This Web site is the online center for public information and involvement in the Upper Great Plains Wind Energy Programmatic Environmental Impact Statement. The U.S. Department of Energy, Western Area Power Administration (Western), and the U.S. Department of the Interior, Fish and Wildlife Service (Service), will prepare a Programmatic Environmental Impact Statement (PEIS) to evaluate the impacts of wind energy development within Western's Upper Great Plains Customer Service Region (UGP Region), which encompasses all or parts of the States of Iowa, Minnesota, Montana, Nebraska, North Dakota, and South Dakota; and on the Service's landscape-level grassland and wetland easements in North Dakota, South Dakota, and eastern Montana.

Although U.S. President Obama and the recently passed stimulus plan are pushing the renewable, electric energy revolution forward, residents across the nation might need more motivation to make the leap from fossil fuel users to plug-in pioneers. A new project, headed by "think-and-do" tank the Rocky Mountain Institute, is offering to help city leaders provide community members with that extra inspiration. The initiative, Project Get Ready, supplies a menu of strategies that are meant to help cities prepare for the "plug-in" transition. According to RMI, problems related to individual hesitancy toward purchasing electric vehicles and investing in the infrastructure itself, can "be overcome if cities/regions become ecosystems that welcome electric vehicles."

Forecasts indicate that achieving the 33% renewable goal would require ramping up wind energy from 2,100 megawatts in 2006 to at least 12,500 MW by 2020. Solar, by contrast, would likely grow from 330 MW in 2006 to 6,000 MW in 2020.

    So far, CNG vehicles haven't made a blip on my radar screen, even though the group Natural Gas Vehicles for America (NGVA) estimates there are 150,000 NGVs on U.S. roads today and over 5 million worldwide. It took a phone call from sunny Southern Utah to clue me in to recent developments, which include a local refueling station overflowing with CNG-hungry vehicles. There are about 1500 CNG refueling stations in the US, which is about the same number of commercial stations offering E85 ethanol blends. Utah has a total of 91 CNG filling stations, most of which are reserved for commercial fleet use, but there are 20 open to the public. According to an article by the Associated Press, you could drive Utah from top to bottom and hit 22 different stations offering compressed natural gas.

For instance, the new Washington Post/ABC poll of 1,072 Americans (here) found: While majorities across the board support government regulation of greenhouse gases, it peaks among liberals (88%) and under 30s (80%), vs. 61% of conservatives and 64% of seniors. Support also ranges from 85% of Democrats, 65% "strongly," to 64% of Republicans, 39% strongly. Concern about its cost is broader, and stronger, among those who'd presumably be hit hardest - lower-income adults.

California's utility regulator, the Public Utilities Commission, issued a report on Friday that showed that requiring a third of the power delivered in the state be made from renewable sources of energy will increase electricity retail costs by 7 percent more than having a 20 percent RPS goal.
