A number of prominent foundations have supported the charitable wings of national education advocacy groups. The engagement of philanthropies in policy advocacy is a relatively recent phenomenon that roughly parallels such education groups' expansion over the past decade. This list details three foundations' investments; it is not a comprehensive list of all private foundation contributions, nor does it include local, public, or community charities' contributions.

A new generation of education advocacy groups has emerged to play a formidable political role in states and communities across the country. Those groups are shaping policy through aggressive lobbying and campaign activity-an evolution in advocacy that is primed to continue in the 2012 elections and beyond. Bearing names meant to signal their intentions-Stand for Children, Democrats for Education Reform, StudentsFirst-they are pushing for such policies as rigorous teacher evaluations based in part on evidence of student learning, increased access to high-quality charter schools, and higher academic standards for schools and students. Sometimes viewed as a counterweight to teachers' unions, they are also supporting political candidates who champion those ideas. Though the record of their electoral success is mixed, such groups' overall influence appears to be growing, and it has already helped alter the landscape of education policy, particularly at the state level.

Education journalist Joy Removits recently wrote this article on the education "reform" lobby. The article was not particularly remarkable, but I did discern a bit of pivoting on the part of some of the organizations, such as Students First, Stand for Children, and DFER (Democrats for Education Reform) Removits wrote about. In particular, they talked about being "single-issue" advocates and financially backing politicians only based on their advocacy of issues the reform lobby pushes.

A New York-based education advocacy organization chaired by News Corp. Executive Vice President Joel Klein signed Blank Rome Government Relations to lobby the federal government on its behalf, according to paperwork filed with Congress Friday.

If there is a clear sign of the growing influence of a new breed of national education advocacy organizations, it surely lies in their entry into state-level politics. That involvement has advanced the groups' similar policy priorities on such issues as overhauling teacher evaluation and expanding charter schools. The story of SB 191's passage in Colorado is among the most striking examples, but in just five years, groups such as DFER, Stand for Children, and the more recently launched StudentsFirst have helped shape legislative proposals in statehouse after statehouse. Although the list is not comprehensive and the details vary by state, their efforts include these examples

Over the past three years, more than $75 million in federal education funding has been diverted to just a handful of private, pro-voucher advocacy groups. This torrent of public funding appears to benefit and strengthen the advocacy infrastructure created by a network of right-wing foundations dedicated to the privatization of public education.  

Dissent Magazine uncovers a conference that DFER executive director Joe Williams spoke at in 2010. At that conference, Williams actually advocated for charter schools to spend money on advocacy organizations and lobbying through their "per pupil dollars" - meaning the very same funds that are supposed to be used to educate students. Williams justified this by saying that charters are an attempt to run a school "as a business" and that businesses of course allocate their funding "right off the bat" to "lobbying, advocacy work"

Education advocacy organizations (EAOs) come in a variety of shapes and sizes. Some focus on specific issues (e.g. human capital decisions, forms of school choice, class size) while others approach policy more broadly (e.g. changing policy environments, membership decisions). Proponents of these organizations claim they exist, at least in part, to provide a counterbalance to various other powerful interest groups.

The latest entrant into New York's crowded field of education advocacy groups won't immediately be lobbying for new policies in New York City. Instead, the new nationally-backed group, New York Campaign for Achievement Now, or NYCAN, plans to push for a law that would enable parents to vote on ways to improve their struggling district schools. The policy was backed heavily by upstate New York reform groups last year, but a proposed bill did in the state legislature failed to garner enough support. The policy, known as parent trigger is at the top of NYCAN's 2012 legislative agenda, which the group released today as part of its official launch.

"Katie Campos will be appointed to serve as Assistant Secretary for Education. Ms. Campos is the co-founder and Executive Director of Buffalo ReformED, a not-for-profit education reform advocacy organization that empowers the community to prioritize education by putting students first. Buffalo ReformED builds and strengthens relationships between school leaders, teachers, parents, community leaders and elected officials in Buffalo. Through Buffalo ReformED, Ms. Campos has emerged as a leading parent advocate in the education reform debate in Buffalo. Previously, Ms. Campos was the Director of Public Affairs for the New York Charter Schools Association, where she was advocated for quality Charter Schools legislation in the NYS Legislature and coordinated grassroots advocacy efforts at individual charter schools in Upstate New York. Ms. Campos also served as the Director of Development at Democrats for Education Reform, where she promoted education reform to elected officials and community groups through proactive outreach and marketing. Ms. Campos earned her B.A. in Political Science from Washington University in St. Louis."

Three of Washington's most prominent education advocacy groups share more than a desire to change the state's public-school landscape. All three - the League of Education Voters, the Partnership for Learning, and Stand for Children - also receive significant financial support from the Bill & Melinda Gates Foundation.

But foundation support has, it seems to me, become more agenda-driven than in the past. And sometimes that agenda may have an influence on the direction teacher advocacy projects take.

Voucher proponents have shifted their advocacy efforts from extolling the academic achievement of voucher participants to focusing on the value of school choice as a virtue in itself, according to a report from the Center on Education Policy, in Washington.

Last October, a friend called with a question: "What do you know about Stand for Children?" The advocacy organization, based in our hometown of Portland, Ore., was expanding into his state of Illinois, and he hoped to glean some insight into the kinds of reforms the group would support. Just two months later, Stand's Illinois branch had amassed more than $3 million in a political action committee and unveiled an aggressive teacher evaluation bill.

"Twenty years after their creation, charter schools constitute the fastest-growing sector of American public education, according to a report released Wednesday. Enrollment in these publicly funded but often privately run institutions rose by more than 200,000 students in the 2011-2012 school year compared to the previous year, the report found. That increasing enrollment has yielded a total of more than 2 million students in charter schools -- about 5 percent of the number of kids in public schools across the country. The report is an annual attempt by the National Alliance for Public Charter Schools, an advocacy group, to track the trajectory of these schools and their market share in different places."

One pattern of failure in education reform is that political leadership and the public focus attention and resources on solutions while rarely asking what problems we are addressing or how those solutions address identified problems. The advocacy of charter schools is a perfect example of that flawed approach to improving our schools.

The future of the fight over public schools has a fresh, highly visible face, and it's called StudentsFirstNY. But the new school-reform supergroup, founded by former New York City Schools Chancellor Joel Klein and ex-D.C. schools chief Michelle Rhee, is in fact not that new at all. It builds directly one of the biggest lobbying forces in New York State, called Education Reform Now. In the last two years, Education Reform Now and the associated Education Reform Now Advocacy have spent more than $10 million to influence state law on hiring and firing of teachers, as a counterforce to the state's two major teachers' unions. Those funds helped force a change in teacher evaluations that unions had opposed, and also backed Mayor Bloomberg's push for layoffs based on teacher performance in place of the current system, in which the most recently hired teachers must be the first to be let go. The $10 million is as much money as StudentsFirstNY director Micah Lasher - until now, Mayor Bloomberg's chief Albany lobbyist - says the new group will spend to influence the next mayoral election.

Gov. Bobby Jindal has remade the Louisiana public schools system with impressive speed over the past legislative session. Last week, he signed into law a suite of landmark reform bills that will likely change the direction of public education in Louisiana forever. But not all change is good, and critics say both Jindal's agenda and the strategy to move it come right from the playbook of conservative advocacy group ALEC, in an effort to revive Jindal's national political profile. Louisiana is now home to the nation's most expansive school voucher program. Charter school authorization powers have been broadened. And teacher tenure policies have been radically transformed. Louisiana already had something of a reputation as a radical-reform state, thanks to the post-Katrina educational climate in New Orleans. But not all change is good, and education advocates have deep concerns about the efficacy of Jindal's overhaul, and the interests that have push it.

By their own numbers, New York City charter schools have a tough time holding onto their principals, with nearly one in five of them heading for the door from one year to the next, according to a report released by a charter school advocacy group on Monday.

One pattern of failure in education reform is that political leadership and the public focus attention and resources on solutions while rarely asking what problems we are addressing or how those solutions address identified problems. The current and possibly increasing advocacy of charter schools is a perfect example of that flawed approach to improving our schools across the U.S. Let's start with two clarifications. First, the overwhelming problems contributing to school quality are pockets of poverty across the country and school policies and practices mirroring and increasing social inequities for children once they enter many schools.
