Over the past three years, more than $75 million in federal education funding has been diverted to just a handful of private, pro-voucher advocacy groups. This torrent of public funding appears to benefit and strengthen the advocacy infrastructure created by a network of right-wing foundations dedicated to the privatization of public education.  

Public education in New Jersey has been roiled recently by conflicts over charter schools, vouchers and "virtual" schools - but, now, a new type of privatization is on the horizon: allowing public schools to contract with a private company to offer "alternative" education.

As co-chair of Wisconsin's powerful legislative Joint Finance Committee, Alberta Darling was charged by Governor Scott Walker with cobbling together the most anti-public education budget in Wisconsin history. And Darling delivered, with a plan to slash $800 million in funding for public schools across Wisconsin while at the same time scheming to shift tens of millions from the state treasury into the accounts of private schools. She was delivering for American Federation for Children (AFC), the powerful national network of billionaire campaign contributors that has been pouring millions into school privatization fights across the country.

The battle over the proposed Pennsylvania private school voucher program continues this week as the House Education Committee holds additional hearings on the issue in Harrisburg.  The Committee will hear testimony regarding the proposal on Wednesday, August 17, and Thursday, August 18. We strongly encourage you to attend and support those speaking out against private school vouchers.

Recent analyses challenge common wisdom regarding the superiority of private schools relative to public schools, raising questions about the role of school processes and climate in shaping achievement in different types of schools. While holding demographic factors constant, this multilevel analysis of National Assessment of Educational Progress (NAEP) mathematics data on over 270,000 fourth and eighth graders in over 10,000 schools examines differences among schools on five critical factors: (1) school size, (2) class size, (3) school climate/parental involvement, (4) teacher certification, and (5) instructional practices. This study provides nationally representative evidence that both teacher certification and some reform-oriented mathematics teaching practices correlate positively with achievement and are more prevalent in public schools than in demographically similar private schools. Additionally, smaller class size, more prevalent in private schools, is significantly correlated with achievement.

Lots of ways to accomplish this, including designating Michigan a "right-to-teach" state, preserving the right to collectively bargain for police, firefighters and private-industry unions, but making teacher unionizing illegal.

One of the most important trends afoot right now is the move to privatize as many government services as possible. Billionaires like Bill Gates, along with hedge funds, are pushing an agenda of privatizing public schools, and funding a PR push in support of that cause with films like "Waiting for Superman" and the NBC "Education Nation" that included a panel with the title "Does Education Need a Katrina?".

At a time when government budgets at all levels are under enormous strain, families and businesses are struggling and federal agencies are facing dramatic across-the-board spending cuts, you would think lawmakers would be careful about spending public money. So it may surprise you to learn that in a growing number of states, legislators are setting aside public money to pay for private school tuition - and rich people are benefiting.

"A new set of rules for private and parochial schools in Louisiana eligible for state tax dollars looks set to be approved by the Louisiana Board of Elementary and Secondary Education, several months after the state adopted a plan to expand access to private school using public money, the Associated Press reported."

"Earlier this year at a roundtable discussion in Colorado, Mitt Romney was talking about education-extolling the virtues of private schools and vouchers, and criticizing public schools and teachers unions. When a teacher participating in the discussion tried to offer her perspective, Romney shot back: "I didn't ask you a question." But teachers, like many other Americans, have questions about Romney's policies and proposals. They worry about their impact on the education that kids receive, because he advocates slashing education funding and privatizing public education. They question his taking credit for educational success in Massachusetts that was spurred by reforms instituted a decade before he became governor, and wonder why as a presidential candidate he is proposing entirely different, discredited education policies. They are incredulous that he says he would preserve the U.S. Department of Education only so he'd have a club to go after teachers unions, when most teachers in Massachusetts and other high-performing states are unionized. They doubt his pledges to middle-income voters because, according to numerous independent analyses, the math doesn't add up for his tax and job creation proposals. This presidential election presents a choice between starkly different visions for the future of our country."

Jindal applauded state lawmakers for their quick passage of his legislation rewriting laws dealing with teacher tenure, charter schools, school administration and a statewide voucher program that funnels state money to private and parochial schools. Superintendent of Education John White said he will immediately start working on implementing the bills by soliciting private schools to determine capacity and develop lists to distribute to parents so they can file applications for vouchers next fall. But the part calling for local charter operators could take longer since there's a lot of preliminary work that has to be done. Jindal said he is "not declaring victory, mission accomplished" because "we've still got a lot of work in this session," like a bill that grants rebates to individuals and corporations that contribute money for vouchers.

This outburst of anti-public school, anti-teacher legislation is no accident. It is the work of a shadowy group called the American Legislative Exchange Council, or ALEC. Founded in 1973, ALEC is an organization of nearly 2,000 conservative state legislators. Its hallmark is promotion of privatization and corporate interests in every sphere, not only education, but healthcare, the environment, the economy, voting laws, public safety, etc. It drafts model legislation that conservative legislators take back to their states and introduce as their own "reform" ideas. ALEC is the guiding force behind state-level efforts to privatize public education and to turn teachers into at-will employees who may be fired for any reason. The ALEC agenda is today the "reform" agenda for education.

There's nothing wrong with providing families with options. When charters open in their own privately financed, state-of-the-art buildings in poverty-stricken neighborhoods where they're welcomed by the community, there may be reasons to celebrate. But when charters co-locate in mixed-income areas, choice is only half the story. The existing schools in which they set up shop suffer both in terms of resources (only so many kids can fit in the lunchroom at one time) and morale. If the Cobble Hill Success Academy opens as planned in the Brooklyn School for Global Studies, which also houses a second high school and a special-needs program, in five years the building will be at 108 percent capacity - unless, of course, the other schools shrivel up and die. Call us paranoid, but parents like me are starting to wonder whether Mayor Bloomberg's larger goal isn't to privatize the entire New York City public school system. Why else would he be foisting charters on communities that don't want them? And how else can he justify diverting tax dollars to organizations that employ people to blanket neighborhoods with advertisements and try to poach students from public schools that are already thriving?

"Producer, stadium developers donate to group backing Villaraigosa's school board candidates," is a piece detailing how fringe right wing billionaire Philip Anschutz has donated at least $100,000 to the Mayor Failure's Coalition for School Reform - a slush fund to elect privatization friendly school board candidates for Los Angeles Unified School District (LAUSD).

Spreading at a time of deep cutbacks in public schools, the programs are operating in eight states and represent one of the fastest-growing components of the school choice movement. This school year alone, the programs redirected nearly $350 million that would have gone into public budgets to pay for private school scholarships for 129,000 students, according to the Alliance for School Choice, an advocacy organization. Legislators in at least nine other states are considering the programs.

Presumptive GOP presidential nominee Mitt Romney has been mulling some big changes to federal K-12 policy if elected, including allowing federal funding to follow students-even if they want to attend private schools-according to a campaign document obtained by Politics K-12. Disadvantaged families and parents of students in special education could choose to spend federal funds at any district or charter public school, tutoring provider, or online course, according to the document circulated over the weekend. It outlines a series of ideas that have been considered by Romney and his advisers, which could be announced as early as this week. Under the proposal, students could also federal money at a private school, as long as that was consistent with state guidelines.

A reader posted a comment that I think is profound. The more that people begin to see education as a consumer choice, the more they will be unwilling to pay for other people's children. And if they have no children in school, then they have no reason to underwrite other people's private choices. The basic compact that public education creates is this: The public is responsible for the education of the children of the state, the district, the community. We all benefit when other people's children are educated. It is our responsibility as citizens to support a high-quality public education, even if we don't have children in the public schools. But once the concept of private choice becomes dominant, then the sense of communal responsibility is dissolved. Each of us is then given permission to think of what is best for me, not what is best for we.

I think it is safe to say that most educated people understand that student achievement scores have been, and continue to be, manipulated for political ends. I suspect the truth lies somewhere between genuine concern for improving public education and an insidious desire to destroy public education. On that issue, I will leave you to decide. I would, however, like to give you an insider's view of a state supported scheme to shift our tax dollars to private companies at the expense of our students.
