Ellinides said in an interview arranged by a spokeswoman for Commissioner Siim Callas, who oversees procurement, that studies showed the costs of moving to open source outweighed the benefits. He said it may be time for a new study.

"For the moment we are working in a Microsoft environment," said Christos Ellinides, director of corporate IT solutions and services, who recommends software for the Commission.

SproutCore brings the values of Leopard’s Cocoa to the web, domesticating JavaScript into a functional application platform with lots of free built-in support for desktop features. Being based on open web standards and being open source itself means SproutCore will enable developers to develop cross platform applications without being tied to either a plugin architecture or its vendor. Sitting on top of web standards will also make it easy for Apple and the community to push SproutCore ahead without worrying about incompatible changes to the underlying layers of Windows, a significant problem for the old Yellow Box or some new Cocoa analog. SproutCore also lives in a well known security context, preventing worries about unknown holes being opened up by a new runtime layer.

Google (NSDQ: GOOG) has obtained a broad patent for a data center in a container, which might put a kink in product plans for companies like Sun Microsystems (NSDQ: JAVA), Rackable Systems, and IBM (NYSE: IBM). The patent, granted Tuesday, covers "modular data centers with modular components that can implemented in numerous ways, including as a process, an apparatus, a system, a device, or a method."

The U.S. Patent Trademark Office site reveals patent number 7,278,273 as describing modules in intermodal shipping containers, or those that can be shipped by multiple carriers and systems. It also covers computing systems mounted within temperature-controlled containers, configured so they can ship easily, be factory built and deployed at data center sites.

If this sounds familiar, it might just be. Google's patent description resembles Sun Microsystems' data center in a box, called Project Blackbox. During its debut last year, Sun installed a Blackbox -- essentially a cargo container for 18-wheelers -- outside of Grand Central Station in New York City to show how easily one of their data centers could be installed. Google's patent description also has similarities to Rackable Systems' ICE Cube as well as IBM's Scalable Modular Data Center.

For much of this decade, Web browsing has been dominated by Microsoft's Internet Explorer (IE), which at its height achieved market share numbers approaching 95%, with the result that Microsoft owned a de facto standard for the Web and held effective veto power over the future of HTML. During much of this period, Microsoft suspended development of IE, with the result that virtually no new features appeared within the world's dominant browser from 2001 to 2006. But while IE was sleeping, one of the biggest phenomena of the computer age happened: Ajax. Clever Web developers discovered gold in them there mountains. Using Ajax techniques, Web developers could create desktop-like rich user interfaces right in the browser. Not only that, Ajax was evolutionary. Ajax offered an incremental path from the industry's existing HTML-based infrastructure and know-how, allowing Web developers to add rich Ajax elements to an existing HTML page.

A companion community effort helping to accelerate the adoption of open standards is the Web Standards Project (http://www.webstandards.org), which is producing a set of "acid tests" that verify browser support for Open Web technologies, such as HTML, CSS and JavaScript. The Time to Pounce Has Come I agree with DonnieBoy. Microsoft will try to leverage their MSOffice monopoly to dominate the newly emerging marketplace of Web-Stack and Cloud Computing solutions. I also believe that for Microsoft, the final pieces of this puzzle fell into place on March 29th, 2008 with ISO approval of the MSOffice-OOXML document format. For most businesses, Microsoft is the "client" in "client/server". The great transition from client/server to client/ Web-Stack /server has been slow because Microsoft was uncertain as to how they could control this transition. Some light was shed on the nature of this "uncertainty" when the Combs vs. Microsoft antitrust case brought forth a 1998 eMail from Chairman Bill to the MSOffice development team. The issue for the good Chairman was that of controlling the formats and protocols used to connect MSOffice to a Web centric world. MSOffice support for Open Web formats and protocols like (X)HTML, CSS, and WebDAV were out of the question. Microsoft needed to figure out how pull off this transition with proprietary formats and protocols. And avoid the wrath of antitrust in the process!

Service orientation addresses these challenges by centering on rapidly evolving XML and Web services standards that are revolutionizing how developers compose systems and integrate them over distributed networks. No longer are developers forced to make do with rigid and proprietary languages and object models that used to be the norm before service orientation came into play. The emergence of this new methodology is helping to develop new approaches specifically for Web-based distributed computing. This revolution is transforming the business by integrating disparate systems to establish a real-time enterprise. Making information available where it is needed to simplify merchandising processes requires a methodology that is based on loosely coupled integration between various in-store and back-end applications. This demand makes it critical for an architecture that is based on service orientation for integration between disparate applications. In addition, surfacing information at the right place requires the ability to compose dynamic applications using an array of underlying services. The Office Business Applications platform provides this ability to create composite applications, such as dashboards for the store, regional, and corporate managers.

The new technology, dubbed TraceMonkey, promises to speed up Firefox's ability to deliver complex applications. The move heightens the threat posed by a nascent group of online alternatives to Microsoft's most profitable software: PC applications, like Microsoft Office, that allow Microsoft to burn hundreds of millions of dollars on efforts to seize control of the online world. Microsoft's Business Division, which gets 90% of its revenues from sales of Microsoft Office, spat out $12.4 billion in operating income for the fiscal year ending June 30. Google (nasdaq: GOOG - news - people ), however, is playing a parallel game, using profits from its online advertising business to fund alternatives to Microsoft's desktop offerings. Google already says it has "millions" of users for its free, Web-based alternative to desktop staples, including Microsoft's Word, Excel and PowerPoint software. The next version of Firefox, which could debut by the end of this year, promises to speed up such applications, thanks to a new technology built into the developer's version of the software last week. Right now, rich Web applications such as Google Gmail rely on a technology known as Javascript to turn them from lifeless Web pages into applications that respond as users mouse about a Web page. TraceMonkey aims to turn the most frequently used chunks of Javascript code embedded into Web pages into binary form--allowing computers to hustle through the most used bits of code--without waiting around to render all of the code into binary form.

Because vendors host applications in their own datacenters, companies don't have to concern themselves with hardware provisioning and software maintenance. By living in the Internet "cloud," these hosted applications simplify sharing and collaboration among employees. However, the experience of users living through the recent Google Apps outages could serve as a deterrent to some IT and business managers who might not be ready to ditch conventional software packages that are installed on their servers.

Google's long-awaited offline access for Gmail is here, bringing a sigh of relief to users of Google's messaging and collaboration software. Google Apps Standard Edition users will be able to access it immediately with a few steps, while consumers will see a more gradual rollout. The move should put Google on a more level playing field in cloud computing versus Microsoft, Yahoo Zimbra, Zoho and others with e-mail clients that already provide offline access.

In January 2008 the Commission opened a competition law investigation related to the inclusion of various capabilities in our Windows operating system software, including Web browsing software. The investigation was precipitated by a complaint filed with the Commission by Opera Software ASA, a firm that offers Web browsing software. On January 15, 2009, the European Commission issued a statement of objections expressing the Commission’s preliminary view that the inclusion of Internet Explorer in Windows since 1996 has violated European competition law. According to the statement of objections, other browsers are foreclosed from competing because Windows includes Internet Explorer. We will have an opportunity to respond in writing to the statement of objections within about two months. We may also request a hearing, which would take place after the submission of this response. Under European Union procedure, the European Commission will not make a final determination until after it receives and assesses our response and conducts the hearing, should we request one. The statement of objections seeks to impose a remedy that is different than the remedy imposed in the earlier proceeding concerning Windows Media Player.

While computer users and OEMs are already free to run any Web browsing software on Windows, the Commission is considering ordering Microsoft and OEMs to obligate users to choose a particular browser when setting up a new PC. Such a remedy might include a requirement that OEMs distribute multiple browsers on new Windows-based PCs. We may also be required to disable certain unspecified Internet Explorer software code if a user chooses a competing browser. The statement of objections also seeks to impose a significant fine based on sales of Windows operating systems in the European Union. In January 2008, the Commission opened an additional competition law investigation that relates primarily to interoperability with respect to our Microsoft Office family of products. This investigation resulted from complaints filed with the Commission by a trade association of Microsoft’s competitors.

Tipsters in New York City can now send photos and video from computers and Web-enabled cell phones and PDAs to the city's 911 and non-emergency hot lines to report crimes and quality-of-life issues such as potholes, officials announced Tuesday.
