European Union fines Intel a record $1.45 billion - Los Angeles Times - 0 views

  • European regulators today levied a record antitrust fine of $1.45 billion against Intel. Corp. for abusing its position as the world's dominant computer chip maker. The fine comes after nearly two years of investigation by the European Commission into allegations that the Santa Clara company offered improper rebates and other discounts to discourage companies from buying microprocessors from its smaller rival, Advanced Micro Devices Inc. Complaints from AMD triggered the case.

  • That is why I am proposing that the FCC use its Title II authority to implement and enforce open internet protections. Using this authority, I am submitting to my colleagues the strongest open internet protections ever proposed by the FCC. These enforceable, bright-line rules will ban paid prioritization, and the blocking and throttling of lawful content and services. I propose to fully apply—for the first time ever—those bright-line rules to mobile broadband. My proposal assures the rights of internet users to go where they want, when they want, and the rights of innovators to introduce new products without asking anyone’s permission. All of this can be accomplished while encouraging investment in broadband networks. To preserve incentives for broadband operators to invest in their networks, my proposal will modernize Title II, tailoring it for the 21st century, in order to provide returns necessary to construct competitive networks. For example, there will be no rate regulation, no tariffs, no last-mile unbundling. Over the last 21 years, the wireless industry has invested almost $300 billion under similar rules, proving that modernized Title II regulation can encourage investment and competition.

Android hogged the spotlight at Google I/O, but performance improvements in Google's Chrome browser show that the company hasn't given up on trying to advance its other programming foundation -- the Web. The mobile version of Chrome has become much more responsive since 2013, said Paul Irish, a developer advocate on the Chrome team, speaking at the San Francisco conference. "We've improved the speed of animation by 75 percent and of scrolling 35 percent," Irish told developers Thursday. "We're committed to getting you 60 frames per second on the mobile Web." That performance is crucial for persuading people to use Web sites rather than native apps for things like posting on social networks, reading news, and playing games. It's also key to getting programmers to take the Web path when so many today focus on native apps written directly for Google's Android operating system and Apple's iOS competitor. The 60 frames-per-second rate refers to how fast the screen redraws when elements are in motion, either during games or when people are doing things like swiping among pages and dragging icons. The 60fps threshold is the minimum that game developers strive for, and to achieve it with no distracting stutters, a device must calculate how to update its entire screen every 16.7 milliseconds. Google, whose Android operating system initially lagged Apple's rival iOS significantly in this domain of responsiveness, has made great strides in improving its OS and its apps. But the mobile Web hasn't kept pace, and that means programmers have been more likely to aim for native apps rather than Web-based apps that can run on any device. ............................   • "Today at the first annual Code Conference, Microsoft demonstrated its new real-time translation in Skype publicly for the first time. Gurdeep Pall, Microsoft's VP of Skype and Lync, compares the technology to Star Trek's Universal Translator. During the demonstration, Pall converses in English with a coworker in Germany who is speaking German. 'Skype Translator results from decades of work by the industry, years of work by our researchers, and now is being developed jointly by the Skype and Microsoft Translator teams. The demo showed near real-time audio translation from English to German and vice versa, combining Skype voice and IM technologies with Microsoft Translator, and neural network-based speech recognition.'"

    Haven't yet explored to see what's beneath the marketing hype. And I'm less than excited about the Skype with its NSA tendrils being the vehicle of audio translations of human languages. But given the progress in: [i] automated translations of human texts; [ii] audio screenreaders; and [iii] voice-to-text transcription, this is one we saw coming. Slap the three technologies together and wait until processing power catches up to what's needed to produce a marketable experience. After all, the StarTrek scriptwriters saw this coming too.   Ray Kurzweil, now at Google, should get a lot of the pioneer credit here. His revolutionary optical character recognition algorithms soon found themselves redeployed in text-to-speech synthesis and speech recognition technology. From Wikipedia: "Kurzweil was the principal inventor of the first CCD flatbed scanner, the first omni-font optical character recognition, the first print-to-speech reading machine for the blind, the first commercial text-to-speech synthesizer, the first music synthesizer Kurzweil K250 capable of recreating the grand piano and other orchestral instruments, and the first commercially marketed large-vocabulary speech recognition." Not bad for a guy the same age as my younger brother. But Microsoft's announcement here may be more vaporware than hardware in production and lines of executable code. Microsoft has a long history of vaporware announcements to persuade potential customers to hold off on riding with the competition.  And the Softies undoubtedly know that Google's human language text translation capabilities are way out in front and that the voice to text and text to speech API methods have already found a comfortable home in Android and Chromebook. What does Microsoft have that's ready to ship if anything? I'll check it out tomorrow.

About four dozen states and jurisdictions, including New York and Texas, have conducted parallel investigations and some of them are expected to bring separate complaints against the company’s grip on technology for online advertising.   • That’s not a bug. It’s a function of Apple policy. With some exceptions, the company doesn’t let users pay app makers directly for their apps or digital services. They can only pay Apple, which takes a 30% cut of all revenue and then passes 70% to the developer. (For subscription services, which account for the majority of App Store revenues, that 30% cut drops to 15% after the first year.) To tighten its grip, Apple prohibits the affected apps from even telling users how they can pay their creators directly.In 2018, unwilling to continue paying the “Apple tax,” Netflix followed Spotify and Amazon’s Kindle books app in pulling in-app purchases from its iOS app. Users must now sign up elsewhere, such as on the company’s website, in order for the app to become usable. Of course, these brands are big enough to expect that many users will seek them out anyway.
  • Smaller app developers, meanwhile, have little choice but to play by Apple’s rules. That’s true even when they’re competing with Apple’s own apps, which pay no such fees and often enjoy deeper access to users’ devices and information.Now, a handful of developers are speaking out about it — and government regulators are beginning to listen.   • Whether Apple customers have a real choice in mobile platforms, once they’ve bought into the company’s ecosystem, is another question. In theory, they could trade in their pricey hardware for devices that run Android, which offers equivalents of many iOS features and apps. In reality, Apple has built its empire on customer lock-in: making its own gadgets and services work seamlessly with one another, but not with those of rival companies. Tasks as simple as texting your friends can become a migraine-inducing mess when you switch from iOS to Android. The more Apple products you buy, the more onerous it becomes to abandon ship.

It was the monopoly power of railroads in the late 19th century — and their ability to make or break the businesses that used their tracks — that spurred the first U.S. antitrust regulations.There’s another Jobs quote that’s relevant here. Referencing Picasso’s famous saying, “Good artists copy, great artists steal,” Jobs said of Apple in 2006. “We have always been shameless about stealing great ideas.” Company executives later tried to finesse the quote’s semantics, but there’s no denying that much of iOS today is built on ideas that were not originally Apple’s.

  • The European Commission has opened formal antitrust investigations to assess whether Apple's rules for app developers on the distribution of apps via the App Store violate EU competition rules. The investigations concern in particular the mandatory use of Apple's own proprietary in-app purchase system and restrictions on the ability of developers to inform iPhone and iPad users of alternative cheaper purchasing possibilities outside of apps. The investigations concern the application of these rules to all apps, which compete with Apple's own apps and services in the European Economic Area (EEA). The investigations follow-up on separate complaints by Spotify and by an e-book/audiobook distributor on the impact of the App Store rules on competition in music streaming and e-books/audiobooks.

The Commission will investigate in particular two restrictions imposed by Apple in its agreements with companies that wish to distribute apps to users of Apple devices: (i)   The mandatory use of Apple's own proprietary in-app purchase system “IAP” for the distribution of paid digital content.   • European Union regulators filed antitrust charges Tuesday against Amazon, accusing the e-commerce giant of using its access to data from companies that sell products on its platform to gain an unfair advantage over them.The charges, filed two years after the bloc’s antitrust enforcer began looking into the company, are the latest effort by European regulators to curb the power of big technology companies. Margrethe Vestager, the EU commissioner in charge of competition issues, has slapped Google with antitrust fines totaling nearly $10 billion and opened twin antitrust investigations this summer into Apple. The EU’s executive Commission also opened a second investigation Tuesday into whether Amazon favors product offers and merchants that use its own logistics and delivery system.

  • At the request of CEO Mark Zuckerberg, Facebook officials developed a program called In-App Action Panel (IAAP) that they deployed in 2016 and which was in use through mid-2019, according to the documents, which include internal emails.The program utilized cyberattacks to intercept information from Snapchat, YouTube, and Amazon. The program then decrypted the information.“Facebook’s IAAP Program used nation-state-level hacking technology developed by the company’s Onavo team, in which Facebook paid contractors (including teens) to designate Facebook a trusted ‘root’ certificate authority on their mobile devices, then generated fake digital certificates to redirect secure Snapchat analytics traffic (and later, analytics from YouTube and Amazon) from Snapchat’s servers to Onavo’s; decrypted these analytics and used them for competitive gain, including to inform Facebook’s product strategy; reencrypted them; and sent them up to Snapchat’s servers as though it came straight from Snapchat’s app, with Facebook’s Social Advertising competitor none the wiser,” lawyers said in one of the documents.The lawyers, representing plaintiffs in a lawsuit that accuses Facebook of anti-competitive behavior, were describing emails they obtained through discovery.

  • "Just 40 miles west on the Kansas Turnpike from Kansas City Kansas sits Lawrence, KS. With the slow rollout of Google fiber in their neighbor city, it was looking like their 89,000 people were not going to get the gigabit fiber to the home for quite some time. Up steps Wicked Broadband, a local ISP. With a plan remarkably similar to Google's they look to build out fiber to the home, business, and so on with gigabit speed and similar rates, symmetric bandwidth and no caps. Wicked Fiber's offer is different than Google Fiber's, with more tiers — with cute names. The "Flying Monkey" gigabit plan is $100/month, "Tinman" at 100Mbps is $70/month. They offer TV as well but strangely put Internet streaming and Roku to the fore. They are even using Google's method of installing first in the neighborhoods with the most pre-registration to optimize efficiency, and installing only where there is enough demand. It seems Google's scheme to inspire competition in broadband access is working — if Wicked Fiber gets enough subscribers to make it pay. If this succeeds it may inspire similar ISPs near us to step up to gigabit fiber so let's root for them."

    It shouldn't take a lot of similar initiatives from companies other than Google to force major ISPs to begin rolling out gigabit ISP services in the U.S. in order to protect their market share from predation. To be followed by lower charges, hopefully.

  • It was always a goal to be compatible with the real web while also supporting and promoting open standards.That turns out to be a bit of a challenge when you are faced with a web that is not as open as one might have wanted. Add to that the fact that it is constantly changing and that you don't get site compatibility for free (which some browsers are fortunate enough to do), and it ends up taking up a lot of resources - resources that could have been spent on innovation and polish instead.

  • If switching to WebKit allows us to accelerate our growth and become an important contributor to the project (we will contribute back to WebKit, and have already submitted our first patch (bug)), we may finally have a direct impact on the way web sites are coded. We want sites to be coded for open standards rather than specific browsers.
  • WebKit has matured enough that it is actually possible to make the switch, and we can help it mature even further. In return, we get to spend more resources on a better user experience, and less on chasing an ever-changing web.This move allows us to create a platform for future growth because it allows us to focus our resources on things that can actually differentiate Opera from the competition, and could help the web move in the right direction.
