Principals these days are expected to be a little bit of many different things: manager, educator, financial whiz, social worker, enforcer, data analyst, cheerleader and contortionist (figuratively, at least). They are the people with whom the buck stops. Fernanda Santos, who covers city schools for The Times, is tagging along with a city school principal all day. Follow along as she reports on her day with Musa Ali Shama, principal of the large and enduring Francis Lewis High School.

Last week the media gave some space to a report from the Illinois Policy Institute, a right-wing corporate think tank, that claimed that 48 percent of teachers in the state have their pension contributions paid for by their local board. What misleading nonsense.

Tomorrow, the education world will get the results of the 2011 National Assessment of Educational Progress (NAEP), often referred to as the "nation's report card." The findings - reading and math scores among a representative sample of fourth and eighth graders - will drive at least part of the debate for the next two years, when the next round comes out. I'm going to make a prediction, one that is definitely a generalization, but is hardly uncommon in policy debates: People on all "sides" will interpret the results favorably no matter how they turn out.

The Heritage Foundation and the American Enterprise Institute have put out a report purporting to show that public school teachers are overpaid. It's 23 pages of elaborate statistical justification of right-wing beliefs, all built on a foundation of right-wing assumptions. The basic claims are that while teachers are underpaid relative to other people with similar levels of education, in fact they are overpaid because education programs are easier than other majors and also, teachers are stupid; that public school teachers earn more than private school teachers and this shows they earn more than the market should support; and that people who leave teaching earn less while people who enter teaching earn more, therefore teachers are overpaid.

A new group, Educators for Shared Accountability (ESA), has issued the first-ever Value-Added Measurement (VAM) evaluation of Secretary of Education Arne Duncan. Secretary Duncan was rated "ineffective," based on four indicators.

There is strong evidence that the choice of instructional materials has large effects on student learning-effects that rival in size those that are associated with differences in teacher effectiveness.  But whereas improving teacher quality through changes in the preparation and professional development of teachers and the human resources policies surrounding their employment is challenging, expensive, and time-consuming, making better choices among available instructional materials should be relatively easy, inexpensive, and quick.

In New York City public schools, a student's educational outcomes and opportunity to learn are statistically more determined by where he or she lives than their abilities, according to A Rotting Apple: Education Redlining in New York City, released by the Schott Foundation for Public Education. Primarily because of New York City policies and practices that result in an inequitable distribution of educational resources and intensify the impact of poverty, children who are poor, Black and Hispanic have far less of an opportunity to learn the skills needed to succeed on state and federal assessments. They are also much less likely to have an opportunity to be identified for Gifted and Talented programs, to attend selective high schools or to obtain diplomas qualifying them for college or a good job. High-performing schools, on the other hand, tend to be located in economically advantaged areas.
