We're now at an elementary school in Incheon, where students are taking lessons at a whole new level. On their desks are tablet PCs and electronic pens instead of the usual paper and pencils. This is a classroom of the digital age. This school is currently conducting digital textbook lessons for 4th and 5th graders. [Interview : Han Gyeong-su, Vice Principal Incheon Samsan Elementary School] "The digital textbook is a technology combining reference books, exercise books and other resources into one device. Disconnecting users from Internet access, including on the basis of violations of intellectual property rights law 49. While blocking and filtering measures deny access to certain content on the Internet, States have also taken measures to cut off access to the Internet entirely. The Special Rapporteur is deeply concerned by discussions regarding a centralized "on/off" control over Internet traffic.33 In addition, he is alarmed by proposals to disconnect users from Internet access if they violate intellectual property rights. This also includes legislation based on the concept of "graduated response", which imposes a series of penalties on copyright infringers that could lead to suspension of Internet service, such as the so-called "three- strikes-law" in France34 and the Digital Economy Act 2010 of the United Kingdom.35 50. Beyond the national level, the Anti-Counterfeiting Trade Agreement (ACTA) has been proposed as a multilateral agreement to establish international standards on intellectual property rights enforcement. While the provisions to disconnect individuals from Internet access for violating the treaty have been removed from the final text of December 2010, the Special Rapporteur remains watchful about the treaty's eventual implications for intermediary liability and the right to freedom of expression....."

    About this odd bookmark: on Aug. 28, 2011, the Feedjit gadget of ETCjournal.com reported a series of visits by "Paris - Ile de France", "using an unknown browser" and "running on Linux". So chances are that one user corresponds to that profile. As Feedjit is a dynamic service, I chose to use Diigo features to record what "Paris - Ile de France" was viewing and when. I first tried to do so by highlighting and adding sticky notes shared with the ETCJournal Diigo group: this didn't work well. So I added the missing instances by commenting the Diigo bookmark. The result is a bit messy, but all the data are there.

    [George Siemens] June 12th, 2007 "...It's the change underlying these tools that I'm trying to emphasize. Forget blogs…think open dialogue. Forget wikis…think collaboration. Forget podcasts…think democracy of voice. Forget RSS/aggregation…think personal networks. Forget any of the tools…and think instead of the fundamental restructuring of how knowledge is created, disseminated, shared, and validated. But to create real change, we need to move our conversation beyond simply the tools and our jargon. Parents understand the importance of preparing their children for tomorrow's world. They might not understand RSS, mashups, and blogs. Society understands the importance of a skilled workforce, of critical and creative thinkers. They may not understand wikis, podcasts, or user-created video or collaboratively written software. Unfortunately, where our aim should be about change, our sights are set on tools. And we wonder why we're not hitting the mark we desire. Perhaps our vision for change is still unsettled. What would success look like if we achieved it? What would classrooms look like? How would learning occur? We require a vision for change. It's reflected occasionally in classroom 2.0 or enterprise 2.0 projects. But the tool, not change centric, theme still arises. We may think we are talking about change, but our audience hears hype and complex jargon. What is your vision for change?"
