The row over US inaction on carbon emissions reached new heights yesterday after the White House allowed Congress to look at last year's government proposal to officially deem climate change a threat to public health - a plan that aides to George Bush refused to acknowledge or read. The climate plan was finished in December by the US Environmental Protection Agency (EPA) in response to a supreme court ruling that required the Bush administration to state whether carbon emissions should be regulated to protect public health.

Climate change will carry a price tag of billions of dollars for a number of U.S. states, says a new series of reports from the University of Maryland's Center for Integrative Environmental Research (CIER). The researchers conclude that the costs have already begun to accrue and are likely to endure. Combining existing data with new analysis, the eight studies project the long term economic impact of climate change on Colorado, Georgia, Kansas, Illinois, Michigan, Nevada, New Jersey and Ohio. Studies on additional states are in the works.

The incandescent lightbulb that wastes 90% of the electricity as heat is dying, we all know that. But a new breakthrough in solid state lighting might also kill compact fluorescent lightbulbs (CFLs) faster than some expected. Scientists at Purdue University have figured out how to manufacture LED solid-state lights on regular metal-coated silicon wafers (more details below). What this means is: much lower costs.

Dubbed the "missing greenhouse gas," nitrogen trifluoride (NF3) was found by a recent study to have a global climate impact 17,000 times greater than carbon dioxide. The chemical is found in the LCD panels of cell phones, televisions, and computer monitors, as well as in semiconductors and synthetic diamonds. The chemical is not one of the greenhouse gases monitored by the Kyoto Protocol, due to the fact that LCDs were not produced in significant quantities when it was drafted.

The Bush administration yesterday unveiled but immediately disparaged a proposal to seek public comment on whether the government should regulate greenhouse gas emissions under the Clean Air Act, declaring at the outset that the proposed approach would be unworkable.

San Jose, California-based SunPower Corp. announced Thursday that it has clinched a deal with Florida Power and Light for the development of a 35 megawatt solar power system in Florida, the largest in the United States, according to reports. The project involves the construction of two solar power generation facilities, a 25 megawatt plant in DeSoto County in 2009, and a 10 megawatt plant at Kennedy Space Center in 2010.

Twenty-five years ago, when I was CEO of Intel, I had an unusual experience while visiting a customer. It was during a period of tight availability of microprocessors, our main product. This was not an unusual state of affairs. Supply and demand ebbed and flowed as the computer business had its ups and downs. Sometimes we had too many chips sitting in inventory; other times, like this one, we had too few. Vice President Dick Cheney's office pushed for major deletions in congressional testimony on the public health consequences of climate change, fearing the presentation by a leading health official might make it harder to avoid regulating greenhouse gases, a former EPA officials maintains. When six pages were cut from testimony on climate change and public health by the head of the Centers for Disease Control and Prevention last October, the White House insisted the changes were made because of reservations raised by White House advisers about the accuracy of the science.

A leading U.S. Senate Democrat accused the Bush administration on Tuesday of a "cover-up" aimed at stopping the Environmental Protection Agency from tackling greenhouse emissions. "This cover-up is being directed from the White House and the office of the vice president," said Sen. Barbara Boxer, the California Democrat who chairs the Senate Environment and Public Works Committee.

The jury is still out on whether hydrogen will ultimately be our environmental savior, replacing the fossil fuels responsible for global warming and various nagging forms of pollution. Two main hurdles stand in the way of mass production and widespread consumer adoption of hydrogen "fuel cell" vehicles: the still high cost of producing fuel cells, and the lack of a hydrogen refueling network.

EAST AMWELL, N.J.-Mike Strizki has not paid an electric, oil or gas bill-nor has he spent a nickel to fill up his Mercury Sable-in nearly two years. Instead, the 51-year-old civil engineer makes all the fuel he needs using a system he built in the capacious garage of his home, which employs photovoltaic (PV) panels to turn sunlight into electricity that is harnessed in turn to extract hydrogen from tap water.

The cost of operating an automobile has intrigued me since I started riding a bike as an adult. From asking owners, I estimated in 1965 that a car cost about 25¢ a mile to operate, which caused a fellow student to scream at me. In the late 70's, when I was an owner, I figured the operating cost at 14¢ a mile, which was unrealistically low. We tend to believe what we want to believe.
