The government announced approval Friday of the first loan guarantee for an energy project under a program that Congress approved four years ago, only to see it hamstrung by years of delay. Energy Secretary Steven Chu vowed as one of his top priorities to revamp and speed up the loan guarantee program, promising to cut the time it takes to review applications, many of which have been on file at the department for a year or more. On Friday, Chu announced approval of a $535 million loan guarantee to Solyndra Inc., a company in Freemont, Calif., that makes solar panels for commercial buildings. The company said the government guarantee will cover debt financing for 73 percent of the cost of a second manufacturing plant in Freemont.

AP reports that Californian voters passed a measure to build a high speed rail network in the state - Calif. voters approve $10B bond for bullet trains. Hopefully they can find the money for it California voters are green-lighting the nation's most ambitious high-speed rail system, approving a nearly $10 billion bond to put speeding bullet trains capable of topping 200 mph between the state's major metropolitan areas. The measure, which passed with 52 percent support Tuesday, will fund the first phase of what is projected to be a $45 billion, 800-mile project built with state, federal, local and private money. Backers sold the proposal as an innovative alternative to soaring airfares and gas prices. In the closing weeks of the campaign, they touted estimates that it would create nearly 160,000 construction-related jobs and 450,000 permanent jobs.

WASHINGTON (May 29, 2008) - More than 1,700 of the nation's most prominent scientists and economists today released a joint statement calling on policymakers to require immediate, deep reductions in heat-trapping emissions that cause global warming. Issued just days before the Senate begins debate on the Lieberman-Warner climate bill, the statement marks the first time leading U.S. scientists and economists have joined together to make such an appeal.

PETROL should be included in Australia's carbon emissions trading scheme, but low-income households should be compensated for higher power and fuel bills, the nation's top climate change expert has warned. Issuing a stern challenge to the Rudd Government to include petrol in the scheme, when it begins in 2010, Ross Garnaut warned of dire consequences for Australia's natural icons unless urgent and decisive action is taken.

Shin Abe doesn't find it odd that the picturesque little Japanese town of Kuzumaki, where he has lived all his life, generates some of its electricity with cow dung. Nor is the 15-year-old middle school student blown away by the vista of a dozen wind turbines spinning atop the forested peak of nearby Mt. Kamisodegawa. And it's old news to Abe that his school gets 25% of its power from an array of 420 solar panels located near the campus. "That's the way it's been," he shrugs. "It's natural." To Abe, it is. But the blase teen has grown up in an alternative universe - one that might be envisioned by Al Gore. That's because Kuzumaki (population 8,000) has over the past decade transformed itself into a living laboratory for the development of sustainable and diversified energy sources. The City of Los Angeles has more Energy Star buildings than any other U.S. metropolis with 262 buildings, according to a new ranking issued by the U.S. Environmental Protection Agency. Los Angeles and 24 other cities were recognized Tuesday by the EPA for using engineering and construction techniques that reduce energy consumption. Four California cities made the Top 25 Energy Star Buildings List. San Francisco ranked second with 194 buildings, while Sacramento and Riverside also made the list.

So far, CNG vehicles haven't made a blip on my radar screen, even though the group Natural Gas Vehicles for America (NGVA) estimates there are 150,000 NGVs on U.S. roads today and over 5 million worldwide. It took a phone call from sunny Southern Utah to clue me in to recent developments, which include a local refueling station overflowing with CNG-hungry vehicles. There are about 1500 CNG refueling stations in the US, which is about the same number of commercial stations offering E85 ethanol blends. Utah has a total of 91 CNG filling stations, most of which are reserved for commercial fleet use, but there are 20 open to the public. According to an article by the Associated Press, you could drive Utah from top to bottom and hit 22 different stations offering compressed natural gas.

BEIJING, April 28 -- CHINA is looking to expand wind power generating capacity to 100,000 megawatts by 2020, or fivefold the previous target, an industry official said. "The NDRC has just recently completed an internal meeting to discuss the possibility of increasing wind power capacity to 100,000MW," Shi Pengfei, vice president of Chinese Wind Energy Association said, referring to the National Development and Reform Commission, China's top industry planning body. "It's not 20,000MW or 30,000MW as previously targeted."

Global wind power capacity reached 94,100 megawatts by the end of 2007, up 27 percent from the previous year, and then topped 100,000 megawatts by April 2008.1 (See Figure 1.) The roughly 20,000 megawatts installed in 2007 was 31 percent above the 2006 record for capacity additions.2 (See Figure 2.) New wind installa­tions were second only to natural gas in the United States as an additional source of power capacity and were the leading source of new capacity in the European Union (EU).3

MOSCOW (Reuters) - Russia will not accept binding caps on its greenhouse gas emissions under a new climate regime, currently being negotiated to succeed the Kyoto Protocol after 2012, top officials said on Monday. Kyoto puts a cap on the average, annual greenhouse gas emissions from 2008-12 for some 37 industrialized countries, including Russia.
