There is an energy future for all of us. This future will most likely be organised around different patterns of production, consumption and behaviour. Like with climate change, action is needed now.  

With appropriate policies and actions, the scientific establishment can be organized to focus its resources on current global threats. To conduct such research, however, it would be necessary to mobilize our relevant intellectual resources and research facilities with the same determination that drove the wartime projects. A program of global scientific cooperation has tremendous potential to address many of the threats and challenges we face.

Failure is not an option, they say. But Polish veto threats, Italian resistance, and German insistence that it will not jeopardise jobs to help save the planet, suggest that the action plan will be diluted. The risk is the EU will draw withering criticism from climate campaigners and signal weakness and indecision to the US, China, India and other key players in the global warming fight.

An article in today’s Washington Post reported on new scientific research suggesting that emissions of greenhouse gases must be reduced to zero by mid-century, in order to prevent global warming that could persist for hundreds of years, perhaps eventually producing average temperatures higher than for millions of years. As the climate debate focuses increasingly on policy, the impact of such findings on efforts to craft practical frameworks for reducing US and global emissions becomes as important as the scientific result itself. The implication of the need for truly radical change contained in this latest report might either galvanize action on capping our emissions, or convince us that none of the current pathways for reducing emissions is truly worth pursuing.

We just wrote about the new LED streelights in Ann Arbor. Now we find these self-contained streetlights that generate 100% of their power from the sun and the wind. During the day, solar power is stored in a battery at the base of the light pole. At night, they illuminate while continuing to generate power via a small vertical-axis wind turbine. The streetlights, dubbed “seagulls”, were spotted in Tokyo outside the Panasonic Center by Hyperexperience. Here’s a video clip of the wind turbine in action:

he Covenant consists of the formal commitment of the adhering cities to go beyond the objectives of the EU in terms of reducing their CO2 emissions through energy efficiency and renewable energy actions. Almost 100 cities throughout Europe, including 15 capital cities, have expressed their early support for the Covenant.

An aggressive pursuit of energy efficiency in the United States over the next 18 years could cut the nation's growth in energy use by 50% or more, according to a new report. The report, "Vision for 2025: Developing a Framework for Change," was prepared by the National Action Plan for Energy Efficiency Leadership Group, which comprises more than 60 leading organizations, with DOE and the U.S. Environmental Protection Agency (EPA) acting as facilitators. The report sets a goal of achieving all cost-effective energy efficiency improvements throughout the United States by 2025. If that goal is achieved, the nation will spend $100 billion less for energy in 2025 than it would otherwise and will avoid emitting 500 million metric tons of carbon dioxide per year. The nation will also achieve $500 billion in net savings from its energy efficiency investments.

Like any typical consumer, the participants in SmartPower’s study want to know what is in it for them. They yearn to be inspired. They do not want to be preached to. They want to feel that they are a part of a “we” approach. They want to understand and feel the real world ramifications of their actions. They’re busy. They’re over worked. They want simple, quick tasks they can do which will make a difference. They want to feel smart and cool. They want to feel empowered and knowledgeable about saving money and saving energy. One of the participants responded, “When I save energy it’s like a light bulb has gone off in my head that I’m getting it.”

With very ambitious EU targets (5.75% biofuels to be used for transport by 2010 and 10% by 2020), Hodson and his colleagues are trying hard to keep up the credibility of the EU’s biofuels action by defining sustainability certification criteria for the use of the alternative fuels.

According to Article 14(2) of the Directive, Member States shall submit their first National Energy Efficiency Action Plan (NEEAP) to the Commission by June 30, 2007. In their NEEAPs, Member States should show how they intend to reach the 9% indicative energy savings target by 2016.
