The reference to the collaboration with Berners-Lee was mentioned at the recent Online Information Conference. If it comes off as planned and on schedule (a cause for celebration in itself?), this could be a very good illustration of the power of the so-called 'semantic web'.
Not being British, I'm not quite as familiar with the Baroness's declarations as other here might be, but I've followed most of them, thinking sometimes that perhaps it's too much internet (could it have been those drugs back in the 1960s?) that has made me think that they're off the wall. But the "advances in technology" that we read about here aren't telling us that the internet alters the way we think, but that EVERYTHING we do and encounter alters the way we think. That makes sense ... but it certainly doesn't strenghten the Baroness's claim.
