "It rightly recognises that boosting recruitment and retention, supporting staff wellbeing, fostering inclusion and diversity, and investing in education and training will be crucial to the future of the NHS.

Well Pharmacy, one of the UK's leading independent pharmacy chains, has been offering flu vaccinations for free. The chain says it is concerned as the winter flu season is now in full force, with hospital admissions reaching a peak and flu stats higher than they have been in recent years. Recent data shared by NHS England showed that there was an increase in flu cases by nearly 70 per cent leaving many in hospital each week. Well Pharmacy is worried about those who have yet to have the flu jab and has been urging people to get one for free. It recognises that only children aged 2-11, people over 50, and those with certain medical conditions are eligible for free NHS jabs, leaving millions who would normally have to pay for a flu vaccination which usually costs £15. Research recently undertaken by the chain shows that a quarter of people (25 per cent) think that after so many Covid-19 jabs in the last few years, 'vaccine fatigue' has led to a perceived lack of motivation in others to get their jabs.

Boots is planning to invest more than £3.5 million to accelerate its capacity to offer prescribing services in its stores across England. The company is inviting 500 of its pharmacists to apply for a bursary which will cover the cost of pharmacist independent prescriber (PIP) courses starting this September. The value of the bursary is up to £7,000 per pharmacist, and it will enable time off work for those who need it to complete the training. The move by Boots will support its current pharmacists to gain this qualification via courses accredited by the General Pharmaceutical Council (GPhC). From 2026, all qualified pharmacists will be able to prescribe as part of new curricula for pharmacy degrees. Under current GPhC guidelines and with an independent prescribing qualification, pharmacists can prescribe autonomously for any condition within their clinical competence. Marc Donovan, the chief pharmacist at Boots, said the ambition of the company was "to have a pharmacist prescriber available at every store".

National Pharmacy Association (NPA) has appointed Nick Kaye as its new chair on Monday (24 April). He has taken over the chairmanship from Andrew Lane, who stood down last month after serving his maximum term. Nick, who part-owns Hendra Pharmacy in Cornwall will serve for two years as NPA chair, after being elected unopposed at the first meeting of the new NPA board. Jay Badenhorst, Managing Director and Superintendent Pharmacist for Whitworth Chemists in the North East of England, is now vice-chair. Michael Guerin, the Managing Director and Superintendent Pharmacist of the Medicare group in Northern Ireland, continues as Treasurer. Alitam Group, the 100-plus pharmacy store consolidation, has appointed Bharti Patel, the former group executive director of Avicenna to its executive board. Patel, who was part of the leadership team at Avicenna until late 2021, brings with her a wealth of experience covering pharmaceuticals, multiple retail and independent pharmacy, homecare and NHS primary and secondary care. In her early career, she worked at Lloyds Pharmacy, where she rose from a prescription medicines buyer to director of procurement over a period of eight years. She is known in the industry for her strong leadership, commercial acumen and ability to create opportunities for innovation and strategic partnerships. Alitam founder and CEO Feisal Nahaboo said in a statement that Patel's appointment will further strengthen the group's ability to deliver its transformative multi-billion-pound 'Pharmacy of the Future' concept.

The Royal Pharmaceutical Society's (RPS) second roundtable on workforce wellbeing resulted in a series of collaborative actions to address pharmacy professionals' mental health and wellbeing challenges. The roundtable brought together key stakeholders from the pharmacy sector, including organisations like the General Pharmaceutical Council (GPhC), Community Pharmacy England (CPE), the National Pharmacy Association (NPA), and the profession's independent charity Pharmacist Support (PS). A report detailing the outcomes of the meeting was published on Friday, highlighting the key areas of discussion and the agreed-upon actions by the participants. During the roundtable, participants discussed the importance of understanding the workforce demographics, both nationally and locally, and using data to address wellbeing issues effectively. They also emphasised the need for using supportive standards set by the General Pharmaceutical Council (GPhC) and the Care Quality Commission (CQC) quality statement to support and empower pharmacists' wellbeing positively.

The General Pharmaceutical Council (GPhC) has raised concerns over the rising risks related to online pharmacy services. It revealed over 30 per cent of its open Fitness to Practise (FtP) cases were related to online pharmacy, which is disproportionate to the sector of the market that online services occupy. The regulator has advised pharmacists and pharmacy owners providing online services that they should "not work with online providers who try to circumvent the regulatory oversight put in place within the UK to ensure patient safety". In the past five months, the Council has imposed seven interim orders on the registration of pharmacists who have worked for or with online prescribing services - after identifying serious concerns with their practice. It said: "These pharmacists were working as pharmacist independent prescribers for online services or were dispensing medicines prescribed online. Some of these pharmacists were the Responsible Pharmacist (RP) or the Superintendent Pharmacist (SP)."

American healthcare technology company Omnicell has appointed Edward Platt as the new Senior Commercial Director of its UK community pharmacy division. Along with this new role, Edward, who joined Omnicell in 2015, will continue his current leadership remit for Omnicell's UK & Ireland hospital division. He will be leading a revamped commercial team, which would be responsible for increasing Omnicell's footprint of automation and consumable solutions delivered into UK community pharmacies. As part of the revamp, the company has created dedicated specialist teams to ensure the needs and challenges of community pharmacists (small independents and small multiple operators) can be fully understood and supported.

The Labour Party's election manifesto, unveiled with a focus on bolstering community pharmacy services and enhancing localised healthcare, has sparked responses from key pharmacy bodies across England. A standout pledge within the manifesto is the commitment to establish a Community Pharmacist Prescribing Service, aimed at granting more pharmacists independent prescribing rights. This initiative is viewed as pivotal in recognising the clinical capabilities of pharmacists and their potential to alleviate pressures within primary care. Additionally, Labour's plan advocates for broader healthcare access improvements, including enabling opticians to directly refer patients to specialist services and expanding self-referral options where suitable. The manifesto also introduces proposals to trial Neighbourhood Health Centres, designed to consolidate various healthcare services under one roof, such as family doctors, district nurses, and mental health specialists.

Health Education England (HEE) has invited community pharmacy contractors to a meeting to discuss training of pharmacists to become Independent Prescribers (IP). Earlier, HEE together with NHS England and NHS Improvement has supported a first phase of IP training for community pharmacists from January to March 2022, and is now working to secure a further rounded of funded training from Autumn 2022. The upcoming virtual meeting is aimed to help inform future independent prescribertraining offers by ensuring it is aligned with the needs of the pharmacy workforce.

Global consumer healthcare company Haleon has launched a new centre of excellence for a global leader in consumer health which will bring together world leading academics in human behaviour and frontline healthcare professionals including community pharmacists. Unveiled at the International Pharmaceutical Federation (FIP) Congress in 'sunny' Seville, Spain on September 20, the Centre will operate as a community of healthcare professionals and specialists in behavioural science, health psychology and the social sciences to solve some of the most pressing everyday health challenges. Named the Centre for Human Sciences (CHS) the initiative will be the first major programme for healthcare professionals since the Haleon's launch on July 18 as an independent, global leader in consumer health. The Centre's mission is to support practising health professionals - pharmacists, pharmacy assistants and dental professionals - in serving their patients and communities. Combining science with deep human understanding, CHS will bring expertise in physiology together with human sciences to deliver real world-solutions and tangible interventions, resulting in measurable improvements in health outcomes through sustained behavioural change. The Centre is facilitated by Robert Horne, professor of Behavioural Medicine at UCL School of Pharmacy, who started his career as a practising pharmacist but later chose to become a behavioural scientist when he saw an opportunity to address issues around psycho-social factors that acted as a hindrance in pharmacy practice. Leaders from across the pharmacy sector and trade bodies dwelled on the challenges faced by the pharmacists at the Sigma Conference held on Sunday (2 October). "If the cost of carrying out regulation is higher than the benefits, it's time for all the bodies to sit together and talk on what can be adjusted accordingly," said Salim Jetha, Chairman, Avicenna. Jetha highlighted the challenges faced by the independent pharmacy and also raised the concern about the 'level playing field' for pharmacists compared to GPs. He said: "GPs get paid for energy cost, premises cost, the staffing cost. We don't get paid for that. So don't be misled by saying we are being exactly the same. Yes, on paper we are, but in reality we are not. I think also the rules of engagement are different." He called for better collaboration with GPs, and urged PSNC and other trade bodies to ensure a level playing field. Janet Morrison, CEO, Pharmaceutical Services Negotiating Committee(PSNC), warned that the pressure in the sector is building up to a 'breaking point'.

Maxwellia has appointed Ian Adamson as strategic advisor to shape the next phase of pharmacy medicine launches - a process which involves identifying and converting suitable prescription only medicines into versions people can choose to buy under the supervision of a pharmacist. Ian brings over 30 years' international consumer health and personal care experience to the Maxwellia team. He is currently an advisor to the board of the UK independent pharmacy chain Day Lewis plc, an advisor to the board of Spanish healthcare company ReVa Europe S.L and board advisor to East Midlands Pharmaceuticals Ltd. Prior to this Ian was Chief Commercial Officer and a main board director at SSL International plc (prior to its sale to Reckitt Benckiser) with responsibility for a $1bn portfolio of brands, which included Durex and Scholl. Ian's appointment follows the landmark reclassification of the progestogen only pill by the MHRA, a change spearheaded by Maxwellia, and the company's subsequent launch of its first product Lovima in July 2021; and the current MHRA public consultation on the reclassification of Maxwellia's new pharmacy brand, Aquiette 2.5mg Tablets (Oxybutynin Hydrochloride) for the treatment of overactive bladder symptoms which are not adequately controlled by bladder training alone.

Sixty-seven per cent of UK independent pharmacists say the pandemic has positively changed how patients view the clinical services offered by community pharmacy. The research - carried out with an independent panel of more than 100 community pharmacists - revealed that 35 per cent of them had increased their clinical services to fulfil patient demand during the pandemic. Seventeen per cent said they had expanded their private clinical services such as vaccinations and dermatology, with a further 17 per cent adding sexual health services such as emergency contraception and chlamydia screening in their services offer. Thirty per cent introduced NHS health checks and emergency supply NHS services during the pandemic.

To support NHS, clear the backlog created by the Covid-19 pandemic and help community pharmacies support more people, the Welsh government has announced an allocation of further £12.5 million funding. Of the total amount, £10mn will be distributed across the 22 local authorities to buy equipment to help people to live independently in their own homes post hospital stay. The remainder, £2.5mn, will be used to support community pharmacists and patients to improve access to treatment and advice for a range of common ailments. The move is aimed at alleviating waiting times and reducing winter pressures on the NHS. Commenting on the announcement, Elen Jones, Royal Pharmaceutical Society director for Wales said: "We are delighted that the Welsh government continue to recognise the value of pharmacists in patient care and we welcome this additional investment and support for Community Pharmacy teams across Wales.

Health and Social Care Secretary Sajid Javid and Madelaine McTernan, head of the HRT supply taskforce, continue to take urgent action to resolve the shortage of HRT medicines by meeting the drug manufacturers and representatives from community pharmacies on Thursday (May 5). In the meeting, manufacturers outlined the steps they're taking to boost supply, and pharmacists shared their experiences on the frontline, as well as sharing their thoughts on wider solutions including improved communications. Aspen Pharmacare, Besins-Healthcare, Gedeon Richter, Novartis, Novo Nordisk, Orion, Pfizer, Theramex, Viatris, and representatives from community pharmacies were part of the meeting. As the government confirmed its intention to work with industry to do what is necessary to fix the HRT supply issue, Javis said he wanted to understand the issues facing suppliers and what can be done to address them. "We will leave no stone unturned in our national mission to boost supply of HRT. Along with appointing Madelaine McTernan as head of the HRT supply taskforce to implement lessons learned from the pandemic, and ensuring prescriptions are issued in shorter cycles for now, we are working collectively with the sector to urgently resolve this issue," he commented. The Association of Independent Multiple Pharmacies (AIMp) said the meeting discussed 'why we got into this position' and the way forward.
