    Today the Department of Energy (DOE) announced the award of 16 new Indefinite Delivery Indefinite Quantity (IDIQ) Energy Savings Performance Contracts (ESPCs) that could result in up to $80 billion in energy efficiency, renewable energy, and water conservation projects at federally-owned buildings and facilities. ESPCs help to meet the federal government's energy efficiency, water conservation, and renewable energy goals. The federal government is the largest single user of energy in the United States and these awards demonstrate a commitment to sound government stewardship by recognizing efforts to save energy, reduce federal energy costs, cut greenhouse gas emissions, bring more cutting-edge technologies to use, strengthen national security, and create a stronger economy.

And yet, wind energy development has moved forward with very little science-based analysis that might help prevent this kind of environmental harm. The impacts of wind generation are greater than just the immediate airspace. Most turbines take up 40-100 acres of land, so large-scale wind farms can span thousands of acres. Passive solar refers to the design and placement of a building to enable solar heating without the need for sensors, actuators, and pumps, in contrast to active solar, which utilizes pumps/blowers, sensors, and logic control units to manage collection, storage, and distribution of heat. The two techniques are not exclusive, however, and can work together effectively. As solar radiation (insolation) is a diffuse energy source, and not at the beck and call of a thermostat, passive solar design techniques are at their best when combined with other related methods, such as energy efficiency (insulation, weatherization, building envelope minimization), daylighting, passive cooling, microclimate landscaping, and a conservation lifestyle (i.e., temperature settings, raising and lowering of insulated shades, etc). Most of these topics will be covered in other articles, though passive cooling will be addressed in this series, which is intended as an overview, as a complete engineering treatment on passive solar design would require several dozens of articles.

    A bunch of polls have come out that find the public supports strong climate action in spite of aggressive and widespread Republican fear-mongering about energy prices. For instance, the new Washington Post/ABC poll of 1,072 Americans (here) found: While majorities across the board support government regulation of greenhouse gases, it peaks among liberals (88%) and under 30s (80%), vs. 61% of conservatives and 64% of seniors. Support also ranges from 85% of Democrats, 65% "strongly," to 64% of Republicans, 39% strongly. Concern about its cost is broader, and stronger, among those who'd presumably be hit hardest - lower-income adults.
