Royal Pharmaceutical Society (RPS) Scotland has submitted its evidence to the Health, Social Care and Sport Committee's inquiry into 'Healthcare in remote and rural areas.' The Committee had sought views on what policies and actions would be most effective in addressing the issues people face when accessing healthcare in these areas. During the evidence session today (19 December), Laura Wilson, Director for RPS Scotland, highlighted the challenges faced by pharmacists and pharmacy in remote and rural areas, as well as provided some of the solutions for ensuring a sustainable pharmacy workforce. At present, people living in remote and rural areas of Scotland are required to travel to Glasgow or Aberdeen to undertake pharmacy training. Laura underscored the need to develop alternative education and training pathways, such as "grow your own" models, to support remote and rural areas to develop and retain local pharmacists.

"Raise awareness of pharmacies as places of primary health care provision," advocates the International Pharmaceutical Federation (FIP), emphasising the need for universal recognition of pharmacists as essential healthcare professionals. Despite significant advancements in pharmacy practice, many policymakers and members of the public still view pharmacies primarily as commercial enterprises rather than essential providers of healthcare services. The FIP is leading a campaign to change this perception, advocating for pharmacies to be recognised as vital components of primary health care. Primary health care is crucial for achieving "health for all." In 2018, the Declaration of Astana saw governments recommit to strengthening primary health care to achieve universal health coverage. FIP, a signatory to this declaration, has since been dedicated to enhancing the role and impact of pharmacies in primary health care.

The General Pharmaceutical Council (GPhC) has produced a new resource to support pharmacists and pharmacy technicians who are providing pharmacy services to children and young people with gender incongruence or dysphoria. It emphasises that pharmacy teams providing such services need to adhere to the standard process of clinical assessment and care provision they have been trained to take as healthcare professionals. The starting point is that pharmacy professionals must provide compassionate, inclusive and person-centred care, within the current relevant legal and regulatory context. "It's essential that all patients have access to appropriate, high-quality and respectful healthcare, free from discrimination or bias," the GPhC noted

Private healthcare provider CityDoc has partnered with the National Pharmacy Association (NPA) in its bid to widen a "nationwide network of vaccine clinics" to increase footfall to community pharmacies that come onboard. The company says NPA member pharmacies that join the network will have their own dedicated page on the CityDoc website, while benefiting from having online marketing done on their behalf via an extensive Google AdWords campaign and local listings optimisation - all paid for by CityDoc. The participating pharmacies will also have access to their own booking system, marketing materials and access to the latest vaccine and private healthcare information. NPA member Nick Daines, who runs Lifestyle Pharmacy in Bath, said he has partnered with CityDoc for six years and seen "a significant increase in revenue from private services." He added: "The CityDoc partnership has allowed us to establish Lifestyle Pharmacy as a go-to venue for healthcare within Bath. "We have seen significantly increased footfall thanks to our partnership with CityDoc, which in turn has allowed us to grow the NHS and retail aspects of the business."

Mental health problems have worsened across all age-groups in the last few years, from lack of social interaction, unexpected bereavements or the significant impact of a physical injury or long-term illness taking its toll on mental wellbeing - these challenging experiences and situations that we face throughout life leave a big strain on the population. Ultimately, there is an urgent need to reduce rising levels of mental ill-health in our society. As a pharmacist with 25 years' experience in healthcare, I feel I have an obligation to my patients to support them with their healthcare needs, and mental health should be treated just the same as physical health. Despite efforts to improve NHS mental health services, patients may still not be receiving the appropriate immediate care as they are often provided with online counselling or an App for long-term support (online support introduced since the pandemic). Community pharmacists are in a unique position to be advocates for patients with mental illness as they are the healthcare professionals' patients see most often. This is a good opportunity for pharmacists to speak to patients face-to-face and give them advice in a more practical way rather than potentially waiting weeks for an GP appointment.

Charac, an NHS-integrated one-stop platform for independent community pharmacies, has secured £1 million strategic investment from the Royal Mail Group, enabling its time-saving platform to assist more local pharmacies and patients across the UK to easily manage their prescriptions and consultations online. The company said this new money will enable it to leverage strong levels of trust that pharmacists enjoy within the communities they serve in and will ensure pharmacies remain a cornerstone of vibrant high streets and an invaluable provider of frontline healthcare products and services, including vitally needed consultations. Charac says it is aiming to sign up over 1,000 UK pharmacies in the next 12 months by expanding its geographic footprint beyond current cities, including London, Manchester and Birmingham, and targeting small multiple and independent pharmacies, accounting for almost 40 per cent of the UK's community pharmacy network. The announcement also sees the addition of Stefan Kulik, a managing director at Royal Mail, to the Charac board. Stefan is responsible for leading Royal Mail's expansion into the healthcare industry and brings a breadth of experience, having previously worked in healthcare with companies including Johnson & Johnson.

As we take look back over the past year and reflect on what we have achieved, it's also important that we look ahead to new challenges and opportunities that may arise in 2023. We have seen remarkable innovation across the industry in 2022, from big break throughs in treatment and improvements to patient outcomes, to how the industry is working with big data and technology. But it's fair to say that these achievements came paired with just as many challenges including a continued talent shortage, hangovers from the pandemic, increasing pressures to innovate and ongoing macroeconomic challenges. As we head into 2023, I expect these existing challenges to continue alongside new ones, but I also anticipate more opportunities to present themselves. At Pharamanovia, we predict that the key trends set to catalyse the pharmaceutical and healthcare industries in 2023 include break through innovations, technology, big data, sustainability, ongoing policy changes and a shift in investment due to inflation. Recently, the English Health Secretary has talked about introducing a 'Pharmacy First' model similar to that which exists in Scotland. This would be a win-win outcome providing people with better access to essential healthcare support, advice and treatment whilst relieving strain on other parts of the NHS, not least GPs and A&E. It is a no-brainer and yet despite a few media headlines there are still no firm proposals on the table to make this a reality. It surely cannot be right that you can receive a broad range of patient care services in Scotland which are not available in England. It works well in Scotland, Wales is keen to develop more pharmacy-based services and Northern Ireland, leaving aside the current funding dispute, has had a minor ailments service for many years. If the English Health Secretary is sincere in his interest in adopting an English version of the Scottish model, then there are critical aspects he needs to consider. Firstly, start with the patient journey through the healthcare ecosystem from illness prevention through to long-term condition management. What is the role of community pharmacy and how do we guide people to seek support from the most appropriate healthcare professional? What is the vision for community pharmacy delivering patient care in the next decade? The lesson from Scotland is that the government needs to sit down with the sector and map that out together. There are no quick fix overnight solutions. This needs to be a long-term commitment backed by adequate funding. Supervision regulations need to change and there needs to be a thought through workforce strategy which avoids community pharmacy shortages as that does nothing to deliver improved patient outcomes.

In a recent announcement the Medicines and Healthcare products Regulatory Agency (MHRA) unveiled its strategic approach to artificial intelligence (AI), as it sets out to embrace the transformative potential of AI in healthcare regulation. Building upon the Government's white paper 'A pro-innovation approach to AI regulation', released in 2023, the MHRA outlined five key strategic principles guiding its adoption of AI. These principles encompass safety, security, and robustness; appropriate transparency and explainability; fairness, accountability, and governance; and contestability and redress. A science-led organization, the MHRA was tasked with providing an independent view of its approach to AI in medicine and science, aligning with a government white paper. Recognising its role in UK's goal to be a science and tech leader by 2030, MHRA is tasked to evaluate AI's opportunities and risks across regulatory, public service, and evidence-based decision-making area.

The UK Government is investing £100 million to accelerate the use of AI in life sciences and healthcare under a new mission.
