In an effort to meet President Bush's "Twenty in Ten" goal and meet the Renewable Fuel Standard (RFS) targets in the Energy Independence and Security Act of 2007 (EISA) the Biomass Research and Development Board (the Board)-co-chaired by the U.S. Department of Agriculture (USDA) and the U.S. Department of Energy (DOE)-developed the National Biofuels Action Plan (NBAP) to accelerate the development of a sustainable biofuels industry.

From Holland, the country famous for its windmills, comes a new design for home wind power. Looking like an eggbeater, it spins quieter and at lower wind speeds than a lot of traditional propeller-type turbines. It's now standard for big wind turbines to have propeller blades. A group of Spanish developers working for a company called Ecofasa just announced a new biofuel made up from trash. This isn't a biodiesel made from used frying oil; instead, it's made from general urban waste which is treated by bacteria. The result of that bacteria? Fatty acids that can be used to produce standard biodiesel. According to the company's CEO, the process is fully biologic, competes with no feedstock and is really sustainable. However, the process doesn't yield that much actual fuel: just one liter of biodiesel from 10 kg of trash. The project is now in a development phase, but Ecofasa said that a commercially viable model could be ready in three to four years.

March 3, 2009 Arizona based First Solar has achieved a major milestone in reducing the manufacturing cost for solar panels below the $1 per watt price barrier - the target necessary for solar to compete with coal-burning electricity on the grid or grid-parity. Using cadmium telluride (CdTe) technology in its thin-film photovoltaic cells, First Solar claims to have the lowest manufacturing cost per watt in the industry with the ability to make solar cells at 98 cents per watt, one third of the price of comparable standard silicon panels. The efficiency is in part due to a low cycle time - 2.5 hours from sheet of glass to solar module - about a tenth of the time it takes for silicon equivalents.

A new public opinion poll shows strong bipartisan support for a national Renewable Energy Standard requiring utilities to generate at least 25 percent of their electricity from renewable energy sources by 2025. The poll was released Tuesday as the wind energy industry gathered in the Windy City for the American Wind Energy Association's WINDPOWER 2009 Conference and Exhibition. For these 18,000 attendees and 1,200 exhibitors renewable energy means wind.

According to a new analysis by the Union of Concerned Scientists (UCS), the combined efficiency and renewable electricity standard (CERES -- formerly RES) in the Waxman-Markey climate legislation will not increase renewable electricity generation and might actually reduce it. UCS concludes: "Bottom line: The Waxman-Markey RES does not ensure that any new renewable electricity will be developed beyond the renewables that are already projected to occur under the business as usual forecast by the U.S. Energy Information Administration (EIA)."

Twenty-nine of the 50 U.S. states have established a required minimum amount of electricity generation that must come from renewable sources like wind and solar power, called a Renewable Portfolio Standard or RPS. Another five states have "renewable goals" which are considered voluntary and do not penalize utilities for not meeting the goals. The District of Columbia also has an RPS. California's utility regulator, the Public Utilities Commission, issued a report on Friday that showed that requiring a third of the power delivered in the state be made from renewable sources of energy will increase electricity retail costs by 7 percent more than having a 20 percent RPS goal.
