Pharmaceutical Services Negotiating Committee expects the next round of negotiations to set the arrangements for the Community Pharmacy Contractual Framework (CPCF) in 2022/23 - Year 4 of the five-year CPCF deal, to begin soon. The negotiator held a meeting on November 24 and 25 to discuss the burning issues affecting the sector and to plan for upcoming negotiations with the Department of Health and Social Care (DHSC) and NHS England and NHS Improvement (NHSE&I). It aims to complete these negotiations by April, allowing ample time for contractors to make arrangement prior to the beginning of the financial year. PSNC vice-chair, and independent contractor, Bharat Patel said the entire sector is worried about the "outlook for pharmacies as we head into a difficult winter," and is working to find solutions. He noted that PSNC "will be bringing proposals for additional funding and support, particularly around the treatment of 'walk-in' patients, to the table, along with a heavy dose of realism for government and the NHS about the current challenges in the sector." While expecting a difficult round of discussion with the government, Patel remained optimistic about a favourable outcome for pharmacies.

The collapse of the three trading entities in the Converse Pharma Group (Testerworld Limited, Doncaster Pharmaceuticals Group Limited and Eclipse Generics Limited) (the Group) in May 2022 undoubtedly caused ripples throughout the pharmacy industry. The Group, a major supplier of pharmaceuticals, had a combined turnover over £300m, employed 1,000 staff members and supplied over 4,000 pharmacies throughout the country. The Group is licensed and regulated by the MHRA. At the beginning of 2021, a breach of the MHRA licensing regulations caused a temporary (but prolonged) cessation of trading. The Group was able to secure the ongoing support of its secured creditors during this time, however, when the licenses were subsequently reinstated, they came with restrictions. Unfortunately for the Group, the period of the suspension and the subsequent restrictions over the licences caused a significant reduction in revenue, from which the Group was unable to recover. Ultimately, by May this year, the companies in the Group had exhausted their working capital and had no prospect of raising the funding they required to continue to trade.

National pharmacy bodies have welcomed two VAT changes related to community pharmacy services announced in the Spring budget on Wednesday (15 March) but were disappointed that the budget brought no further relief for the sector in a crippling funding crisis. It was announced that from 1 May 2023, VAT exemption on healthcare would be extended to include medical services carried out by staff directly supervised by registered pharmacists. The government will also extend zero rate on prescriptions to medicines supplied through Patient Group Directions. This measure will be introduced in autumn 2023. HM Treasury said these measures were being introduced to ensure that the VAT system keeps up with changes to how the NHS operates and how healthcare is delivered across the country. More widely, Chancellor Jeremy Hunt promised to halve inflation and said that the NHS would soon publish its long-term workforce plan.

The Integrated Care Systems (ICSs) provide an opportunity to break the silo mentality in the health and care sector, National Pharmacy Association (NPA) chair Andrew Lane told MPs. While giving evidence to the Health and Social Care Select Committee on 6 December about the effectiveness of ICSs, Lane also poured cold water on newspaper reports that community pharmacists will be drafted in to break the NHS strike, as he reiterated the call for a "properly costed and funded environment." "We've been in different silos historically and ICSs are an opportunity to pull all systems together for the benefit of patients," he told committee members. Lane pointed to dementia-trained pharmacy delivery drivers and the Discharge Medicines Service as instances where the influence of community pharmacy already stretches beyond primary care into hospitals and social care. "We've seen pharmacists prescribe and get UTIs off doctors' desks, so we are starting to release capacity [in the system] and we're on that clinical journey. We welcome that, but it has to be with the right level of funding," he added.

Community pharmacies are well placed to play a role in preventing deaths from cardiovascular disease (CVD) said Director of NHS Services. The recent analysis by the British Heart Foundation (BHF) revealed that nearly 100,000 more people with cardiovascular disease than expected have died since the start of the pandemic in England. Latest figures show that the number of people waiting for time-sensitive cardiac care was at a record high of nearly 390,000 at the end of April in England. Average ambulance response times for heart attacks and strokes have consistently been above 30 minutes since the beginning of 2022, and in December 2022 they even breached 90 minutes. The target is 18 minutes, though the Government has set a new average target of 30 minutes over 2023/24. Director of NHS Services, Alastair Buxton, said: "It is concerning to hear that there have been tens of thousands of preventable deaths from cardiovascular disease (CVD) since the start of the COVID-19 pandemic. We share BHF's desire to see more action on preventing the causes of CVD and, subject to appropriate funding being in place, community pharmacy teams are well placed to play a role in this.

A new NHS-funded training course on clinical examination skills has been announced by Health Education England (HEE) for 10,000 community pharmacists. The training will be provided by CliniSkills and be coordinated by HEE with the Pharmacy Integration Programme at NHS England. With pre-registration now open to all community pharmacists, the programme will be available from 17th April 2023 and will until March 2024. It will be delivered online, with optional face-to-face attendance for pharmacists who would find this beneficial. Pharmacists will be required to complete a module on history taking and identification of serious conditions and can then choose from four optional modules, which cover the following themes: dermatology; cardiology; paediatrics; and ear, nose and throat. The training is designed to be complementary to the independent prescribing training and can be completed prior to or after an independent prescribing training course. It is open to all community pharmacists including those that work part time and locums.

Jhoots Group, a West Midlands based independent community pharmacy chain, has unveiled plans to expand its digital services after securing a funding worth £8.23m from HSBC bank. The new money will allow the groups branches to offer a digital platform for customers to request prescriptions online, enabling the implementation of a hub and spoke dispensing system to automate prescription deliveries. The innovation aims to reduce the burden of manual processes on pharmacists, allowing staff to use their time efficiently and support the NHS by offering vaccines and minor ailment medicine services. San Jhooty, chief operating officer at Jhoots Group, said: "When faced with the unprecedented challenges of the pandemic, primary and community services came together to support the community and each other.

In a bid to amplify the role of pharmacists in clinical services and vaccination programs, the Pharmacists' Defence Association (PDA) has embarked on a groundbreaking collaboration with Aston University. This initiative, funded by Innovate UK Business Connect, aims to explore the feasibility and impact of integrating additional healthcare interventions within community pharmacies. "The Knowledge Transfer Partnership (KTP) research project represents an exciting opportunity to advance the role of pharmacists in patient care," remarked Alison Jones, Director of Policy at PDA. "This project will be an important part of that evolution, supporting individual pharmacists to have more opportunities to practice and so develop more fulfilling careers." Led by the PDA and Aston University, the project will commence imminently, focusing on the Priory Community Pharmacy in Dudley.

The 14th Annual Community Pharmacy Conference by Sigma Pharmaceuticals began on Monday, 25 February at Sun City, South Africa. Dr. Bharat Shah, Manish Shah, and Kamal Shah, co-founders of the company, extended a warm welcome to the delegates in attendance at the event. In a written message, Prime Minister Rishi Sunak extended his best wishes to all the participants attending the conference. The message read: "This conference is timely as it coincides with the launch of the Pharmacy First, a new initiative launched across England that will enable patients to receive treatments for seven common conditions directly from a pharmacist without the need for a GP appointment or prescription." The National Pharmacy Association (NPA)'s Health Education Foundation (HEF) has funded a major study that aimed to test the SPUR tool and evaluate how effective it was at measuring medicines adherence. The study has been published in the British Medical Journal Open. Dr Joshua Wells, a fourth year PhD candidate at Kingston University, who was awarded the NPA bursary, was the lead researcher for the SPUR UK study, under the guidance of Professor Reem Kayyali. Created by Observia, a health research group, SPUR is a self-assessment questionnaire which helps to detect a patient's risk of medicine non-adherence and aims to accurately articulate the reasons for health behaviour. As well as funding from HEF, the study was made possible via a partnership with Kingston University and Kingston Hospital. HEF chair of Trustees, Dr Ian Cubbin, said: "We are delighted that NPA's Health Education Foundation has played a part in such an important study. This research could lead ultimately to a far more personalised, tailored approach to medicines optimisation - recognising that people's medicines behaviour can be highly individual to them."

Smoking is the most significant cause of preventable deaths in England, and the health risks associated with smoking well documented. This not only puts a heavy burden on the healthcare system but also has a substantial social impact. Its link to health inequalities is more evident because it is more prevalent amongst the most vulnerable in our society, with low educational attainment and poor socioeconomic status. Even as smoking rates progressively reduced, these patients remained the most difficultto reach with cessation services. Recent years have also seen many local authorities stop providing locally commissionedNHS stop smoking service, citing funding constraints. The postpandemic financial reckoning may yet see more strain on what is left in the coffers. Well Pharmacy, a subsidiary company of Bestway Group is donating US$400,000 worth of medicines to help the victims of those impacted by the recent flooding in Pakistan. The Bestway Group has raised funds to the tune of $2.3 million, which will be deployed urgently on the ground in Pakistan. The monies raised has been pledged to build homes (or shelters) for 5,000 families, provide usable water for more than 100,000 individuals and provide food and medical supplies to over 20,000 people. In addition to appealing for donations, the Group held a fund-raising event (23 September) at London's Intercontinental on Park Lane, which was attended by over 650 guests including the Lord Chancellor, the Deputy State Bank of Pakistan, UK Cabinet Ministers, and Members of Parliament in addition to leading City' figures and business community. The Lord Chancellor Rt Hon Brandon Lewis MP said that the British Government has committed funds of £16.5 million for Pakistan and we are dealing with wider climate change issues as well and we are committing to that effort.

Backed by a £22.5 million of government funding, community vaccine champions will tap into their local networks and encourage people in their communities to get vaccinated against the Covid-19. The funding, allocated today (January 13) to 60 councils, will help deliver bespoke projects in these regions, including: In Derby and Newham roving vaccinators and a vaccine bus will visit workplaces, places of worship and local highstreets.Videos shared on social media featuring local sporting stars, TV actors, local community and faith leaders and local NHS staff in Southampton.Developing a community transport to support access to vaccination sites/pop-ups and considering 'Grab a Jab' taxis scheme.As per NHS statistics, over 4.6 million people aged 18 and above remained unvaccinated in the 60 councils, selected to be a part of the Community Vaccine Champions programme. Vaccines minister Maggie Throup said: "Thanks to the pace and scale of our Covid-19 vaccination programme, we are in a much better position than this time last year."

Released on Monday morning, the election manifesto shared by the Liberal Democrats pledges to "strengthen patients' rights" by tackling public health inequalities and providing early access to community services. The Liberal Democrats Party's manifesto promises to address the issues at both the "front and back doors" of the National Health Service (NHS), which the party claims has been plunged into crisis by the Conservatives. Pledging to invest in public health and early access to community services, the party aims to "work towards a fairer and more sustainable long-term funding model for pharmacies and build on the Pharmacy First approach to give patients more accessible routine services and ease the pressure on GPs." The pledge also includes making prescriptions for people with chronic mental health conditions free on the NHS, as part of a wider commitment to review the entire schedule of exemptions for prescription charges.

The Royal Pharmaceutical Society (RPS) has published its general election manifesto highlighting some of the key challenges the next Government will face to support patients and the NHS. The manifesto calls on general election candidates to show their support to securing patient access to medicines, a better-connected NHS, enhancing accessible prescribing in local communities, and maximising health improvement through locally accessible pharmacy teams. Candidates are urged to called on the next Government, if elected, to support the pharmacy workforce to deliver patient care, unlock the potential of new advances in medicines, and continue to support funding for the UK science and research community. The manifesto highlights the need for investment in IT infrastructure to support a better-connected NHS to enable all health professionals to access and update a patient's record.

Pharmacists globally are broadening their roles to support self-care, aiming to enhance patient health outcomes through increased contributions and proactive behaviours, according to a new report. However, significant barriers, including inadequate funding and limited access to patient records, impede the optimisation of self-care activities and outcomes improvement in this area, the International Pharmaceutical Federation (FIP) said in its report. The FIP report, titled 'Community Pharmacy Insights: Supporting the Need for Self-Care,' gathers insights from 238 respondents across 55 countries with the aim of providing evidence-based policy support for workforce development. Nearly all respondents (93.2 per cent) indicated that pharmacists should actively engage in providing self-care support, FIP said. Furthermore, 48.9 per cent supported the involvement of pharmacy technicians, while 39.2 per cent endorsed the participation of pharmacy assistants and other team members in offering self-care support.

Pharmacy wholesaler PHOENIX UK is investing over £13 million to build a new state-of-the-art distribution hub in Wakefield. The 260,000 sq. ft facility is expected to be operational next year and will service community pharmacies, hospitals and dispensing doctors across the North East of England and Yorkshire. In a statement on Tuesday (July 5), PHOENIX UK said the completed hub will feature 22 dock level loading bays and seven access doors to enable the productive arrival and distribution of medical products. It will also be highly energy efficient, including the use of Solar PV on its roof. The car park will also offer 46 electric vehicle charging bays. Speaking at an official opening event held on 30 June to mark the expansion of the company's distribution capabilities, group managing director of PHOENIX Steve Anderson said: "Over the last few years, we have seen an outstanding growth in customer demand for our core services outpacing the market: Wakefield is a prime example of how we are committed to investing in the future by expanding our UK-wide operational capabilities to offer all our customers across the country the best possible service they need, want and deserve.

All 42 integrated care boards (ICBs) in England have signed memorandums of understanding for the NHS Independent Prescribing Pathfinder programme, the first nationally-funded prescribing service in the country. Anne Joshua, interim deputy director of pharmacy commissioning at NHS England, made the revelation during the 'Chief pharmaceutical officer bi-monthly webinar' held on 7 March 2024, as reported by The Pharmaceutical Journal. In the initial phase of the programme, 210 community pharmacies across all ICBs will trial independent prescribing, ahead of establishing a commissioning framework for the service. Giving an update on the pathfinder programme, Joshua confirmed that 164 of these potential pathfinder sites had registered for the programme as of 29 February 2024. Additionally, she announced the clinical models to be followed by the participating pharmacies and presented a graph showing an overview of the services they will provide.

The government on Wednesday (March 2) announced an investment of £260 million to support research, development and manufacturing of new drugs, devices and diagnostics. Of the total funding, up to £200m has been allocated for research to better access NHS data through Trusted Research Environments and digital clinical trial services, enabling availability of crucial data with the highest levels of privacy. This will allow the NHS to deliver new life-saving treatments to patients, tackle health inequalities and improve patient care, a government release stated. The remaining £60m will support commercial-scale manufacturing investments by companies at the leading-edge of innovation, from cell and gene therapies and earlier and better diagnostic technologies, to medical devices. The funding for manufacturing investments will be distributed through the new Life Sciences Innovative Manufacturing Fund (LSIMF), following the success of the earlier Medicines and Diagnostics Manufacturing Transformation Fund.

Scottish community pharmacies will now hold two Naloxone kits, available in either nasal spray or injectable form, essential for reversing opioid overdoses. The Emergency Access Naloxone Scheme, which is backed by £300,000 of Scottish Government funding, began on Monday (30 October). Drugs and Alcohol Policy Minister Elena Whitham said, "Through our National Mission to reduce drug deaths and harms, we have invested more than £3 million in widening access to Naloxone, including through our emergency services." Witham said this new nationwide service is a welcome addition to existing services. "Police Scotland recently completed a force-wide rollout to 12,500 officers who have used the kits more than 300 times. According to the most recent statistics, 70 per cent of those who are at risk of opioid overdose are being provided with a lifesaving kit," she added. "It provides a substantial increase in life-saving emergency access and I'm grateful to all those in community pharmacies who are supporting our £250 million National Mission to reduce drug deaths," Whitham said.
