Dr Barrie Pittock, a lead author with the UN's Intergovernmental Panel on Climate Change and former head of CSIRO's climate impact group, says deserts could also create a substantial clean energy export industry focused on Asia. He today will tell an Alice Springs deserts symposium that Australia is better placed to develop clean energy than almost any other nation, mainly due to its capacity for large-scale solar and geothermal power plants.

Despite the various interpretations of the issue, or perhaps because of them, energy policy ranked high on the priority lists of voters of both parties on Nov. 4. Much of the interest can be attributed to the record run-up in oil and gasoline prices earlier in the year, which have since fallen off by about half, but increased awareness of climate change also played a big role.

CAMBRIDGE, Massachusetts (Reuters) - A U.S. scientist has developed a new way of powering fuel cells that could make it practical for home owners to store solar energy and produce electricity to run lights and appliances at night. A new catalyst produces the oxygen and hydrogen that fuel cells use to generate electricity, while using far less energy than current methods.

A fuel station producing enough hydrogen to run householders' homes and cars has been unveiled today. The British invention, due to go on sale within two years, is roughly the size of a heating boiler and will cost under £2,000. Its creators say it will revolutionise commuting, help homeowners slash energy bills, and give easy access to a fuel that does not produce carbon dioxide emissions, helping to combat climate change.

Last week, Pickens stopped by The Times to discuss his push to wean the U.S. off foreign oil by dramatically ramping up development of its infrastructure for wind and natural gas. While the arguments rage on both sides, the experts say that time is running out For the workers at Oldbury-on-Severn nuclear power plant, the next new year celebrations could be rather poignant. Just as Britain is planning the rebirth of nuclear power generation, their ageing plant will be closing down, probably on December 31. Oldbury, in Gloucestershire, has been pouring power into the national grid since 1967 and is the latest in a series of closures that has seen Britain's nuclear generating capacity fall from nearly 40% of the nation's needs in the 1980s to just 15% now. Most of the slack has been taken up by new gas-fired stations.

The world's oceans are an energetic place, and military-industrial giant Lockheed Martin said today it has been granted $1.2 million by the Department of Energy to demonstrate that ocean thermal energy conversion is possible. Although the ocean often doesn't feel very warm, the temperature gradient between the warm, sun-soaked surface and the frigid, dark depths provides enough of a differential to run a heat engine. The idea has been kicking around for over a century but has never been scaled. Lockheed Martin helped build the largest ocean thermal energy conversion system to date back in the 80s, but it only ever produced 50,000 watts, or .05 megawatts.

With the passing of its Renewable Energy Act - legislation that spent 19 years in limbo - the Philippines can save over US$2.9 billion, a WWF and University of the Philippines study has found. The savings would come from increasing the country's renewable energy share in its power generation mix from 0.16 per cent to 41 per cent from wind, solar, ocean, run-of-river hydropower and biomass.

The most-emailed NYT article for two days running has not been another explanation of the shaky housing market (that's #2), but rather a front-page story on solidly built "passive houses": Using ultrathick insulation and complex doors and windows, the architect engineers a home encased in an airtight shell, so that barely any heat escapes and barely any cold seeps in. That means a passive house can be warmed not only by the sun, but also by the heat from appliances and even from occupants' bodies. The South Korean government has allocated 18.3 trillion won (about US$14.2 billion) for an energy efficiency initiative that will run until 2012 and save 34.2 million tonnes of oil equivalent (toe). The goal is an 11.3% improvement in energy efficiency by 2012, compared with the level seen in 2007. Among the steps are a 16.5% increase in new vehicle average fuel economy by 2012. In 2004, South Korea replaced its voluntary, unenforced standard with a mandatory program-the Average Fuel Economy (AFE) system-that started in 2006 for domestic vehicles and will start in 2009 for imports. (Earlier post.) The current standards are 12.4 km/l (29.2 mpg US) for vehicles with engine displacements of 1.5 liters or less and 9.6 km/l (22.6 mpg US) for vehicles with engine displacements of more than 1.5 liters. Credits can be earned to offset shortfalls.

Having almost been run off the road by Iowa's gusty winds, I'm not surprised to hear about the state's interest in wind energy. But the scale of its current project- a one billion dollar wind farm- is truly impressive. The proposed Trade Wind Energy farm will feature 335 wind generators that can produce up to 500 MW of energy. Each generator will be able to power 500 to 1,000 homes. The generators will each be at least 1,000 feet apart, and property owners in the vicinity will receive rent for use of wind rights. Project details haven't been finalized, however, and the number of wind generators will ultimately depend on success in leasing property rights. But Trade Wind Energy representatives are confident that the project will go ahead as planned since some leases have already been signed and area farmers seem receptive.

A trend is spreading through small towns across Germany. Tight budgets have forced hard decisions, including turning the lights out at night. No one is on the streets at night anyway, so why pay for the electricity to run the street lights? But residents have revolted. They fear an uptick in crime, or simply for their safety while stumbling through the dark streets to walk the dog or return from a late night out. Proving necessity is the mother of invention, a handful of clever solutions are being implemented; some with interesting consequences. The solution seems to have started in the small town of Morgenröthe-Rautenkranz in the Erzegebirge. Over one and a half years ago, the 900 citizens of Morgenröthe-Rautenkranz were plunged into darkness each night, but given the option to turn the lights on by mobile telephone. Older citizens were concerned about their ability to master this new technology, but practice makes perfect. The first two weeks of the program, the lights remained on almost all night long as residents remained awake late for an opportunity to test the new system! But now the lights stay off except when needed. The town saves 4000 euros ($5300) per year. According to the Berliner Morgenpost daily newspaper, Morgenröthe-Rautenkranz is the inspiration for 4300 person community of Groß Pankow, the most recent community to consider on-call streetlight.
