In opening up the forum, Makower presented an overview of the finding of this year's report: in a nutshell, companies are doing OK, but there's plenty of room for improvement. In the midst of a show dedicated to birthing new technology and gadgets, there was some serious thought Tuesday about where consumer electronics go when they die. "The things that are on display right now are new and shiny at the moment, but somewhere down the road they're going to be obsolete and ready to be recycled," said Brian Taylor, editor in chief of Recycling Today Media Group, who moderated a panel discussion at the International Consumer Electronics Show. Electronic Recyclers International (ERI), the nation's leading recycler of electronic waste, joined Fresno Mayor Alan Autry and a host of other local business leaders to launch its new e-waste shredder - the largest and most efficient shredder of its kind in North America. Mayor Autry cut the ribbon and hit the "on" switch for the ceremonial launch, which took place today at ERI's new 125,440 square foot expansion facility at 3243 S. East Avenue in Fresno.

The Information Technology Industry Council (ITI) and the Consumer Electronics Association (CEA) have filed a lawsuit challenging New York City Local Laws 13 and 21 of 2008 and the implementing regulation, created by the City Department of Sanitation (DSNY) (Door to door collection of electronics by the manufacturers)

Industry groups filed a lawsuit on Friday to block New York City's new electronics recycling law from taking effect next Friday. The law, passed in March 2008 by the City Council and finalized in regulations that the Department of Sanitation issued in April, requires manufacturers to take back their electronics, and provide pick-up service for items weighing 15 pounds or more. Starting in 2010, consumers will face a $100 fine for throwing old computers, televisions and other gadgets into the trash. Manufacturers who fail to recycle merchandise returned to them could be fined for each violation. The lawsuit, which was jointly filed by the Consumer Electronics Association and the Information Technology Industry Council in United States District Court in Manhattan, challenges numerous aspects of the law and regulations. The suit argues, among other things, that the law would improperly affect products made before the law took effect, that the pick-up requirement would be overly burdensome, and that the law would force companies to collect products that they may not have made. The suit also raises constitutional issues, asserting that the City Council's action amounts to an illegal effort to regulate interstate commerce.

South Korea's Samsung Electronics has said it will invest $4.3B (£2.6B) as part of an initiative to develop new energy-efficient products and halve carbon emissions from its factories by 2013. The consumer electronics giant today unveiled its Eco-Management 2013 plan, under which it will spend $2.5B on improving the energy efficiency of its products -- including TVs, refrigerators and air conditioning systems -- with a goal of delivering the highest levels of efficiency in the consumer electronics industry. Under the plan, standby power consumption on many products will also be halved from 1W to just half a watt, while the company has said it will work to identify new recyclable and organic materials that could be used in the manufacture of consumer products such as laptops and mobile phones. Text of e-waste legislation signed by mayor of New York City 4/1/08. New York City is the first municipality to pass an e-waste recycling bill; the law requires manufacturers of certain electronic equipment to create a collection program for any person in the City who wants to properly discard of their electronics. The bill also bans e-waste from disposal into the City's solid waste stream. Devices covered include: CPUs, computer monitors, computer accessories including keyboards and mice, laptop computers, TVs, printers, and portable music players.

"Austin Democrat Kirk Watson says he's stunned by a veto from Governor Rick Perry of a bill that would have encouraged people to recycle their old TVs instead of throwing them out. Watson's measure would have called for manufacturers to take back their old sets. He says the manufacturers were OK with that, and that's why he's surprised Perry tossed it out. Regulations governing disposal of electronic waste can reduce the world's mountains of recycled devices, says Professor Erica Plambeck. She and her coauthor also find that by encouraging manufacturers to slow the rate of new product introductions, consumers are willing to pay more for devices now on the shelves.

Cisco, Dell, HP, Motorola, Nokia, Research in Motion, Sprint Nextel and Vodafone, as well as Apple, Inc. have stepped in to fulfill this vital service. A new report from Pike Research, who tracks global clean technology trends, notes that with the implementation of these private sector programs, in conjunction with new government regulations on what can end up in landfills, e-waste will begin to be curtailed in 2016, when recycling practices fully catch up with the growth of personal machinery.

A new state-sponsored program, E-Cycle Washington, begins this year to allow recycling of certain electronic items free of charge. Items covered by the program are computers, televisions, laptops and monitors, although some businesses may accept other items as well. The program is open to private citizens, nonprofits and businesses with fewer than 50 employees. Two local companies participating in the program are CEP Recycle and Walla Walla Recycling.
