Supports research on the processes by which energy in diverse forms is generated by the Sun, transported to the Earth, and ultimately deposited in the terrestrial environment. Major topics include space weather impacts, helioseismology, the solar dynamo, the solar activity cycle, magnetic flux emergence, solar flares and eruptive activity, coronal mass ejections, solar wind heating, solar energetic particles, interactions with cosmic rays, and solar wind/magnetosphere boundary problems.

The National Science Foundation (NSF) is supporting construction of the National Ecological Observatory Network (NEON). NEON will offer the measurements, flexible operation, and research capability needed to assess long-term biosphere change and vastly expand our knowledge of regional and continental scale biology. When complete, the NEON observatory will collect and provide high-quality, standardized data from 106 sites (60 terrestrial, 36 aquatic and 10 aquatic experimental) across the U.S. using instrument measurements and field sampling. The sites have been selected strategically to represent different regions of vegetation, landforms, climate, ecosystem performance, and gradients of change. NEON's site-based, remotely sensed and continental-scale data are provided as a range of scaled data products that can be used to describe changes in the nation's ecosystem through space and time. Several NEON sites are nearing completion and have begun operations; many more sites will be completed during the coming year. Provisional NEON data from sites and airborne observations, along with protocols and documentation, are now available on the NEON Data Portal. In addition, NEON-collected specimens and samples are available and can be requested for research purposes.

The Distributed Arrays of Small Instruments (DASI) solicitation is designed to address the increasing need for high spatial and temporal resolution measurements to determine the local, regional, and global scale processes that are essential for addressing the fundamental questions insolar and space physics. This solicitation will be formally divided into two tracks: 1) development of instrumentation for future deployment in arrays and 2) deployment and operation of existing instruments in distributed arrays.This DASI solicitation emphasizes both strong scientific merit and a well-developed plan for student training and involvement of a diverse workforce.

This appendix supports the development and/or demonstration of new technologies and capabilities for small spacecraft by U.S. colleges and universities in collaboration with NASA through award of cooperative agreements. Projects may be for ground-based technology development or development of spacecraft or payloads for suborbital, balloon or orbital space flight technology demonstrations.

Plasma Physics is a study of matter and physical systems whose intrinsic properties are governed by collective interactions of large ensembles of free charged particles. 99.9% of the visible Universe is thought to consist of plasmas. The underlying physics of the collective behavior in plasmas has applications to space physics and astrophysics, materials science, applied mathematics, fusion science, accelerator science, and many branches of engineering. The National Science Foundation (NSF), with participation of the Directorates for Engineering, Geosciences, and Mathematical and Physical Sciences, and the Department of Energy, Office of Science, Fusion Energy Sciences are continuing the joint Partnership in Basic Plasma Science and Engineering begun in FY1997 and renewed several times since. As stated in the original solicitation (NSF 97-39), which is superseded by the present solicitation, the goal of the Partnership is to enhance basic plasma science research and education in this broad, multidisciplinary field by coordinating efforts and combining resources of the two agencies. The current solicitation also encourages submission of proposals to perform basic plasma experiments at NSF and/or DOE supported user facilities, including facilities located at DOE national laboratories, designed to serve the needs of the broader plasma science and engineering community.

BLM Colorado's National Conservation Lands encompass approximately one million acres, or one-eighth of all BLM land in the state.

The Division of Environmental Biology (DEB) Core Tracksupports research and training on evolutionary and ecological processes acting at the level of populations, species, communities, and ecosystems. DEB encourages research that elucidates fundamental principles that identify and explain the unity and diversity of life and its interactions with the environment over space and time. Research may incorporate field, laboratory, or collection-based approaches; observational or manipulative studies; synthesis activities; phylogenetic discovery projects; or theoretical approaches involving analytical, statistical, or computational modeling. Proposals should be submitted to the core clusters (Ecosystem Sciences, Evolutionary Processes, Population and Community Ecology, and Systematics and Biodiversity Sciences). DEB also encourages interdisciplinary proposals that cross conceptual boundaries and integrate over levels of biological organization or across multiple spatial and temporal scales.Research addressing ecology and ecosystem science in the marine biome should be directed to the Biological Oceanography Program in the Division of Ocean Sciences; research addressing evolution and systematics in the marine biome should be directed to the Evolutionary Processes or Systematics and Biodiversity Science programs in DEB. All DEB programs also encourage proposals that leverage NSF-supported data networks, databases, centers, and other forms of scientific infrastructure, including but not limited to the National Ecological Observatory Network (NEON), Environmental Data Initiative (EDI), and Integrated Digitized Biocollections (iDigBio). The Rules of Life Track supports integrative proposals that span population, species, community and ecosystem scales normally funded by DEB, to organismal, cellular and molecular scales typically funded by other divisions in the Biological Sciences.

The OFRN Round 5 Sustaining Ohio's Aeronautical Readiness and Innovation in the Next Generation (SOARING) Opportunity Announcement is focused on expanding Ohio's research and development capabilities across the state's academic institutions and business in support of Ohio-based federal partner needs, which ultimately promotes Ohio's economic growth.  OFRN Round 5 Areas of Interest (AOIs) include topics in Unmanned Aerial Systems (UAS), Artificial Intelligence, Human Factors, Data Analytics, Space Commercialization, Quantum Communications and Advanced Power Systems.  This announcement seeks to leverage Ohio's unique research capabilities and its federal partner's expertise to accelerate technology development and innovation by increasing collaboration across government, academic, and industry organizations. 

Within the framework of the For Women in Science partnership between the L'Oréal Foundation and UNESCO, we are launching the 2014 call for nominations for outstanding women scientist form all over the world. Five 100.000$ prizes will be awarded in march 2014 in Paris to five women scientists, one per region, for the contributions of their research, the strength of their commitments and their impact on society. An international Jury of eminent scientists presided in 2013 by the Nobel Prize winner, Ahmed Zewali, makes the final selection.

The New Scholars Program supports projects to help early- to mid-career women scientists balance family responsibilities with demanding academic careers. New Scholars seeks to actively address the attrition rate of talented women scientists caused by work-life balance issues.

CAREER: The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation's most prestigious awards in support of junior faculty who exemplify the role of teacher-scholars through outstanding research, excellent education and the integration of education and research within the context of the mission of their organizations. Such activities should build a firm foundation for a lifetime of leadership in integrating education and research. NSF encourages submission of CAREER proposals from junior faculty members at all CAREER-eligible organizations and especially encourages women, members of underrepresented minority groups, and persons with disabilities to apply.

The goal of the Office of Science Graduate Student Research (SCGSR) program is to prepare graduate students for science, technology, engineering, or mathematics (STEM) careers critically important to the DOE Office of Science mission, by providing graduate thesis research opportunities at DOE laboratories.  The SCGSR program provides supplemental awards to outstanding U.S. graduate students to pursue part of their graduate thesis research at a DOE laboratory in areas that address scientific challenges central to the Office of Science mission. The research opportunity is expected to advance the graduate students' overall doctoral thesis while providing access to the expertise, resources, and capabilities available at the DOE laboratories.

I-Corps@Ohio is a statewide program to assist faculty and graduate students from Ohio universities and colleges to validate the market potential of their technologies and validate and launch startup companies. I-Corps@Ohio is modeled after the National Science Foundation's (NSF) successful I-Corps program, which is proven to increase innovation, entrepreneurship, and industry collaboration. The I-Corps@Ohio program is an initiative of the Ohio Department of Higher Education.

The National Science Foundation is soliciting proposals for the management and operation of the National Center for Atmospheric Research (NCAR). NCAR, an NSF Federally Funded Research and Development Center (FFRDC), is a center of excellence supporting the atmospheric, geospace and broader Earth sciences communities. NCAR operates world-class observational facilities and computing infrastructure, conducts extensive in-house research, maintains vigorous programs of education, outreach, and the promotion of diversity, and cultivates extensive national and international collaborations. NCAR also carries out research and development on behalf of other organizations, most commonly other U.S. Government agencies. This work, which can only be undertaken if it supports the NCAR mission, currently accounts for approximately 30% of NCAR's total funding.

The Directorates for Engineering (Division of Chemical, Bioengineering, Environmental & Transport Systems), Geosciences (Division of Atmospheric and Geospace Sciences) and Mathematical and Physical Sciences (Divisions of Astronomical Sciences and Physics) of the National Science Foundation (NSF) and the Office of Science/Office of Fusion Energy Sciences (SC/FES) of the Department of Energy (DOE) are continuing in FY2014 the joint Partnership in Basic Plasma Science and Engineering begun in FY1997 and continued in FY2000, FY2003, FY2006 and FY2009. As stated in the original solicitations (NSF 97-39, NSF 99-159, NSF 02-84, NSF 05-619, NSF 09-596), which are superseded by the present solicitation, the goal of the initiative is to enhance plasma research and education in this broad, multidisciplinary field by coordinating efforts and combining resources of the two agencies. The current solicitation also encourages submission of proposals to perform basic plasma experiments on the Large Aperture Plasma Device (LAPD) at the University of California, Los Angeles (UCLA), a unique user facility designed to serve the needs of the broader plasma community.

NSF and selected foreign counterpart science and technology agencies sponsor international research institutes for U.S. graduate students in seven East Asia and Pacific locations at times set by the counterpart agencies between June and August each year. The Summer Institutes (EAPSI) operate similarly and the research visits to a particular location take place at the same time. Although applicants apply individually to participate in a Summer Institute, awardees become part of the cohort for each location. Applicants must propose a location, host scientist, and research project that is appropriate for the host site and duration of the international visit. An EAPSI award provides U.S. graduate students in science, engineering, and education: 1) first-hand research experiences in Australia, China, Japan, Korea, New Zealand, Singapore, or Taiwan; 2) an introduction to the science, science policy, and scientific infrastructure of the respective location; and 3) an orientation to the society, culture, and language. It is expected that EAPSI awards will help students initiate professional relationships to enable future collaboration with foreign counterparts. The NSF award includes participation in the Pre-Departure Orientation, summer stipend of $5,000, and roundtrip airplane ticket to the host location. EAPSI partner agencies pay in-country living expenses during the Summer Institutes.
