One of the thorniest problems with Green IT is what to do with all the computers, monitors, hardware, and other electronics your company no longer needs. You may think that you've solved the problem by choosing a responsible recycler or asset management firm. But according to a recent 60 Minutes segment, that e-waste may end up in unregulated toxic waste dumps in China that foul the land, water, and air, cause cancers and miscarriages, and endanger children. The Electronics TakeBack Coalition (ETBC) promotes green design and responsible recycling in the electronics industry. Its goal is to protect the health and well being of electronics users, workers, and the communities where electronics are produced and discarded by requiring consumer electronics manufacturers and brand owners to take full responsibility for the life cycle of their products, through effective public policy requirements or enforceable agreements. ETBC plans to accomplish this goal by establishing extended producer responsibility (EPR) as the policy tool to promote sustainable production and consumption of consumer electronics (all products with a circuit board). The Campaign will focus first on establishing EPR for personal computers.

The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal was adopted in Basel, Switzerland on 22 March 1989. The Convention was initiated in response to numerous international scandals regarding hazardous waste trafficking that began to occur in the late 1980s. The Convention entered into force on 5 May 1992 and today has its Secretariat in Geneva, Switzerland. BAN web page. Text of the pending Wisconsin e-waste law. This bill passed the WI Senate and arrived in the Assembly Tuesday, 6/16/09. Would require manufacturers of select consumer electronics (computers, printers and video display devices, such as TVs or monitors) to collect and recycle 80 percent of the weight of sold devices beginning in September. Beginning in February 2010, retailers can't sell electronics made by manufacturers that are not registered with WDNR. Manufacturers failing to meet their targets would be subject to a shortfall fee after 2010. Those who exceed their goals may be eligible for recycling credits. KVUE News, Austin, TX, 6/23/09. Includes video with reporter Elise Hu. "Austin Democrat Kirk Watson says he's stunned by a veto from Governor Rick Perry of a bill that would have encouraged people to recycle their old TVs instead of throwing them out. Watson's measure would have called for manufacturers to take back their old sets. He says the manufacturers were OK with that, and that's why he's surprised Perry tossed it out. " Comments are interesting--people are perplexed as to why legislation would be necessary to encourage recycling; apparent ignorance of cost associated with electronics recycling.

6/30/09. "An EU strategy on preventing and recycling waste aims to pave the way towards a recycling society by decoupling economic growth from natural resource use. But questions remain over whether the issue should be dealt with at national or European level, and on how to reconcile the EU's ecological and internal market objectives in the long run." Sens. Amy Klobuchar, D-Minn., and Kirsten Gillibrand, D-N.Y., have introduced legislation that would promote research and development of programs to improve the recycling of electronic equipment. The Electronic Device Recycling Research and Development Act would provide research grants to find ways to deal with electronic waste, much of which contains hazardous materials including lead and cadmium.

Report by Anna Werner. A CBS 5 investigation which uncovered a huge loophole into California's e-waste recycling laws is prompting enforcement action in a neighboring state. California's recycling rules are so strict that the state sends its electronic waste across state borders. CBS 5 Investigates found a huge pile of glass from California's TVs and monitors in Arizona, a pile that environmental experts said contained potential environmental hazards. Now officials in Arizona agree.

The paper concludes with an analysis of opportunities and challenges that exist in improving the enabling/regulatory environment for a hazardous but valuable commodity in a fast-growing economy.

Beijing Review article by Ding Wenlei, 7/9/09. "In the eight years after Guiyu became a collection point for electronic waste, Greenpeace China and other green organizations have not stopped urging major waste exporters to cease shipping their detritus to China. At the same time, they have been lobbying the Chinese Government to crack down more effectively on illegal electronic waste recycling. China finally has its own regulation on waste electrical and electronic equipment (WEEE)-the Regulation on the Administration of the Recovery and Disposal of Waste Electrical and Electronic Products. Announced on February 25, the regulation will hold producers liable for the costs of managing their products at the end of their lifecycles as of January 1, 2011. According to the regulation, China will license large qualified recycling plants and develop a recycling economy to better safeguard the environment and human health. Yet, for environmental organizations, the Chinese Government and licensed recycling plants, it remains an uphill battle to smash the business chain of the illegal recycling of electronic waste."

Wall Street Journal article by Ryan Knutson, 7/2/09. Small electronics makers are struggling with -- and fighting against -- new state laws mandating they pay for electronic recycling programs for consumers. Five companies, including ViewSonic Corp., CTX Technology Inc. and ToteVision Inc., are threatening litigation against Washington state's new electronic waste law, which requires manufacturers to fund recycling and collection services for old TVs, personal computers and monitors. The companies argue the law, which took effect this year, charges them too much and improperly includes out-of-state businesses. Meanwhile, the Consumer Electronics Association, a trade group representing 2,000 electronics companies, is negotiating with the New York City officials to change a city ordinance that would require electronics companies to pick up old gadgets door-to-door. The CEA says the ordinance, scheduled to take effect July 31, would cost the industry $200 million annually.

6/30/09. Wisconsin businesses, institutions, local governments and organizations involved in recycling and refurbishing unwanted electronics have new tools to help them comply with state and federal regulations and plan successful electronics collection events. Includes information & links to a new WDNR guidance document, which ummarizes requirements that have been in effect since 2007 and includes a flow chart to help electronics handlers determine which regulations apply to them. By redesigning packaging for its phone accessories, Sprint expects to save $2.1 million annually in packaging costs. This represents a 35 percent reduction in packaging costs, according to a press release, and a corresponding reduction in 647 tons of waste annually.

UK: The Environment Agency is to lead a new international crime group as part of Interpol to help tackle illegal dumping of electrical waste on developing countries. The Interpol Global Crime Group is a worldwide intelligence-led operation which includes environmental crime investigators in the United States and Europe such as the US Environmental Protection Agency. The group will investigate links between organised criminal networks and the "waste tourists" travelling to countries like Britain to arrange the export of waste to developing countries.

The Government has outlined a national framework for e-waste to be developed and set in place for all industry organisations from 2011. In a meeting today [11/5/09], the Environmental Protection Heritage Council (EPHC) confirmed the national e-waste management program will be a consistent national policy regulating the disposal of electronic products in Australia including computers, monitors and TVs.

Sydney, AUSTRALIA - 5 November 2009 - The Australian Information Industry Association (AIIA) welcomes the decision announced by Australia's Environment Ministers through Environmental Protection Heritage Council (EPHC) in Perth today for the creation of a national legislative framework to address eWaste in Australia.

As Kyocera appears to be giving up on Organic Light Emitting Diode (OLED) technology, Casio is getting into the game. OLED technology promises to unleash a wave of improved energy efficiency in the displays market, making televisions, mobile phones and other gizmos brighter, thinner and more innovative in their utility. One benefit is that the displays can be flexible, meaning they can be put on curved walls or other surfaces that previously did not make sense for video displays.
