    I decided to post this article becuase last week I found one similar about schools who had improved achievement on test scores and were going to stay open; and now this article is talking about comparing some of the schools in that same ISD and making budget cuts because of test comparibility. The schools are magnet schools and learning centers that are facing these cuts and some of those schools are funded more than others. Parents are upset becuase the schools are funded equally and that the superintendent is trying to enforce cuts based on tests that don't show a true comparibility, like the school district is stating. California public school students in foster care tend to underperform their peers on standardized tests and comprise a distinct at-risk subgroup, a study by the Center for the Future of Teaching and Learning at WestEd finds. Based on an analysis of statewide data from the 2009-10 school year, the report, The Invisible Achievement Gap, Part 1 (116 pages, PDF), found that only 29 percent of California foster care students in grades 2 through 11 scored at "proficient" or "advanced" levels on the state standards test in English, compared with 40 percent of students of low socioeconomic status and 53 percent of all students in the state. Similar achievement gaps were found in mathematics, with 37 percent of foster care students in grades 2 through 7 testing at "proficient" or above, compared with 50 percent among low-SES students and 60 percent statewide; and between 12 and 13 percent testing at proficient or above in high school Algebra I and II, well below the 23 percent and 32 percent among low-SES students and statewide. Youth in foster care, who have the lowest rates of participation in California's statewide testing program, also are more likely to be African American, to be classified with a disability, to change schools during the academic year, and to be enrolled in the lowest-performing schools. Funded by the Stuart Foundation, the report also found that students in foster care have a single-year dropout rate of 8 percent - nearly three times the statewide rate of 3 percent and well above the 3 percent to 5 percent rate among other at-risk groups. In 2009-10, students in foster care also had the lowest high school graduation rate among at-risk groups, 58 percent, compared with 79 percent of low-SES students and 84 percent of all students in the state. The schools division of students based on academic performance in the past has determined their path through school based on a single standarized test. The school is now working to mix the ability in each class. Why it took so long for this school to catch up to others around it I have no clue but this new development seems to be a much better idea, and will also promote self-efficacy among all students.

    I found this article extremely interesting. 1. I think it is great that the school was able to rebound itself from being a low performer to fitting in with the rest of the schools in the ISD after many years below the norm. 2. The approach the principal and school district took to achieve there goals was something i'd never seen before. They took out the 10th and 11th grades to focus on those students who wanted to learn and were willing to graduate. I'm not sure how I feel about the principal/district sorting students by those willing and those not, how are they to make that decision?     New York City has been replacing its larger 'trouble' schools with smaller schools with themes like environmental science and performing arts. Instead of focusing on the problems at the larger schools, they are shut down so smaller ones can open. The program has had success but it isn't doing much for the overall program. The high schools who were poor performing are still having problems (low attendance, grad rates); but it appears as if the smaller school trend is on the rise.
