Teachers are skeptical about several of the major reform ideas the Obama administration and education activists are pushing to turn around the nation's struggling schools, a new survey commissioned by Scholastic and the Bill & Melinda Gates Foundation has found. Three of Washington's most prominent education advocacy groups share more than a desire to change the state's public-school landscape. All three - the League of Education Voters, the Partnership for Learning, and Stand for Children - also receive significant financial support from the Bill & Melinda Gates Foundation.

New Jersey education officials had a dilemma last summer: Following the approval of a record number of charter schools, questions were flying about how closely the applications had been screened. With more prospective charters lining up, acting Education Commissioner Chris Cerf, a former charter executive, bought in help - a move that proved controversial. The National Association of Charter School Authorizers, a Chicago nonprofit, had offered to fly in 14 consultants to lead Department of Education staff in the next approval round, looking toward overhauling the entire process. What was particularly enticing was that the association could arrange funding through the Newark Charter School Fund, a nonprofit backed by the same philanthropies that support the association, including the Walton Family Foundation and the Bill and Melinda Gates Foundation.

A new well-financed player has jumped into the debate over education reform in New York State, and already the sparks have begun to fly. The New York Campaign for Achievement Now, or NYCAN, has launched its Web site, and its executive director, Christine Grant, said it has raised $1.2 million from such entities as the Bill & Melinda Gates Foundation and the Walton Family Foundation.

Haven't heard of Yolie Flores? You will soon. And if you've been fighting for teacher quality but need more allies, she might be your new best friend. The educator who helped revolutionize Los Angeles's sprawling school system has just launched a national organization to ratchet up the conversation around teacher quality by, among other things, getting parents seriously involved in school reform efforts. Called Communities for Teaching Excellence (C4TE), Flores's new organization is a Gates Foundation-funded advocacy group whose initial focus will be the four "deep dive" Gates districts-Memphis, Los Angeles, Pittsburgh, and Hillsborough County (Florida)-which were awarded $335 million to overhaul teacher evaluation and support. If Flores's past accomplishments are any indication, C4TE won't be content to put out reports and hold polite press conferences: Flores's four-year stint on the LAUSD board included pushing through a controversial process that gives teachers and outside nonprofits a chance to help fix the district's most challenged schools each year.

A number of prominent foundations have supported the charitable wings of national education advocacy groups. The engagement of philanthropies in policy advocacy is a relatively recent phenomenon that roughly parallels such education groups' expansion over the past decade. This list details three foundations' investments; it is not a comprehensive list of all private foundation contributions, nor does it include local, public, or community charities' contributions.

Charter schools in Chicago would get easier access to facilities and a likely increase in per-pupil funding under a proposed district-charter compact that would also make charters subject to some of the same testing and accountability standards as traditional schools. The draft agreement between CPS and its charters was handed out at a Tuesday conference for participants in the Bill & Melinda Gates Foundation initiative called "District-Charter Collaboration Compacts." Chicago Public Schools and Spring Branch Independent School District, outside of Houston, are joining the 12 districts across the country that already signed on.

Boston, Central Falls, R.I., and Sacramento, Calif. will join a handful of other of other school systems to receive funding from the Bill & Melinda Gates Foundation to set up collaborative relationships with charter schools within their borders, the Seattle-based philanthropy announced today.

When Memphis City Schools accepted millions of dollars from The Bill & Melinda Gates Foundation to improve teacher effectiveness, it agreed to tap new pipelines for attracting teachers.

A lot of people who work in education, philanthropy, and government are wary of the rise in billionaire policymaking, but are reticent in voicing their concerns. Perhaps this is fear of retaliation -- what Edward Skloot calls the "Brass-Knuckles philanthropy"of the Gates Foundation. But I see another, more heartening piece to this puzzle. People in the philanthropic and advocacy communities don't want to harm the mission of philanthropy. We fear that revealing the pitfalls of billionaire philanthropy might have some unforeseen effect on the good work that these foundations support. Billionaire policymaking is the elephant in the room, but nobody seems sure how to approach it. I say that we should name the elephant, but we don't have to shoot him. There is a middle road.

Teachers who embodied the teaching skills outlined in certain popular teaching frameworks tended to help their students learn more, concludes a new study released by the Bill & Melinda Gates Foundation. The report is the second major release from the foundation's Measures of Effective Teaching project, which seeks to identify the best gauges of effective teaching. Ultimately, the Seattle-based foundation plans to devise a prototype teacher-effectiveness measure based on the findings.

The National Study of CMO Effectiveness is a longitudinal research effort designed to measure how nonprofit charter school management organizations (CMOs) affect student achievement and to examine the internal structures, practices, and policy contexts that may influence these outcomes. The study began in May 2008 and will conclude in 2012.   This report presents findings on CMO students, resources, and  practices  as well as CMO impacts on student  achievement in middle school. It also examines the relationships  between CMO  practices and impacts. A subsequent version of this report will include findings on CMO impacts on high school graduation and postsecondary enrollment.   The study is being conducted by Mathematica Policy Research and the University of Washington's Center on Reinventing Public Education (CRPE). It was commissioned by NewSchools Venture Fund, with the generous support of the Bill & Melinda Gates Foundation and the Walton Family Foundation. 

"David Callahan wrote an insightful article in "Inside Philanthropy" about something that most of us have noticed: the growing power of foundations that use their money to impose their ideas and bypass democratic institutions. In effect, mega-foundations like Gates and Walton use their vast wealth to short circuit democracy."

Just 2 days before the Save Our Schools March and National Call to Action took place at the Ellipse on the US Capitol Grounds, Bill Gates was speaking in front of the National Urban League's annual conference on July 28, 2011.  His topic was "Education As a Civil Right".  In his speech he promoted the brave new world's philosophy of  CHOICE through the privatization of public schools.  

"inBloom, the non-profit started with a hundred million dollar investment from the Gates Foundation, is planning to create a digital record which, barring catastrophe, truly could be a permanent record of every K12 student, from their first interaction with the schools to the last. The amount of information they are planning to collect is staggering."

"The Gates Foundation has decided that the variable we can most readily change is the effectiveness of the classroom teacher. Therefore all their powers of measurement have focused on this single variable. We have explored in the past some of the problems with this. In particular, the fact that less than 15% of the differences in student growth can be attributed to their teacher suggests that perhaps we ought to be looking in the realm of the out of school factors, which have been found to account for more than 60% of these differences. Today I want to explore some of the areas that have remained unexamined."

Ever since the debacle of Pineapplegate, it is widely recognized by everyone other than the publishing giant Pearson that its tentacles have grown too long and too aggressive. It is difficult to remember what part of American education has not been invaded by Pearson's corporate grasp. It receives billions of dollars to test millions of students. Its scores will be used to calculate the value of teachers. It has a deal with the Gates Foundation to store all the student-level data collected at the behest of Race to the Top. It recently purchased Connections Academy, thus giving it a foothold in the online charter industry. And it recently added the GED to its portfolio. With the U.S. Department of Education now pressing schools to test children in second grade, first grade, kindergarten - and possibly earlier - and with the same agency demanding that schools of education be evaluated by the test scores of the students of their graduates (whew!), the picture grows clear. Pearson will control every aspect of our education system.

"The education reform debate is fueled by a seemingly endless and even fruitless point-counterpoint among the corporate reformers-typically advocates for and from the Gates Foundation (GF), Teach for America (TFA), and charter chains such as Knowledge Is Power Program (KIPP)-and educators/scholars of education. Since the political and public machines have embraced the corporate reformers, GF, TFA, and KIPP have acquired the bully pulpit of the debate and thus are afforded most often the ability to frame the point, leaving educators and scholars to be in a constant state of generating counter-points. This pattern disproportionately benefits corporate reformers, but it also exposes how those corporate reformers manage to maintain the focus of the debate on data. The statistical thread running through most of the point-counterpoint is not only misleading (the claims coming from the corporate reformers are invariably distorted, while the counter-points of educators and scholars remain ignored among politicians, advocates, the public, and the media), but also a distraction. Since the metrics debate (test scores, graduation rates, attrition, populations of students served, causation/correlation) appears both enduring and stagnant, I want to make a clear statement with some elaboration that I reject the "ends-justify-the-means" assumptions and practices-the broader "no excuses" ideology-underneath the numbers, and thus, we must stop focusing on the outcomes of programs endorsed by the GF or TFA and KIPP. Instead, we must unmask the racist and classist policies and practices hiding beneath the metrics debate surrounding GF, TFA, and KIPP (as prominent examples of practices all across the country and types of schools)."

Led by the vision of the Council of Chief State School Officers and nine participating states, and funded by the Bill & Melinda Gates Foundation and Carnegie Corporation of New York, the collaborative aims to create a shared technology infrastructure that works better and costs less per state than what can be accomplished by each state working individually.

School administrators gave 99.4 percent of all Pennsylvania teachers "satisfactory" ratings during the 2009-10 school year, the latest data available from the state Department of Education show. But, said Sandi Jacobs, vice president of the National Council on Teacher Quality: "That kind of teacher evaluation system tells you almost nothing." The state's teacher evaluations "give no consideration to teacher effectiveness and include no objective measures of student performance," Jacobs said. The nonprofit, nonpartisan council, partly funded by the Bill and Melinda Gates Foundation, recently gave Pennsylvania an overall grade of D+ for progress on policies to support and measure teacher effectiveness and an F for efforts to rid schools of ineffective teachers. That could change. State education officials are trying to convince legislators to change the Pennsylvania school code to allow for more comprehensive teacher evaluations, a move teachers unions tentatively support.
