National pharmacy bodies have welcomed two VAT changes related to community pharmacy services announced in the Spring budget on Wednesday (15 March) but were disappointed that the budget brought no further relief for the sector in a crippling funding crisis. It was announced that from 1 May 2023, VAT exemption on healthcare would be extended to include medical services carried out by staff directly supervised by registered pharmacists. The government will also extend zero rate on prescriptions to medicines supplied through Patient Group Directions. This measure will be introduced in autumn 2023. HM Treasury said these measures were being introduced to ensure that the VAT system keeps up with changes to how the NHS operates and how healthcare is delivered across the country. More widely, Chancellor Jeremy Hunt promised to halve inflation and said that the NHS would soon publish its long-term workforce plan.

Pharmacy bodies and MPs discussed on support needed to unlock the "full potential" of community pharmacy at the All Pharmacy Party Group (APPG)'s general meeting held in Westminster on Tuesday (01 November). The attendees of the meeting were Janet Morrison OBE, Chief Executive of Pharmaceutical Services Negotiating Committee; Malcolm Harrison, Chief Executive of The Company Chemists' Association; Thorrun Govind, Chair of the Royal Pharmaceutical Society; Sanjeev Panesar, National Pharmacy Association Board Member, and Pharmacist Superintendent and Owner of the Pan Pharmacy Group; and Sandeep Dhami, Association of Independent Multiple Pharmacies member and superintendent at MW Phillips Chemist At the session, 18 parliamentarians were briefed on the myriad of ways pharmacies contribute to the health of the nation. The panel of experts also highlighted that pharmacists are 'running out of fuel' with the growing challenges such as flat funding, workforce shortages and the cost-of-living crisis impacting pharmacies' ability to deliver vital services.

Health Education England (HEE) has invited community pharmacy contractors to a meeting to discuss training of pharmacists to become Independent Prescribers (IP). Earlier, HEE together with NHS England and NHS Improvement has supported a first phase of IP training for community pharmacists from January to March 2022, and is now working to secure a further rounded of funded training from Autumn 2022. The upcoming virtual meeting is aimed to help inform future independent prescribertraining offers by ensuring it is aligned with the needs of the pharmacy workforce.

Three pharmacy bodies have called on the government to allow pharmacy students access to the NHS learning support fund (LSF) currently available to students from other healthcare professions. Calling it "unjust", the Royal Pharmaceutical Society (RPS), British Pharmaceutical Students' Association (BPSA), and Pharmacy Schools Council (PSC) have voiced their disappointment over continual exclusion of pharmacy students on clinical placements and asked that pharmacy students are given equal access to the LSF. The Department of Health and Social Care recently announced a 50 percent increase in travel and accommodation allowances for students in nursing, midwifery, allied health professions, medical, and dental courses. However, this initiative notably excluded pharmacy students.

The National Pharmacy Association (NPA) has partnered with training provider Skills 4 Pharmacy to provide Level 2 and Level 3 pharmacy apprenticeships to its members in England. Skills 4 Pharmacy is an experienced pharmacy apprenticeship training provider dedicated to initiating and developing the careers of pharmacy support staff and technicians. They manage the recruitment of apprentices, as well as their enrolment and training. The apprenticeship package offers a Level 2 Apprenticeship - Pharmacy support worker and Level 3 Apprenticeship - Pharmacy technician. Amerjit Singh, Managing Director at Skills 4 Pharmacy said: "As a member for the last 23 years it is a great honour to be able to work alongside the NPA and promote apprenticeships. "As contractors we are facing challenging times, however I firmly believe that apprenticeship programmes which upskill and empower our workforce are essential for our future survival. Apprenticeships are a great way to build a strong talent pipeline and bring new skills to pharmacies.

NHS England and NHS Improvement published on May 26 the findings of the Fuller 'stocktake' - setting out how primary care can work with partners across health and care to best meet the needs of their local communities. Dr Claire Fuller's report lays emphasis on the essential role of primary care and the potential of integrated neighbourhood teams in reducing the burden of ill health and tackling health inequities. It commends community pharmacy for keeping "its doors open to the public throughout" the pandemic whilst being "among the most recognisable of a multitude of dedicated staff delivering care around the clock in every neighbourhood in the country". The report highlights "recruitment and retention challenges across the wider primary care workforce" including in community pharmacy. Stressing the importance of community pharmacy teams in urgent care and prevention, including early diagnosis of cancers, the report points out that pharmacists could play "a more active role in signposting eligible people to screening and supporting early diagnosis, building on a number of successful pilots such as those from the Accelerate, Coordinate, Evaluate (ACE) programme".

An executive director of Day Lewis and also board director and member of Association of Independent Multiple pharmacies (AIMp) Jay Patel highlighted the key issues and on ground challenges faced by the community pharmacies in a meeting hosted by Prime Minister Rishi Sunak and health secretary Steve Barclay in Downing Street on Saturday (January 7) to tackle the NHS pressure. In his interview with BBC, he said: "He (prime minister) was very engaging and trying to understand the key issues and practical challenges on the ground." Patel described the meeting atmosphere as 'collaborative and proactive', and said, "people were genuinely asked their options and there were listeners too." On BBC, answering to a question on 'how community pharmacies can alleviate the NHS pressure?', Patel said: "Pharmacies is the workplace for this. The National Pharmacy Association (NPA) has called the future prime minister to deliver on the commitments made by the previous health secretaries to reform primary care through a 'pharmacy first' approach and fairly fund community pharmacies to avoid closures. In an open letter, the NPA has urged Rishi Sunak and Liz Truss, the two leadership contenders of the Conservative Party and prime ministerial candidates, to think radically about the role of England's 11,000 pharmacies, which are on the frontline of healthcare across the country. NPA also highlighted how pharmacies could help clear the NHS backlog, free up millions more GP appointments, dramatically improve access to primary health care and do more to prevent ill health and support people with long term medical conditions. "Because of our unparalleled presence in deprived areas, we also have great potential to level up access to healthcare and address health inequalities. We set these ideas out in How We Can Help, which is an improvement plan already welcomed by many of your colleagues."

The Association of Independent Multiple Pharmacies (AIMp) has called upon all pharmacy organisations to unite and collectively represent the sector. While underlining the need for the sector to adopt a straightforward manifesto that can be presented to the public, politicians, and decision-makers, the association also advocated for a revitalisation of the 'Save Our Pharmacies' campaign, injecting it with renewed energy and a stronger sense of purpose. AIMp pointed out that a lack of cohesion is one of the factors contributing to the sector's struggle in gaining attention. "The current trajectory of community pharmacy is unsustainable," said Dr. Leyla Hannbeck, Chief Executive of AIMp. "To tackle the significant challenges ahead, we must work together cohesively. The most effective approach is to actively engage with Parliament, leveraging politicians from across the political spectrum to advocate for our cause." Meanwhile, the association urged various pharmacy bodies to unite in support of the Pharmacy All Party Parliamentary Group (APPG) to enhance its effectiveness and broaden its influence, rather than working independently.

Boots is reportedly closing another branch in Watton, Norfolk from January, after shutting its High Street branch in Gorleston last month. The Boots store would be one of the four pharmacies expected to be closed next year in the county, which saw closures of six pharmacies in recent months, according to a BBC report. However, the retailer hasn't made any announcement regarding the Watton closure or commented on its decision to shut its Gorleston branch. If the Boots' branch in Watton is closed, the town will be left with only one pharmacy to cater to the healthcare needs of a population of about 12,000, and this is the concern people in the area have expressed. Conservative councillor Tina Kiddell told BBC: "I do worry how they are going to cope, they're already incredibly overwhelmed now."
