The landmark document specifically condemns internet shutdowns and renews 2012 and 2014 resolutions that declared, unequivocally, that human rights apply online just as they do offline."

Calls on all States to refrain from and cease such measures. "[T]he same rights that people have offline must also be protected online, in particular freedom of expression, which is applicable regardless of frontiers and through any media of one's choice." The resolution is non-binding. "
