    The US Department of Energy (DOE) issued a Funding Opportunity Announcement (FOA) for up to $6 million over two years (FY09-FY10), subject to annual appropriations, to address wind development technical challenges and market acceptance barriers as outlined in the "20% Wind Energy by 2030" report published in July 2008. The announcement will address six topic areas: (1) turbine research, development and testing; (2) distributed wind technologies; (3) market acceptance efforts; (4) environmental research and sitting strategies; (5) transmission analysis, planning and assessments; and (6) workforce development.

But life in the stormy seas is harsh and existing equipment - long-bladed underwater wind turbines - is prone to failure.A Welsh renewable energy company has teamed up with ship propulsion experts to design a new marine turbine which they believe is far more robust.

    Wales has laid down the gauntlet to Scotland and Northern Ireland in the race to develop tidal energy technology. Last week, Cardiff-based Tidal Energy Limited (TEL) announced plans for a 1MW trial installation at the Ramsey Sound in Pembrokeshire, South Wales. The company hopes its DeltaStream horizontal turbines will be in the water by summer 2010, making them Wales' first signifcant tidal install. TEL says its 12-month test project will use technology that's proven to be grid-compliant, enabling it to connect to the national grid and earn an income from generated power.

    A trend is spreading through small towns across Germany. Tight budgets have forced hard decisions, including turning the lights out at night. No one is on the streets at night anyway, so why pay for the electricity to run the street lights? But residents have revolted. They fear an uptick in crime, or simply for their safety while stumbling through the dark streets to walk the dog or return from a late night out. Proving necessity is the mother of invention, a handful of clever solutions are being implemented; some with interesting consequences. The solution seems to have started in the small town of Morgenröthe-Rautenkranz in the Erzegebirge. Over one and a half years ago, the 900 citizens of Morgenröthe-Rautenkranz were plunged into darkness each night, but given the option to turn the lights on by mobile telephone. Older citizens were concerned about their ability to master this new technology, but practice makes perfect. The first two weeks of the program, the lights remained on almost all night long as residents remained awake late for an opportunity to test the new system! But now the lights stay off except when needed. The town saves 4000 euros ($5300) per year. According to the Berliner Morgenpost daily newspaper, Morgenröthe-Rautenkranz is the inspiration for 4300 person community of Groß Pankow, the most recent community to consider on-call streetlight.

Berkeley, CA-based startup Seeo, Inc. says its lithium-ion cells will be safer, longer-lasting, lighter, and cheaper than current batteries. Seeo's batteries use thin films of polymer as the electrolyte and high-energy-density, light-weight electrodes. Lawrence Berkeley National Laboratory is now making and testing cells designed by the University of California, Berkeley spinoff. Lithium-ion batteries are used in cell phones and laptops because they are smaller and lighter than other types of batteries. They are also promising for electric and hybrid vehicles. However, conventional materials and chemistries have stopped them from being used extensively in cars.

The novel tower construction allows very high hub heights that may increase a turbine's yield by 20% or more. With its hub height of 133 meters (436 feet), the system has an overall height of 180 meters (590 feet). "This is a great day for wind energy." said Frans Brughuis, Managing Director of the tower construction specialist Advanced Tower Systems (ATS). "Now the pilot project can demonstrate the high cost-effectiveness and efficiency of the ATS concept," The system, one of the largest wind energy systems with hybrid tower in the world, is installed at Germany's Windtest test field at Grevenbroich, near Cologne.

Abengoa Solar has begun commercial operations of the world's largest solar power tower plant, a 20 MW installation. The company claims that the performance of the power plant, the so-called PS20, has exceeded its design output in the wake of its three-day production and operational testing period. Located at the Solúcar Platform, near Seville, Spain, PS20 is the world's second power tower plant in commercial use and features a number of significant technological improvements with respect to its predecessor, PS10. These enhancements include a higher-efficiency receiver, various improvements in the control and operational systems, and a better thermal energy storage system. PS20 consists of a solar field made up of 1255 heliostats with a surface area of 1291 square feet each. This reflects the solar radiation it receives onto the receiver, located on the top of a 531 foot-high tower, producing steam which is converted into electricity generation by a turbine. Plant construction was carried out by Abener.
