    This Dear Colleague Letter is to alert all basic science and engineering communities, including education researchers, to the Foundation's interest in receiving proposals that, while investigating fundamental questions, seek to pose and test hypotheses that could inform research in forensic sciences. The interest spans both disciplinary and interdisciplinary research. Additionally, the wide public interest in forensics can provide an effective vehicle for basic research in science education. International partnerships, where appropriate, are encouraged, as are synergistic interactions with forensics and/or law enforcement agencies and organizations. Proposals for workshops to explore fundamental science drivers and their relevance to forensics are also welcome.

    The BLM has worked with the Geological Society of America GeoCorps America Program for over 15 years to provide geoscientists, college students, professionals, and retirees, hands on experience in overall land management. The need for geoscience expertise is great. In many cases, geoscience is not adequately addressed in education, resource management, geological hazards mitigation, and other geological work on public lands. The GeoCorps program, dating from 1997, strives to increase the number of geoscientists able to provide educational outreach to a multitude of diverse land managers in order to address a more global approach for overall land management decisions and to raise the publicÿfds knowledge and awareness of the value of geoscience resources on public lands. The objective of this program is to continue to provide geoscientists, college students, professionals, and retirees, hands on experience in resource management, geological hazards mitigation, and other geological work related to overall land management in order to develop skills and abilities in geosciences.

Toward this goal, the agency conducts and supports weather and climate research, oceanic and atmospheric observations, modeling, information management, assessments, interdisciplinary decision-support research, outreach, education, and partnership development. Climate variability and change present society with significant economic, health, safety, and security challenges and opportunities. In meeting these challenges, and as part of NOAA's climate portfolio within the Office of Oceanic and Atmospheric Research (OAR), the Climate Program Office (CPO) advances scientific understanding, monitoring, and prediction of climate and its impacts, to enable effective decisions. Within this context, CPO manages competitive research programs through which NOAA funds high-priority climate science, assessments, decision support research, outreach, education, and capacity-building activities designed to advance our understanding of the Earth's climate system, and to foster the application and use of this knowledge to improve the resilience of our Nation and its partners. CPO supports research that is conducted across the United States and internationally. CPO's climate research portfolio is designed to achieve a fully integrated research and applications program.     Through this solicitation, NSF provides the opportunity for the earthquake engineering community to recompete to operate the "second generation" of NEES, hereinafter referred to in this solicitation as "NEES2."  Proposals are solicited by NSF's Division of Civil, Mechanical and Manufacturing Innovation to provide, manage, operate, and maintain NEES2 to support frontier earthquake engineering research, innovation, education, and workforce development for the five-year period from October 1, 2014 to September 30, 2019 [i.e., fiscal year (FY) 2015-FY 2019].  Recompeted through this solicitation for NEES2 are the following components:  (a) a network-wide NEES2 management office (NMO) with the Principal Investigator (PI)/Network Director located at the lead institution, (b) four to six experimental facilities that provide the most critical and technically advanced capabilities and data needed by the earthquake engineering research community for transformative research, plus a post-earthquake, rapid response research (PERRR) facility, (c) community-driven, production-quality cyberinfrastructure, and (d) education and community outreach activities.  This solicitation does not separately compete the components. Instead, it requests proposals to integrate all these components into a cohesive earthquake engineering research infrastructure for FY 2015-FY 2019.

    EarthScope is an Earth science program to explore the 4-dimensional structure of the North American continent. The EarthScope Program provides a framework for broad, integrated studies across the Earth sciences, including research on fault properties and the earthquake process, strain transfer, magmatic and hydrous fluids in the crust and mantle, plate boundary processes, large-scale continental deformation, continental structure and evolution, and composition and structure of the deep Earth.     The GIP and MIS youth internship programs provide opportunities for geoscientists and other natural resource scientists to assist with inventorying, monitoring, research, and interpretation/education projects on lands administered by the NPS. The projects and work products enable the participants, public, and park staff to gain a better understanding of the natural resources in NPS units and assist park staff with managing its resources using sound science. The National Park Service, the Department of Interior, and the President of the United States have sought to increase science-based resource management in national park units, to improve the understanding of resources and incorporation of such information by park managers in making decisions, to improve the quality of information given to the public, and to increase the number of NPS partners and volunteers helping parks. The actions to be undertaken will help address numerous NPS GPRA goals. Hiring interns through the GIP Program addresses unmet geoscience needs identified by parks, regions, networks, and central offices and advances the Departments of the Interior¿s and NPS¿ diversity and youth initiatives. The NPS benefits from addressing identified NPS objectives through the program partner, The Geological Society of America which has similar education and outreach goals.

    The International Research Experiences for Students (IRES) program supports international research and research-related activities for U.S. science and engineering students. The IRES program contributes to development of a diverse, globally-engaged workforce with world-class skills. IRES focuses on active research participation by undergraduate or graduate students in high quality international research, education and professional development experiences in NSF-funded research areas. The overarching, long-term goal of the IRES program is to enhance U.S. leadership in research and education and to strengthen economic competitiveness through training the next generation of research leaders. This solicitation features three mechanisms; proposers are required to select one of the following tracks to submit their proposal. Track I focuses on the development of world-class research skills in international cohort experiences. Track II is dedicated to targeted, intensive learning and training opportunities that leverage international knowledge at the frontiers of research. Track III supports U.S. institutional collaborations to develop, implement and evaluate innovative models for high-impact, large-scale international research and professional development experiences for U.S. graduate students. Student participants supported by IRES funds must be citizens, nationals, or permanent residents of the United States. Students do not apply directly to NSF to participate in IRES activities. Students apply to NSF-funded investigators who receive IRES awards. To identify appropriate IRES projects, students should consult the directory of active IRES awards. All PIs, co-PIs and Senior Personnel on IRES proposals must be from U.S. based institutions.
