Windows Central reports that Microsoft is planning to replace its Edge browser, which uses Microsoft's own EdgeHTML rendering engine and Chakra JavaScript engine, with a new browser built on Chromium, the open source counterpart to Google's Chrome. The new browser has the codename Anaheim.

The Supreme Court of Facebook is about to become a reality. When Facebook CEO Mark Zuckerberg first mentioned the idea of an independent oversight body to determine the boundaries of acceptable speech on the platform—“almost like a Supreme Court,” he said—in an April 2018 interview with Vox, it sounded like an offhand musing.  But on Nov. 15, responding to a New York Times article documenting how Facebook’s executives have dealt with the company’s scandal-ridden last few years, Zuckerberg published a blog post announcing that Facebook will “create a new way for people to appeal content decisions to an independent body, whose decisions would be transparent and binding.” Supreme Court of Facebook-like bodies will be piloted early next year in regions around the world, and the “court” proper is to be established by the end of 2019, he wrote.

According to President Putin’s Adviser on Telecommunications, German Klimenko, the US Department of Commerce persists in refusing to internationalize control of the internet network. According to Klimenko, Russia would have been ready from the beginning of March to withdraw from the US system and to launch its own telecommunication systems.

The directors of the CIA, FBI, NSA and several other intelligence agencies express their distrust of Apple-rival Huawei and fellow Chinese telecom company ZTE. During a hearing, the intelligence chiefs commended American telecom companies for their measured resistance to the Chinese companies. Huawei has been trying to enter the U.S. market, first through a partnership with AT&T that was ultimately called off.

On the Net Neutrality National Day of Action, Senate and House Democrats introduced a Congressional Review Act (CRA) resolution to overturn the Federal Communications Commission’s (FCC) partisan decision on net neutrality. At a press conference today, Senators Edward J. Markey (D-Mass.), Congressman Mike Doyle (PA-14), Senate Democratic Leader Chuck Schumer (D-N.Y.), and House Democratic Leader Nancy Pelosi (CA-12) announced introduction of House and Senate resolutions to fully restore the 2015 Open Internet Order. The Senate CRA resolution of disapproval stands at 50 supporters, including Republican Senator Susan Collins (R-Maine.). Rep. Doyle’s resolution in the House of Representatives currently has 150 co-sponsors.   The FCC’s Open Internet Order prohibited internet service providers from blocking, slowing down, or discriminating against content online. Repealing these net neutrality rules could lead to higher prices for consumers, slower internet traffic, and even blocked websites. A recent poll showed that 83 percent of Americans do not approve of the FCC’s action to repeal net neutrality rules.  

A copy of the CRA resolution can be found HERE.   Last week, the FCC’s rule repealing net neutrality was published in the Federal Register, leaving 60 legislative days to seek a vote on the Senate floor on the CRA resolutions. In order to force a vote on the Senate resolution, Senator Markey will submit a discharge petition, which requires a minimum of 30 Senators’ signature. Once the discharge petition is filed, Senator Markey and Senate Democrats will demand a vote on the resolution.

Four of the country's largest cellular providers have been selling your real-time location information, allowing a Texas-based prison technology company, Securus, to track any phone "within seconds," without a warrant.  The system uses data sold by AT&T, Sprint, T-Mobile, Verizon and other carriers - who provide it through an intermediary called LocationSmart.  The service can find the whereabouts of almost any cellphone in the country within seconds. It does this by going through a system typically used by marketers and other companies to get location data from major cellphone carriers, including AT&T, Sprint, T-Mobile and Verizon, documents show. -New York Times Last week Sen. Ron Wyden (D-OR) sent a letter to the FCC demanding an investigation into Securus, after the New York Times revealed that former Mississippi County sheriff Cory Hutcheson used the service almost a dozen time to track the phones of other officers, and even targeted a judge. 

As it continues to explore new business models that may work in a world focused on privacy rather than broadly sharing data online, Facebook on Tuesday revealed plans for its own global digital currency, Libra, which aims to allow users to make purchases or send money with close to zero transaction fees. Facebook said it hopes Libra will make it easier for the estimated 1.7 billion unbanked adults worldwide to access banking services and transfer money electronically. “Just as people can use their phones to message friends anywhere in the world today, with Libra, the same can be done with money — instantly, securely and at a low cost,” Facebook said in a Libra white paper.

Users will be able to make transactions with Libra by 2020, Facebook says, both through a standalone app called Calibra as well as with Facebook’s own family of apps. Unlike bitcoin and some similar offerings, the price of Libra is tied to low-risk assets, which should prevent the speculative behavior and wild price swings plaguing other digital currencies. The currency will be overseen by the Libra Association, a Switzerland-based collective of more than a dozen companies, including Visa, Uber and Mastercard, each of whom have invested at least $10 million in the technology. Users of Libra will pay $1 to use Libra which will sit in a bank account and earn interest which will pay the Libra Association.

Hong said Apple dropped to fourth place in global smartphone sales, shipping 35.3 million iPhones in 2Q19 compared to the 36.2 million units shipped by Oppo, 58.7 million units by Huawei, and 75.1 million units by Samsung. "Apple continues to face challenges in terms of unit shipments -- a trend that is unlikely to be fixed soon," Hong said. While Apple has been marketing overpriced iPhones, Samsung, Huawei, and Oppo have been quickly building market share, taking some of it away from Apple, by offering reasonably priced smartphones.

The U.S. Department of Justice is investigating whether big technology companies are engaged in anticompetitive behavior, addressing a rising tide of criticism they have become too powerful to the detriment of consumers.

The Justice Department has said it will investigate “whether and how” online platforms in “search, social media, and some retail services online” are engaging in behavior that stifles competition and harms consumers. While the Justice Department did not name any targets in announcing the probe on Tuesday, sources have indicated Alphabet Inc’s Google, social media giant Facebook Inc, online retailer Amazon.com Inc and possibly Apple Inc will likely be reviewed. Here’s what regulators could focus on at the big technology companies:

The escalating trade war is starting to damage Apple's brand in China, according to a new survey of Chinese consumer trends.  The brand consultancy Prophet surveyed 13,500 Chinese consumers and discovered that a wave of nationalism is sweeping across the country, deterring many from using US brands.  Apple plunged in the company's latest brand-relevance index, published Wednesday, which asked respondents which brands they liked the most. Apple crashed to No.24 in the index, falling from No. 11 last year. Before the trade war began, Apple was No. 5. Rivals like Huawei soared in the index to the No. 2 spot, just behind Chinese payment service Alipay.

The United States, the United Kingdom and Australia have called on Facebook Inc to not go ahead with end-to-end encryption across its messaging services unless law enforcement officials have backdoor access, saying encryption hindered the fight against child abuse and terrorism.

The United States and United Kingdom also signed a special data agreement that would fast track requests from law enforcement to technology companies for information about the communications of terrorists and child predators. Law enforcement could get information in weeks or even days instead of the current wait of six months to two years. The latest tug-of-war between governments and tech companies over user data could also impact Apple Inc, Alphabet Inc’s Google and Microsoft Corp, as well as smaller encrypted chat apps like Signal.

n a blog post on Tuesday, YouTube said it had removed more than 100,000 videos and over 17,000 channels for violating its hate speech rules in April through June, which is five times more than it removed in the previous three months. It also took down over 500 million comments over hate speech. YouTube attributed the increase to its recent efforts to counter the proliferation of hate content. In June, the company updated its hate speech policy to include a ban on supremacist content and the removal of videos that deny well-documented atrocities, such as the Holocaust, and the 2012 shooting rampage at Sandy Hook elementary school.

Billboards targeting legislators who voted to end online privacy measures earlier this year have gone up in key districts, as promised by activists. Digital rights group Fight for the Future vowed to put up the ads against Reps. Marsha Blackburn (R-Tenn.) and John Rutherford (R-Fla.), Sens. Jeff Flake (R-Ariz.) and Dean Heller (R-Nev.), as well as other lawmakers after they voted in favor of a resolution, introduced by Flake, that overturned federal rules preventing broadband providers from selling user data to third parties without consent. Blackburn, Rutherford, Flake, and Heller took large contributions from the telecommunications industry before supporting the resolution, Fight for the Future said. The billboards—paid for through a crowdfunded campaign—encourage viewers to contact the lawmakers’ offices and ask why they voted against their constituents’ privacy rights.

Flake’s resolution was introduced under the Congressional Review Act (CRA), which gives lawmakers the authority to overturn recently-introduced agency rules with a simple majority. The Federal Communications Commission (FCC) implemented the data-sharing ban in October. Once a rule is repealed under the CRA, an agency cannot reintroduce it without specific authorization by a new law.

In its seventh CIA leak since March 23rd, WikiLeaks has just revealed the user manual of a CIA hacking tool known as ‘Archimedes’ which is purportedly used to attack computers inside a Local Area Network (LAN).  The CIA tool works by redirecting a target’s The CIA tool works by redirecting a target’s web page search to a CIA server which serves up a web page that looks exactly like the original page they were expecting to be served, but which contains malware. It’s only possible to detect the attack by examining the page source.

WikiLeaks has published what it says is another batch of secret hacking manuals belonging to the US Central Intelligence Agency as part of its Vault7 series of leaks. The site is billing Vault7 as the largest publication of intelligence documents ever. Friday's installment includes 27 documents related to "Grasshopper," the codename for a set of software tools used to build customized malware for Windows-based computers. The Grasshopper framework provides building blocks that can be combined in unique ways to suit the requirements of a given surveillance or intelligence operation. The documents are likely to be of interest to potential CIA targets looking for signatures and other signs indicating their Windows systems were hacked. The leak will also prove useful to competing malware developers who want to learn new techniques and best practices. "Grasshopper is a software tool used to build custom installers for target computers running Microsoft Windows operating system," one user guide explained. "An operator uses the Grasshopper builder to construct a custom installation executable."

The Russian government is reportedly considering building an “independent internet infrastructure” that it can use as an alternative to the global Domain Name System, or DNS system. Last month, Russia’s Security Council asked the government to start building a backup DNS system citing “the increased capabilities of Western nations to conduct offensive operations.”

However, some defense experts say the move could “have more to do with Moscow’s own plans for offensive cyber operations,” according to the Defense One website. The alternative DNS would also serve the so-called BRIC nations — Brazil, Russia, India, China, and South Africa — and would operate independently of international organizations.

Russian president Vladimir Putin set a deadline of August 2018 to complete the infrastructure.

Today we are releasing the implementation guide for EFF’s Do Not Track (DNT) policy. For years users have been able to set a Do Not Track signal in their browser, but there has been little guidance for websites as to how to honor that request. EFF’s DNT policy sets out a meaningful response for servers to follow, and this guide provides details about how to apply it in practice. At its core, DNT protects user privacy by excluding the use of unique identifiers for cross-site tracking, and by limiting the retention period of log data to ten days. This short retention period gives sites the time they need for debugging and security purposes, and to generate aggregate statistical data. From this baseline, the policy then allows exceptions when the user's interactions with the site—e.g., to post comments, make a purchase, or click on an ad—necessitates collecting more information. The site is then free to retain any data necessary to complete the transaction. We believe this approach balances users’ privacy expectations with the ability of websites to deliver the functionality users want. Websites often integrate third-party content and rely on third-party services (like content delivery networks or analytics), and this creates the potential for user data to be leaked despite the best intentions of the site operator. The guide identifies potential pitfalls and catalogs providers of compliant services. It is common, for example, to embed media from platforms like You Tube, Sound Cloud, and Twitter, all of which track users whenever their widgets are loaded. Fortunately, Embedly, which offers control over the appearance of embeds, also supports DNT via its API, displaying a poster instead and loading the widget only if the user clicks on it knowingly.

Knowledge makes the difference between willing tracking and non-consensual tracking. Users should be able to choose whether they want to give up their privacy in exchange for using a site or a  particular feature. This means sites need to be transparent about their practices. A great example of this is our biggest adopter, Medium, which does not track DNT users who browse the site and gives clear information about tracking to users when they choose to log in. This is their previous log-in panel, the DNT language is currently being added to their new interface.
