Call for evidence on pharmacy professional leadership:RPS - 0 views

    The Royal Pharmaceutical Society (RPS) has confirmed it will respond to UK Commission's 'call for evidence' on pharmacy professional leadership. The commission wants to ensure the professions are well equipped, with a voice to help shape the future, and enabled to develop through sharing and learning from best practice. The UK Commission on Pharmacy Professional Leadership has been set up by the chief pharmaceutical officers of England, Scotland, Wales and Northern Ireland. It will produce recommendations for the future of pharmacy professional leadership in the UK. The commission is co-chaired by Nigel Clarke, former chair of the General Pharmaceutical Council, and Professor Dame Jane Dacre, professor of medical education at University College London's Medical School. The commission will be hosting a webinar and has urged the associations and individuals to take part in 'call for evidence' which has been launched to inform and develop its work. A webinar in England will take place on Wednesday 7 September 6:30 - 8 pm. In Scotland it will be organised on Tuesday 6 September 7-8:30 pm and in Wales it will be hosted on Thursday 8 September 7-8:30 pm.

Nuffield Trust and The King's Fund:New vision for pharmacy - 0 views

    The Pharmaceutical Services Negotiating Committee (PSNC) has commissioned Nuffield Trust and The King's Fund to develop a new vision and strategic options for community pharmacy. The report is expected to be published in early summer next year, to underpin the future strategy for the sector. It will also support negotiations between PSNC and policymakers as the current five-year Community Pharmacy Contractual Framework (CPCF) comes to an end. Those negotiations will decide what happens after April 2024, and they will be critical to the future of the sector. The development of a compelling vision and an effective strategy for community pharmacy was a key recommendation from the Pharmacy Representation Review Steering Group (RSG). It forms one of the workstreams of the Transforming Pharmacy Representation Programme (TAPR) currently being undertaken by PSNC. But it is also a project that PSNC wants to undertake anyway to help lay the foundations for those crucial upcoming negotiations.

PDA:Seeking members view on pharmacy leadership - 0 views

    The Pharmacists' Defence Association (PDA) has urged its member - employed pharmacists and locum pharmacists to share their view on UK Commission on Pharmacy Professional Leadership report. The four government Chief Pharmacists have published their commission's proposal for how pharmacy leadership may develop in the UK. The association 'strongly' believes that just as it was the members of the profession that established their previous pharmacist professional leadership bodies, so it is for pharmacists to determine if they agree with these proposals and to decide what arrangements they want in future. "As an organisation that has exclusively in its membership the employed and locum pharmacists in the UK, the PDA wants to ensure that it can reflect the views of frontline pharmacists in any future discussions and decisions that could impact upon their careers. Pharmacists are encouraged to read the report, to consider its content and then ensure they respond to the forthcoming communication from the PDA." The commission report says that existing leadership bodies have "relatively low levels of membership" but does not provide details. It has also stated that it has received submissions to its consultation from many pharmacy organisations.

    In many cases, a pharmacy's most valuable asset is its NHS contract. This is what buyers are paying for - the right to provide pharmaceutical services commissioned by the NHS and be reimbursed for the medicines dispensed. However, a pharmacy consists of more than just an NHS contract and when buyers look for a pharmacy to buy, they will also examine these other areas - the pharmacy's customer base, its staff, the property it operates from - to name a few - because these are all also crucial to a successful pharmacy. In this day and age, another important consideration is the pharmacy's intellectual property (IP) i.e. the pharmacy's rights to certain types of information, ideas, and forms of expression. At the most basic level, this includes the trade mark in the name of the pharmacy, because all pharmacies will have a name by which they distinguish themselves from other pharmacies. The more well-known the name, the more valuable this form of IP is - mention 'Boots', for example, and most will have an instant association with the largest pharmaceutical retailer in the UK.

NPA survey:Independent pharmacists witness negative cashflow - 0 views

    The National Pharmacy Association (NPA) survey revealed that 93 per cent of respondents experienced 'at least one month' of negative cash flow across their pharmacy business in 2022. Nine out of 10 pharmacy owners responding to NPA survey said they made a net loss dispensing medicines for the NHS during 2022, for at least one month of the year. According to the poll, 48 per cent of them lost money on this core NHS service for six months or more. 45 per cent said their overall outgoings had exceeded overall income in at least six months of the year. NPA Chair Andrew Lane said: "This survey shows the bleak financial reality facing many independent pharmacies after years of underfunding. Dispensing at a loss and negative cashflow is clearly unsustainable." "This funding crisis must be addressed urgently or pharmacies will fall into a spiral of declining services and ultimately widespread closures, he added. "Tragically, the story is playing out very much in line with independent research commissioned by the NPA last year, which warned of a nationwide financial emergency in our sector."

    The Chief Pharmacist for England and Co-Chairs of professional leadership commission has responded to the questions raised by the Pharmacists Defence Association (PDA)'s member on the professional leadership survey. In early September, the PDA wrote to the UK's Chief Pharmaceutical Officers to increase transparency and confidence in the process by asking for clarification of some of the commission's thinking, assumptions, and scope. On behalf of all four CPhOs, Chief Pharmacist for England David Webb provided feedback: "The Commission has two independent co-chairs and members have agreed to abide by the 7 principles for the conduct of public life as recommended by the Nolan Commission which form part of the Terms of Reference. Commission members have been appointed on behalf of all pharmacy professionals to contribute their expertise in and knowledge of professional leadership and are not appointed to represent their particular countries, organisations, sectors or roles."

    Those of us who work in community pharmacy know there is a workforce crisis created in large measure by PCNs actively recruiting pharmacists and pharmacy technicians from our sector. It is welcome, if long overdue, that this has now been officially acknowledged in a report commissioned by the English Health Secretary. PCN hiring 'exacerbates pharmacist shortage' says DH-commissioned report, which states such recruitment has "on occasion exacerbated the problem of a general shortage of pharmacists" which has compounded "the problem of community pharmacy closures." We have been telling the government this for years only to be told "problem? What problem?"- but now that Steve Barclay has his own official report sitting on his desk, he and NHSE cannot continue in denial mode. The facts are there for all to see. Time to act. No more dithering, delay or indifference. You asked if there was a problem and you have been told there is. In the absence of a holistic workforce strategy and cross-sector career pathways, PCNs poaching from community pharmacy is a zero sum game adding nothing to improving patient care.

David Webb:Pharmacy teams need to work differently - 0 views

    David Webb, the Chief Pharmaceutical Officer for England, acknowledged that the "pressure in the system is high", but urged everyone to "keep our eye on the design" of the NHS plan, adding that the "the objective is to bring the different parts of primary care together" in the patient interest. Speaking during the opening keynote session at the the National Pharmacy Association (NPA) conference held on Thursday (13 October), he added that the NHS plan intends to bring different parts of primary care together to help patients. He said the new integrated care boards (ICBs) are a key strategic framework as they provide the "potential to form partnerships to deliver integrated services across larger populations". "ICBs will want to work with Local Pharmaceutical Committees to plan for the local population and the new community pharmacy clinical leads in ICBs, who have been funded by NHS England, are there to advise." He explained that once an ICB takes over the commissioning of pharmaceutical services (which they are all due to do by April 2023), it could use its funds to commission a local enhanced service as an add on to an advanced service. For instance, a CVD risk assessment could be added to the blood pressure check service.

Haleon PPIs witnessed 13% growth in pharmacy recommendations - 0 views

    Despite a 13 per cent increase from last year, less than a quarter (21%) of pharmacy teams recommend Proton Pump Inhibitors (PPIs) as a first line of treatment for frequent heartburn. There has been a 4% decrease in pharmacy teams considering 'frequent heartburn' as a condition that occurs more than once a week 8-in-10 said a larger pack size would be useful to their patients who suffer from frequent heartburn. Haleon, formerly part of GSK, has recently commissioned research to better understand how pharmacy teams help patients to treat frequent heartburn. Comparing with data captured last year, there has been a been a +13% increase in the number of pharmacy teams recommending Proton Pump Inhibitors (PPIs) (21% in 2022 vs 8% in 2021). Nexium Control, the UK's number one heartburn product for 24-hour protection, aims to use this research to provide better support for pharmacists and their teams and encourage the recommendation of PPIs, where appropriate for frequent heartburn, over other heartburn remedies.

Pharmacy Education: DoH Launches Clinical Placements in NI - 0 views

    The Department of Health (DoH) has launched a new programme to provide pharmacy undergraduate students in Northern Ireland with clinical placements across hospital, community and general practice settings. It has commissioned the Northern Ireland Centre for Pharmacy Learning and Development (NICPLD) at Queen's University Belfast (QUB) to deliver the new Experiential Learning (EL) programme. NICPLD will work with QUB, Ulster University (UU) and local employers to co-ordinate the work placements, the department said. Students across years 2- 4 of the Masters of Pharmacy course will be given up to 12 weeks of Experiential Learning with multisector placements in hospital (6 weeks), community pharmacy (3 weeks) and general practice (3 weeks).

CCA:Community pharmacy will have 3 fallow years by 2024 - 0 views

    The Company Chemists Association (CCA)'s workforce finding showed that by 2024 eight years' worth of growth of the pharmacist workforce will have been funnelled away from community pharmacies. "In 2019, when NHS leaders realised they were unable to find enough GPs to meet the public's needs, they hastily decided to recruit pharmacists and other healthcare professionals to fill the gaps. This was implemented without any corresponding efforts to increase the supply of pharmacists, creating huge shortages," said CCA. "The bulk of the NHS's recruitment drive was paid for using additional money ringfenced by the NHS - the £2.4bn Additional Roles Reimbursement Scheme (ARRS). We estimate over the life course of ARRS funding (2019-2024), the equivalent of eight years of growth in the number of pharmacists in England will have been funnelled directly into primary care at the expense of other sectors. At the current rate, CCA estimate that community pharmacy will have experienced the equivalent of three fallow years by 2024. To ensure the pharmacy network is protected and able to take pressure off other parts of the NHS, there are several urgent measures which must be implemented. Countering the impact of primary care recruitment: Community pharmacists should be commissioned to provide 'packages of care' on behalf of GPs, rather than taking pharmacists away from accessible high street settings.

VAT exemption extended to include services - 0 views

    The government has extended VAT exemption from Monday (1 May) on healthcare services carried out by pharmacy staff under the supervision of pharmacists. HM Revenue and Customs has issued a note detailing the change to the VAT treatment of medical services. The Government said this will bring the VAT treatment of pharmacists in line with other registered health professionals providing medical services to the public. The Pharmaceutical Services Negotiating Committee (PSNC) said: "This is something that PSNC has been seeking Government agreement on for a long time, including in recent CPCF negotiations." PSNC believes that the extension of this VAT exemption will help as community pharmacy businesses try to make better use of the skill mix in their teams both now and in the future. "Not only does it enable contractors to review the VAT status of any locally commissioned services currently provided by non-registered pharmacy staff but also, in time, it could be used to amend nationally commissioned services to allow support staff to provide certain parts. For example, following a recent amendment to the service Directions, pharmacy technicians are now able to perform blood pressure checks as part of the Hypertension Case-Finding Service and deliver the Smoking Cessation Service.

NPA :Creating New Roles On Community Pharmacy Services - 0 views

The government's uplift of the National Living Wage was confirmed in its latest budget announcement to tackle the cost of living crisis. A recent NPA commissioned report by Professor David Taylor from University College London predicted that wage inflation and other cost pressures could combine with funding cuts to lead to cut-backs and pharmacy closures.
