The Department of Health (DoH) in Northern Ireland has published a new Strategic Plan for Community Pharmacy, highlighting the vision and key priorities for the sector over the next 10 years. Co-developed by the DoH and Community Pharmacy Northern Ireland (CPNI), the representative body for community pharmacy owners, the plan aims to fully realise the potential of community pharmacy services to support better health outcomes from medicines and prevent illness. The vision outlined in the plan sees community pharmacies offering more clinical services, leveraging the skills of their teams to provide the public with safe, convenient, and faster access to care. According to DOH, the vision will be realised through four major reform programmes focusing on services, legislation, workforce, and digital enablers, alongside six strategic priorities. Together, these initiatives are anticipated to transform the role of community pharmacy within the Health and Social Care (HSC). Health Minister Robin Swann has extended his support to the new Community Pharmacy Strategic Plan, which builds on the previously agreed 3-year community pharmacy commissioning plan.

In a significant move to address health disparities and enhance clinical research, community pharmacies across several regions are set to become central players in the Genes and Health study. Led by Queen Mary University of London and funded by the Wellcome Trust, this national initiative aims to improve health outcomes within British-Bangladeshi and British-Pakistani communities. Professor Mahendra Patel, Director of the Centre for Research Equity at the University of Oxford, highlighted the importance of this approach. "By engaging the broader pharmacy workforce, including technicians, we aim to establish a research-ready infrastructure within community pharmacies," Patel told Pharmacy Business. He shared that the initiative marks a transformative step in integrating pharmacies into the clinical research landscape. The Thames Valley and South Midlands Clinical Research Network (CRN) is managing a pioneering pilot program for this study, which will initially focus on pharmacies in Banbury, Oxford City, Reading, Slough, High Wycombe, and Aylesbury.

Global consumer healthcare company Haleon has launched a new centre of excellence for a global leader in consumer health which will bring together world leading academics in human behaviour and frontline healthcare professionals including community pharmacists. Unveiled at the International Pharmaceutical Federation (FIP) Congress in 'sunny' Seville, Spain on September 20, the Centre will operate as a community of healthcare professionals and specialists in behavioural science, health psychology and the social sciences to solve some of the most pressing everyday health challenges. Named the Centre for Human Sciences (CHS) the initiative will be the first major programme for healthcare professionals since the Haleon's launch on July 18 as an independent, global leader in consumer health. The Centre's mission is to support practising health professionals - pharmacists, pharmacy assistants and dental professionals - in serving their patients and communities. Combining science with deep human understanding, CHS will bring expertise in physiology together with human sciences to deliver real world-solutions and tangible interventions, resulting in measurable improvements in health outcomes through sustained behavioural change. The Centre is facilitated by Robert Horne, professor of Behavioural Medicine at UCL School of Pharmacy, who started his career as a practising pharmacist but later chose to become a behavioural scientist when he saw an opportunity to address issues around psycho-social factors that acted as a hindrance in pharmacy practice. A community pharmacist, Viral Doshi was honoured with the British Citizen Award (BCA) on Thursday (26 January) at the Palace of Westminster for transforming his community centre into vaccination hub during Covid-19 pandemic. Viral was presented with his Medal of Honour by Liam Sargeant, Senior Company Communications Manager, from supporters P&G and TV presenter and Patron of the BCA, Nick Knowles, who hosted the event. At the height of the pandemic, Viral obtained approval to transform his community centre into a vaccination hub. Located in the heart of a multi-ethnic population, with social deprivation, surrounded by wards experiencing high rates of Covid-19. His determination to increase uptake and reduce vaccination hesitancy, led to 80,000 vaccinations being administered, the overall highest vaccination uptake in North West London. Viral is a passionate advocate for the role that GP practices and community pharmacies can play in supporting the health agenda. His objective, to provide better choice and access for the community have been fully met and appreciated by patients. Health secretary Wes Streeting has pledged to stabilise the community pharmacy system before enabling it to take on a broader role in healthcare, as he addressed the Health and Social Care Select Committee in Parliament on Wednesday (18 December). "Now that we have got the budget set, we will be consulting with Community Pharmacy England shortly in the New Year," Streeting stated. "I do want to reassure pharmacists across the country that we are taking into account the enormous pressures they are under when thinking about allocations so that we can stabilise the system and create the foundations from which to recover." The health secretary emphasised that his top priority is to "stabilise the [community pharmacy] system" before expanding initiatives such as Pharmacy First and independent prescribing. He also expressed a vision for community pharmacies to play "a bigger role… as part of the shift from hospital to community," but stressed that immediate steps are required to address the sector's current financial strain. The announcement that Community Pharmacy Contractual Framework (CPCF) negotiations will commence early in the New Year was reaffirmed by Streeting, echoing a statement made earlier in the week by minister for care Stephen Kinnock during a Westminster Hall debate.

Wes Streeting MP has been appointed Secretary of State for Health and Social Care in the new Labour Government. The Ilford North MP will now take on the critical role of overseeing the National Health Service (NHS) and implementing Labour's ambitious health agenda. At the core of the Labour Party's healthcare reform manifesto is enhancing accessibility to primary and community healthcare. This involves implementing a 'Community Pharmacist Prescribing Service,' to empower pharmacists with independent prescribing rights where clinically suitable. This initiative aims to alleviate the strain on GP practices and enhance service accessibility. Additionally, the manifesto proposes piloting Neighbourhood Health Centres, to integrate various healthcare services -such as family doctors, district nurses, and mental health specialists under one roof.

The Community Pharmacist Consultation Service (CPCS) will be expanded to enable urgent and emergency care settings to refer patients to a community pharmacist for a consultation for minor illness or urgent medicine supply from Monday (15 May), the DHSC and NHSE said. The service builds on the progress made in GP referrals via the CPCS and hospital referrals under the Discharge Medicine Service. It was originally planned to launch in March, and fee for this service will be the existing CPCS fee of £14, as per the agreement for both year 4 and year 5 of the Community Pharmacy Contractual Framework (CPCF) 2019 to 2024 5-year deal. In an update on the CPCF, published today (12 May), the Department of Health and Social Care (DHSC) and NHS England (NHSE) has also committed to the 4 October 2023 launch date for the Tier 2 of the Pharmacy Contraception Service, subject to a positive evaluation of the pilot. The Tier 1 of the service was launched on 24 April, delayed by over three months. This new service enables community pharmacists to provide ongoing management, via a patient group direction (PGD), of routine oral contraception that was initiated in general practice or by a sexual health clinic. The fees for this service are as follows: a fee for each consultation of £18; and a set-up fee of £900, paid in instalments. The Tier 2 will "enable community pharmacists to also initiate oral contraception, via a PGD, and provide ongoing clinical checks and annual reviews," Alette Addison, deputy director for pharmacy, dental and optical at the DHSC and Ali Sparke, director for dentistry, community pharmacy and optometry at the NHSE, said in a letter.

At the Covid Inquiry on Tuesday, Sir Chris Wormald, permanent secretary at the Department of Health and Social Care (DHSC), was questioned about the initial exclusion of community pharmacies in the government's emergency pandemic life assurance scheme. Earlier this month, the National Pharmacy Association (NPA) submitted evidence to the inquiry highlighting the delay in including community pharmacies in the scheme - which offered £60,000 lump sum payments to NHS and care home staff who died from Covid. The inquiry heard that the scheme was launched on April 27, 2020, initially covering NHS and care home staff. However, then Health Secretary Matt Hancock only confirmed the inclusion of community pharmacy staff in a Tweet three days later, on April 30. NPA Chair Nick Kaye told the inquiry that it was "demoralising and demotivating" to community pharmacy staff who worked throughout the pandemic. Jacqueline Carey KC, Counsel to the Covid Inquiry, put the charge to Sir Wormald as he gave evidence about the department's response to the pandemic.

By disseminating information on the importance of early detection and screening, pharmacies can significantly influence local health outcomes. For instance, posters that highlight the importance of regular mammograms for women over 40 can encourage patients to make appointments, directly impacting breast cancer survival rates.

In a stirring address at the recent conference on Pharmacy at the Westminster Health Forum, Director of NHS Services at Community Pharmacy England (CPE), Alastair Buxton presented a stark assessment of the community pharmacy sector's challenges. Highlighting years of financial constraints imposed by the NHS and government, Buxton warned of a sector teetering on the edge of survival. "There have been no years of financial and operational squeezes applied by the NHS and government to the community pharmacy sector, so as a consequence, there are a lot of pharmacies that are on the on the brink of survival -battling for survival," he said. Buxton underscored the critical and indispensable role of community pharmacies in delivering essential NHS services, from dispensing medications to innovative initiatives like the Discharge Medicine Service and Contraception Service.

In its effort to address workforce challenges, Health Education and Improvement Wales has outlined initiatives aimed at facilitating the return of pharmacy professionals with refugee status to active practice within Wales. This possibility has been stated in HEIW's Strategic Pharmacy Workforce Plan, which commits to investigating the practicality and significance of establishing a registration pathway for pharmacy professionals displaced due to refugee status. According to HEIW, it is currently investigating the viability and importance of revitalising 'return to practice' packages, formulating pharmacy apprenticeships, initiating international recruitment initiatives, and establishing a registration pathway in Wales for displaced pharmacists and pharmacy technicians holding refugee status. "In the past two years, we have arrived at a point where maintaining the desired access to the volume and quality of pharmacy services for our population has proven unattainable," said HEIW. "In Wales, instances of diminished pharmacy services are evident in both hospital and community settings. The trend of abrupt, temporary closures in community pharmacies continues."

The Community Pharmacist Consultation Service (CPCS) has been running as a national advanced service since October 2019 to relieve pressure on the National Health Service which aims to help with on the day demand in relation to minor illness and medicines. The NHS Community Pharmacist Consultation Service CPCS (NHS CPCS) aims to meet the objectives of the NHS Long Term Plan to use community pharmacists' skills to advise patients, and to build relationships with GP surgeries, primary care teams and wider NHS providers and to assist with urgent care system repeat prescription requests. Referrals from the GP referral pathway and urgent care systems and urgent treatment centres are digitally routed to community pharmacies so that patients can receive same-day appointments and have their queries resolved. The numbers Based on the estimated annual number of minor ailment GP appointments, the service was expected to save the NHS up to £640 million per year . Three years later, the nation has weathered the Covid 19 pandemic, which had widespread effects and put further strain on already overstretched NHS staff. The pandemic impact has resulted in higher numbers of GP appointments than initially anticipated. Nevertheless, this may offer an opportunity to proactively engage pharmacy teams in patient contact help ease strain across the wider NHS.

A call to action has been issued by the Company Chemists' Association (CCA) in its submission to the Darzi Review, highlighting the critical need for recognition and revitalization of the community pharmacy sector. The CCA warns that chronic underfunding and a flawed Community Pharmacy Contractual Framework (CPCF) have resulted in a reduction of over 1,200 pharmacies since 2015. This reduction, coupled with increasing workforce pressures, is exacerbating health inequalities, particularly in deprived communities. The CCA's submission stresses that the government must address these longstanding funding issues to fully unlock the potential of community pharmacies in addressing the nation's health challenges. The report argues that while initiatives like Pharmacy First have been positive, they only scratch the surface of the sector's capabilities.

The Company Chemists' Association (CCA) has responded positively to the Labour Party's manifesto, which outlines plans to bolster community pharmacy services and shift the NHS towards a more localized, prevention-focused model. Key proposals include the creation of a Community Pharmacist Prescribing Service and the enhancement of care delivery in local communities. Malcolm Harrison, Chief Executive of the CCA, expressed strong support for these initiatives and said: "We welcome the Labour Party Manifesto's clear focus on moving to a 'Neighbourhood Health Service', prevention, and the return of the 'family doctor'." "Harnessing community pharmacy is crucial to delivering each of these," Harrison added.

The 14th Community Pharmacy Conference by Sigma Pharmaceuticals has been timely, prime minister Rishi Sunak said, noting that it coincided with the launch of Pharmacy First, a new initiative that enables patients to receive treatments for seven common conditions directly from a pharmacist without the need for a GP appointment or prescription. "We are all grateful for the tremendous contributions that pharmacists make to our NHS. The fantastic work you do is critical to the success of Pharmacy First and many other initiatives," Sunak said in a written message. The conference was organised from 25-29 February at Sun City in Johannesburg, South Africa, under the theme 'community pharmacy in an integrated NHS'. In a recorded video address to the Sigma Conference, shadow health secretary Wes Streeting said community pharmacies are 'critical' to the Labour party's mission to make the NHS 'fit for the future'. "You should be playing a much more significant role. Labour's reform agenda will get pharmacists working to the top of their licence. We want community pharmacists to play a greater role in healthcare, with more focus on their expertise in prescribing and medicines management," he said.

Wales has begun the rolled-out of a community pharmacy prescribing service as part of reforms agreed by the Welsh health minister last December. Eluned Morgan approved wide-ranging changes following re-negotiation of the Community Pharmacy Contractual Framework with Community Pharmacy Wales, the representative body for community pharmacies in Wales. The roll out will allow appropriately trained community pharmacists to treat an extended range of conditions that currently require people to visit their GP. Initially pharmacist prescribers will be able to prescribe medicines, including antibiotics for acute illnesses like urinary tract and upper respiratory tract infections, and also prescribe routine contraception. The first of its kind in the UK, the service is being rolled out progressively across Wales, building on local schemes which are already in place.

The Company Chemists' Association (CCA) has voiced strong support for a recent report from the Tony Blair Institute (TBI), which advocates for the establishment of a 'Digital Health Record' (DHR) for every individual in the UK. The CCA, which was interviewed as part of the report's development, believes that the creation of a DHR could significantly enhance the NHS's efficiency, improve preventative healthcare, and help the health service harness the full potential of artificial intelligence (AI). The TBI report highlights that the current health and care system suffers from fragmented data, with individual records scattered across various providers, including community pharmacies. This siloed approach often hampers the delivery of seamless and effective care. A unified DHR, the report argues, would consolidate all relevant health data into a single, accessible record, ensuring that patients receive timely and appropriate care across the entire healthcare system.

Many community pharmacists are keen to pursue independent prescribing training, but the lack of access to placements, supervisors, and adequate financial support remains a challenge. In a significant development, the government has announced the nationwide expansion of the 'Teach and Treat' clinics pilot to assist pharmacists in becoming independent prescribers (IPs). Initially piloted in the South West, this initiative allowed many community pharmacists to gain practice-based learning, with supervision from an experienced prescriber called a Designated Prescribing Practitioner (DPP). This expansion was confirmed in the government's response to the House of Commons Health and Social Care Committee (HSCC) pharmacy inquiry, published on 10 January 2025. The initiative is described as "an effective way to create designated DPP capacity and grow the number of pharmacist independent prescribers." The expansion of the Teach and Treat clinics will be facilitated through the Pharmacy Integration Fund in 2024-25.

The current funding and contractual framework for community pharmacy is not fit for purpose, the Health and Social Care Committee report has concluded, recommending a complete overhaul to reduce its complexity. Published today, the report highlighted the necessity for a new framework to ensure adequate funding and to prevent damaging cross-subsidy between clinical services and prescription dispensing, as is presently observed. The report revealed that community pharmacy funding has fallen by over 30 per cent in real terms since 2015, resulting in an annual shortfall of at least £67,000 per pharmacy for individual owners. More than 1,100 community pharmacies have closed since 2015, of which were serving the most deprived areas, it said. MPs on the committee have urged the government to address medicine shortages, warning that they could undermine flagship initiatives such as 'Pharmacy First' by eroding public confidence in pharmacists. "People living with type 2 diabetes, ADHD, epilepsy and cystic fibrosis, and those experiencing the menopause, have faced challenges accessing the vital medication they need. Many others are facing similar experiences.

The Department of Health and Social Care (DHSC) announced that free COVID-19 lateral flow tests will be supplied through community pharmacies for at-risk groups. The service will operate from 6 November for patients aged over 12 years who are at risk of developing severe COVID-19 symptoms. Community pharmacies that have participated in this new initiative will be paid £4 plus VAT for each box of five lateral flow device test kits provided. Alastair Buxton, Director of NHS services at Community Pharmacy England said: "This is not going to be a high-volume service, but community pharmacy teams are well placed to provide LFD test kits to eligible patients with them having made over 25.5 million supplies of COVID-19 LFD test kits in 2021/22.
