Community Pharmacy England (CPE) CEO, Janet Morrison said that the negotiations for the £645 million investment pledged to community pharmacies in 2023-25 have concluded. The government's primary care recovery plan is to be announced in a "few weeks" and negotiations for the Community Pharmacy Contractual Framework (CPCF) from April 2024 will begin. She said: "We have finished the substantive discussions on the recovery plan but detailed discussions about implementation are ongoing and we are awaiting final clearance from the Government and the NHS. "We hope that we will be in a position to make an announcement in the next few weeks and that negotiations on the CPCF from April 2024 will commence soon after that." Morrison reminded attendees that the Primary Care Recovery Plan is "to improve access to primary care by investing £645 million over the remainder of the year".

The UK government will lay legislation today (13 December 2023) to allow the General Medical Council (GMC) to begin the process of regulating medical associates to expand their roles in the NHS. This will support plans to reduce pressure on doctors and GPs and improve access for patients, the Department of Health and Social Care (DHSC) said. Physician associates (PAs) and anaesthesia associates (AAs) will have the same levels of regulatory oversight and accountability as doctors and other regulated healthcare professionals once the regulations come into force, which is expected at the end of 2024. The GMC will design and deliver detailed regulatory processes for registration, education, standards and fitness to practise for both professions.

The Department of Health and Social Care (DHSC) has published the full text of the 2024 voluntary scheme for branded medicines pricing, access and growth (VPAG). The 2024 VPAG agreement text sets out the detailed terms of the agreement reached between DHSC, NHS England and the Association of the British Pharmaceutical Industry (ABPI) to support patient access to medicines, the financial sustainability of the NHS and the UK life sciences sector. The new voluntary scheme will come into force on 1 January 2024, following expiry of the 2019 Voluntary Scheme and shall remain in force for a period of five years, until 31 December 2028. Manufacturers or suppliers of branded medicines to the NHS have been given time till 15 January 2024 to decide whether to join the new 2024 Voluntary Scheme, or default to the updated Statutory Scheme.

Community pharmacy contractors eligible under the revised Pharmacy Access Scheme (PhAS) will receive their first of the new monthly payments with the January reconciliation payment due on April 1, 2022. Details of the revised version of the PhAS that commenced from January 1, was published in August 2021, with contractors receiving letters from the NHS Business Services Authority (NHSBSA) indicating their eligibility in the Autumn, PSNC said in an update. Payments under the scheme are dependent on registration on NHSBSA's Manage Your Service (MYS) portal to provide the Community Pharmacist Consultation Service(CPCS). Meanwhile, the review application window is now open for contractors, which would enable the NHS England and NHS Improvement (NHSE&I) to correct inaccuracies related to a pharmacy's distance criteria/calculation.

Keith Ridge, who retired from the role of England's chief pharmaceutical officer this month, has written to the NHS regional directors regarding a package to empower community pharmacies to implement clinical services in their integrated care systems. The Association of the British Pharmaceutical Industry (ABPI) has suspended the membership of Novo Nordisk for two years due to serious breaches of its Code of Practice. The action was taken by the ABPI Board following an investigation and appeals process conducted by the Prescription Medicines Code of Practice Authority (PMCPA) which found Novo Nordisk to be in breach of the ABPI Code of Practice, including Clause 2 which deals with actions "likely to bring discredit on, or reduce confidence in, the pharmaceutical industry". Having considered the case and requesting a further detailed audit of Novo Nordisk's compliance processes, the ABPI Board decided to suspend Novo Nordisk from ABPI membership. Susan Rienow, President-Elect, ABPI, said: "The ABPI Board has carefully considered the PMCPA's case report into Novo Nordisk and the subsequent audit of their compliance procedures. Thanks to a new service added to the NHS App, patients in England can now see their prescriptions online and collect their prescribed medication from the nominated pharmacy or a pharmacy of their choice without a paper prescription. NHS England has introduced digital prescriptions in the app following a successful trial last year involving over a million users. Users without a nominated pharmacy can collect their prescriptions from any pharmacy using the barcode in the app, but this is not required for patients with a nominated pharmacy as details would be sent to their pharmacy electronically.
