Daily Kos: The Bully Politics of Education Reform - 0 views

    While the bullying can be witnessed in the discourse coming from Secretary of Education Arne Duncan, former-chancellor Michelle Rhee, and billionaire-reformer Bill Gates, one of the most corrosive and powerful dynamics embracing bully politics is the rise of self-appointed think-tank entities claiming to evaluate and rank teacher education programs. A key player in bully politics is the National Council on Teacher Quality (NCTQ). NCTQ represents, first, the rise of think tanks and the ability of those think tanks to mask their ideologies while receiving disproportionate and unchallenged support from the media. Think tanks have adopted the format and pose of scholarship, producing well crafted documents filled with citations and language that frame ideology as "fair and balanced" conclusions drawn from the evidence. Nothing could be farther from the truth.

    Over at The Nation I have a new piece looking at surveys of public school teachers, one of which found job satisfaction at its lowest point since 1989. The most important thing to note is that polling shows teachers are not unhappy because they resent new accountability policies like the more stringent teacher evaluations instituted in response to President Obama's Race to the Top program. In fact, most teachers support using multiple measures of student learning to assess educators, and most believe it should take longer to earn tenure (an average of 5.4 years according to the Gates/Scholastic poll) than it currently does (an average of 3.1 years across all states).

But polling shows teachers are depressed by the increasing reliance on standardized tests to measure student learning-the "high stakes" testing regime that the standards and accountability movement has put in place across the country and that Race to the Top has reinforced in some states and districts. Teachers are also concerned that growing numbers of parents are not able to play an active role in their children's education, and they are angry about the climate of austerity that has invaded the nation's schools, with state and local budget cuts threatening key programs that help students learn and overcome the disadvantages of poverty.

    Several weeks ago, Chris Lehmann tweeted from the Ed Innovation Summit in Scottsdale, Arizona, "Educators - if you don't see that there is a billion dollar industry wanting to take over schools using tech as the Trojan Horse, wake up." If I were to have one quibble with the metaphor, it would be this: the free marketeers are not hiding inside the horse, ready to jump out only after they are let in the gates of schools. They are riding right on top of the horse, shouting "Hey, this is a great horse! Let me tell you how we plan to use this horse to advance our free-market ideology in the education sector."

Ed Notes Online: Must See Video: Gary Rubinstein at GEM Teacher Evaluation Forum - 0 views

    In a brilliant presentation Stuyvesant HS teacher Gary Rubinstein uses statistics to punch holes in the high stakes testing standardized testing program. He also finds evidence in the stats that charter schools cream better students. Then he addresses the reason why Bill Gates and Michelle Rhee opposed the release of data scores --- they knew people like Gary would be able to show how irrelevant they really were. "It's like in trying to measure temperature, you count the number of people wearing hats." Then he addresses the issue of why a union agreed to any of this, even 20% given that under the current system almost everyone potentially can be rated ineffective. He offered the union his help to salvage the other 20% but has not heard back yet. There's supposed to be this evil union only about the adults but they really aren't doing a good job at that.

    As demonstrated by recent survey data, job satisfaction within the profession is at its lowest since the Reagan years. What's at stake is the future of an entire generation, one that's growing up to face a new economic reality that requires a new set of skills. But because of circumstances the students don't control, they might have disaffected teachers carrying them there. According to MetLife, which interviewed 1,000 K-12 teachers by phone, the number of teachers who reported they were "very satisfied" dropped by 15 points between 2009 and 2011, from 59 to 44 percent. Two surveys that gauged teacher sentiment were commissioned by MetLife and Scholastic/The Bill & Melinda Gates Foundation, respectively.

Don't Use Khan Academy without Watching this First - EdTech Researcher - Education Week - 0 views

    The two teachers systematically dissect the video, noting a variety of missteps. There are a few unquestionable errors of mathematics: Khan uses incorrect terminology at a couple of points. Khan is also inconsistent in his language about positive and negative numbers (using plus when he means positive, or minus when he means negative), which is perhaps a lesser sin, but poor practice and misleading for students. He's also inconsistent in his use of symbols, sometimes writing "+4", sometimes writing "4", never explaining why he does or doesn't. He making the kind of mistakes that would reduce his score on the Mathematical Quality of Instruction observational instrument, used in the Gates-funded Measures of Effective Teaching Project.

    A few weeks ago, the National Education Policy Center (NEPC) issued a review of the research on virtual learning. Several proponents of online education issued responses that didn't offer much substance beyond pointing out NEPC's funding sources. A similar reaction ensued after the release last year of the Gates Foundation's preliminary report on the Measures of Effective Teaching Project. There were plenty of substantive critiques, but many of the reactions amounted to knee-jerk dismissals of the report based on pre-existing attitudes toward the foundation's agenda.

The Portland-based group with pockets filled with cash supplied by the Gates Foundation and local one-percenters like the Crown and Pritzker families, along with the Citadel Group's founder, Kenneth Griffin, made their move on Illinois laste year.

    The most famous teacher in the United States right now is Salman Khan, creator of Khan Academy.  Khan Academy is a collection of nearly 3,000 online youtube tutorials mainly about math and science.  Bill Gates watches the videos with his kids, and has made Khan a household name.  Because of Khan, a new buzz-word in education is the 'flipped' classroom where kids are expected to watch videos the night before and then do their 'homework' in class, supervised by the teacher.

    A lot of people who work in education, philanthropy, and government are wary of the rise in billionaire policymaking, but are reticent in voicing their concerns. Perhaps this is fear of retaliation -- what Edward Skloot calls the "Brass-Knuckles philanthropy"of the Gates Foundation. But I see another, more heartening piece to this puzzle. People in the philanthropic and advocacy communities don't want to harm the mission of philanthropy. We fear that revealing the pitfalls of billionaire philanthropy might have some unforeseen effect on the good work that these foundations support. Billionaire policymaking is the elephant in the room, but nobody seems sure how to approach it. I say that we should name the elephant, but we don't have to shoot him. There is a middle road.

A teacher's story: Why the DC Impact system Bloomberg wants NYC schools to emulate caus... - 0 views

    There is huge pressure from all sides - the federal government, Governor Cuomo, and Mayor Bloomberg - on the UFT, the NYC teachers union, to agree to a test-based teacher evaluation and compensation system in NYC. Similar pressures are being exerted on teachers throughout the US, as a result of "Race to the Top" and the corporate reform agenda being promoted by the Gates Foundation and the other members of the Billionaire Boys Club.  In his State of the City address, Bloomberg also proposed that teachers rated highly through such a system should  get a salary increase of $20,000 a year.  Merit pay has been tried in many cities, including NYC, and has never worked to improve student outcomes.  When challenged about the evidence for such a policy, Deputy Mayor Howard Wolfson tweeted a link to a recent NY Times puff piece about DC's Impact system, in which a couple of teachers who had received bonuses after being rated "highly effective" were interviewed as saying that this extra pay might persuade them to stay teaching longer.    Stephanie Black is a former teacher in Washington DC.  In both 2010 and 2011 she was rated "effective" by the DCPS evaluation system.  She is now living in Chicago where she tutors math and coaches in an after school program.  Here is her story.

    Russo's underhanded dig is followed up with his suggestion that billionaire funded astroturf groups like StudentsFirst, Stand For Children, and TeachPlus have the potential to correct what he perceives as an "imbalance." For Russo, the corporate education reform astroturf need to step up and post comments under articles, use twitter, blog, and avail themselves of social media. It simply isn't enough to be funded by the likes of the wealthiest one percent including names like Walton, DeVos, Broad, Bradley, Gates, Koch, Hastings, Dell, Powell-Jobs, Scaife, Tilson, et al. It's not enough to have the unwavering support of a bipartisan neoliberal consensus at every level of government including the most anti-public education administration and Department of Education of all time. It isn't sufficient to have the unquestioning editorial support of every mainstream media outlet-not to mention Rupert Murdoch's vast propaganda empire-all of which spew a nonstop stream of privatization propaganda with nary a dissenting note. This last point is of paramount importance, since it's often forgotten that outside the realm of privilege that has regular access to the Internet, there's a majority that obtains their information from more traditional sources.

    As teacher evaluations are becoming more prevalent in schools across the country amid a growing debate on how best to grade teachers, a new report out today adds to the growing number of studies concluding that student test scores should be one of several determinants in measuring student effectiveness. Instead, teachers should be assessed based on a combination of classroom observations, student feedback and value-added student achievement gains, according to the Measures of Effective Teaching project's paper, "Gathering Feedback for Teaching." Educators should be observed by certified raters through multiple, high-quality observations with clear standards.

Education Week: Popular Frameworks Found to Identify Effective Teachers - 1 views

    Teachers who embodied the teaching skills outlined in certain popular teaching frameworks tended to help their students learn more, concludes a new study released by the Bill & Melinda Gates Foundation. The report is the second major release from the foundation's Measures of Effective Teaching project, which seeks to identify the best gauges of effective teaching. Ultimately, the Seattle-based foundation plans to devise a prototype teacher-effectiveness measure based on the findings.

Fixing Education: Fareed Zakaria's CNN Special Report | Getting Smart - 0 views

    CNN's Fareed Zakaria focused on education during his Sunday morning show GPS and had a prime time special with expanded coverage.  The prime time show kicked off with a video review of South Korea's pressure-cooker test-driven system.  Fareed contrasted the Korean system with Finland's lack of testing and focus on great teachers Fareed interviewed Bill Gates who discussed the foundation's focus on teacher effectiveness. There was a little footage of teachers from grantee district Hillsborough FL that appreciated improved performance feedback. The morning show (CNN's FAREED ZAKARIA GPS) and the evening special featured a great interview with Secretary Arne Duncan.
