Technology Review has an update on cheap, energy efficient OLED lighting - Ultra-Efficient Organic LEDs. An organic light-emitting diode (OLED) developed in Germany has the potential to produce the same quality of white light as incandescent bulbs but with power efficiencies considerably better than even fluorescent lighting. The prototype OLED could emerge as an ultra-efficient light source for displays and general lighting, says Sebastian Reineke, who led the research at the Institute for Applied Photophysics, in Dresden, Germany. The long-term goal is to fabricate the device using conventional low-cost roll-to-roll printing. In recent years, many countries have begun looking to switch from incandescent lighting to compact fluorescent bulbs because the latter are so much more energy efficient. There has also been a lot of interest in using light-emitting diodes (LEDs) for displays and general lighting, again because of the potential energy savings they offer. But with both fluorescent and LED lighting, the quality of white light produced has always left something to be desired. Fluorescent lighting can make people appear unhealthy because less red light is emitted, while most white LEDs on the market today have a bluish quality, making them appear cold.

Bayer has honored the Professor Eberhard Jochem of the Fraunhofer Institute for Systems and Innovation Research (ISI) for "pioneering technical and economic contributions to energy efficiency." Professor Jochem's commitment to environmental causes dates to his childhood, when he observed a cloud of pollution darkening his home while returning to the Ruhr district of Germany from a trip through the Netherlands by bicycle. Professor Jochem believes that a "commercially profitable 80 percent boost in energy efficiency in the industrialized nations" is possible before the end of this century. By combining his theotical and practical expertise, Professor Jochem has proven that hypothesis, making him a particularly effective advocate for energy efficiency. Vice President Joe Biden and Energy Secretary Steven Chu today announced plans to invest $3.2 billion in energy efficiency and conservation projects in U.S. cities, counties, states, territories, and Native American tribes. The Energy efficiency and Conservation Block Grant program, funded by President Obama's American Recovery and Reinvestment Act, will provide formula grants for projects that reduce total energy use and fossil fuel emissions, and improve energy efficiency nationwide. "These investments will save taxpayer dollars and create jobs in communities around the country," said Vice President Biden. "Local leaders will have the flexibility in how they put these resources to work - but we will hold them accountable for making the investments quickly and wisely to spur the local economy and cut energy use."

The thin film solar field is still a hot bed of activity - Technology Review has a post on a prototype cell that uses photonic crystals - Efficient Thin-Film Solar Cells. Researchers at MIT have unveiled a new type of silicon solar cell that could be much more efficient and cost less than currently used solar cells. Materials science and engineering professor Lionel Kimerling and his colleagues presented results of the first device prototype at a recent meeting of the Materials Research Society in Boston. The design combines a highly effective reflector on the back of a solar cell with an antireflective coating on the front. This helps trap red and near-infrared light, which can be used to make electricity, in the silicon. The research team is licensing similar technology to StarSolar, a startup in Cambridge, MA.

2009 brings some new incentives for homeowners to adopt energy efficiency from both state and federal sources. The Wall Street Journal reported last week on several of these, including new provisions for tax credits in solar, small wind, and biomass stoves (those burning wood pellets or corn). In addition, this year, both solar and wind residential tax credits can be claimed against the alternative minimum tax. Improvements to weatherize your home could also qualify for an energy efficiency tax credit of up to $500. CNN reports that Obama is planning an economic stimulus package based on energy efficient buildings and improved internet access - Obama outlines initiative to create 2.5 million jobs. President-elect Barack Obama on Saturday outlined some of his plan to create 2.5 million jobs by 2011, and said he will push for immediate action by Congress when he takes office in January. Obama wants to make public buildings more energy-efficient, repair roads and bridges, modernize schools, increase broadband access and ensure that health care professionals have access to the latest technology. "Our government now pays the highest energy bill in the world," he said in the weekly Democratic radio address.

An assessment of the "electric productivity" of the 50 states indicates that shoring up performance gaps through energy efficiency could not only cut consumption by 30 percent, but also eliminate the need for more than 60 percent of coal-fired generation, according to a new study by the Rocky Mountain Institute. The RMI study, "Assessing the Electric Productivity Gap and the U.S. efficiency Opportunity," determines the productivity rate of each state by measuring how much gross domestic product is generated for each kilowatt-hour consumed.

Energy Intensive Sectors, IT Industry to Receive Recovery Act Funds WASHINGTON, DC - U.S. Department of Energy Secretary Steven Chu today announced plans to provide $256 million from the American Recovery and Reinvestment Act to support energy efficiency improvements in major industrial sectors across the American economy. The funding is targeted at reducing the energy consumption of America's manufacturing and information technology (IT) industries, while creating jobs and stimulating economic growth. These programs will help create manufacturing jobs quickly, along with jobs for technicians and experts who will be needed in the long-term to maintain and operate the new equipment. "Supporting the development of the latest industrial technologies plays an important role in helping U.S. industry to lead the world in energy efficiency and productivity," said Secretary Chu. "Working together with American manufacturing and IT industries, we will be able to create new jobs, reduce industrial energy use and limit damaging greenhouse gas emissions."

Technology Review has an article on plastic solar cells with "near-perfect internal efficiency" - Pushing Plastic Solar Cells. Plastic solar cells are lightweight, flexible, and, most important, cheap to make. But so far, these devices have been too inefficient to compete with silicon solar cells for most applications. Now researchers from a few institutions claim to have made polymer solar cells with record-breaking efficiencies. These cells still aren't good enough to compete with silicon, but polymer efficiencies have been increasing at a rate of about 1 percent a year. If they can keep this up, say researchers, plastic solar cells will be competing with silicon within a few years.

Will support energy efficiency efforts nationwide that will create 87,000 jobs and cut energy bills for families Washington DC -- Vice President Joe Biden and Energy Secretary Chu today detailed an investment of nearly $8 billion in state and local weatherization and energy efficiency efforts as part of the President's American Recovery and Reinvestment Act. With an investment of about $5 billion through the Weatherization Assistance Program and about $3 billion for the State Energy Program, the Department of Energy will partner with state and local governments to put 87,000 Americans to work and save families hundreds of dollars per year on their energy bills. To jump-start job creation and weatherization work, the Department of Energy is releasing the first installment of the funding - about $780 million -- in the next few days. The Department will release additional funding over time as states demonstrate that they are using the funding effectively and responsibly to create jobs and cut energy use.

U.S. Department of Energy (DOE) Deputy Assistant Secretary for Energy Efficiency David Rodgers today announced the launch of DOE's Zero-Net Energy Commercial Building Initiative (CBI) with establishment of the National Laboratory Collaborative on Building Technologies Collaborative (NLCBT). These two efforts both focus on DOE's ongoing efforts to develop marketable Zero-Net Energy Commercial Buildings, buildings that use cutting-edge Efficiency technologies and on-site renewable energy generation to offset their energy use from the electricity grid by 2025.

The South Korean government has allocated 18.3 trillion won (about US$14.2 billion) for an energy efficiency initiative that will run until 2012 and save 34.2 million tonnes of oil equivalent (toe). The goal is an 11.3% improvement in energy efficiency by 2012, compared with the level seen in 2007. Among the steps are a 16.5% increase in new vehicle average fuel economy by 2012. In 2004, South Korea replaced its voluntary, unenforced standard with a mandatory program-the Average Fuel Economy (AFE) system-that started in 2006 for domestic vehicles and will start in 2009 for imports. The current standards are 12.4 km/l (29.2 mpg US) for vehicles with engine displacements of 1.5 liters or less and 9.6 km/l (22.6 mpg US) for vehicles with engine displacements of more than 1.5 liters. Credits can be earned to offset shortfalls.

Today the Department of Energy (DOE) announced the award of 16 new Indefinite Delivery Indefinite Quantity (IDIQ) Energy Savings Performance Contracts (ESPCs) that could result in up to $80 billion in energy efficiency, renewable energy, and water conservation projects at federally-owned buildings and facilities. ESPCs help to meet the federal government's energy efficiency, water conservation, and renewable energy goals. The federal government is the largest single user of energy in the United States and these awards demonstrate a commitment to sound government stewardship by recognizing efforts to save energy, reduce federal energy costs, cut greenhouse gas emissions, bring more cutting-edge technologies to use, strengthen national security, and create a stronger economy.
