BEIJING, April 28 -- CHINA is looking to expand wind power generating capacity to 100,000 megawatts by 2020, or fivefold the previous target, an industry official said. "The NDRC has just recently completed an internal meeting to discuss the possibility of increasing wind power capacity to 100,000MW," Shi Pengfei, vice president of Chinese Wind Energy Association said, referring to the National Development and Reform Commission, China's top industry planning body. "It's not 20,000MW or 30,000MW as previously targeted."

Some facts from this shining example: Of the city's 5.5 million residents, almost all living in the new town use solar heating, and about 90 percent of homes in the old town have solar heating. In 2007, 800,000 people had jobs in the solar panel industry, or about one in three people of working age in the city. That figure is expected to grow to 150,000 by 2020. No wonder: Dezhou is home to the world's biggest solar water heater manufacturer. And compared with an electric heater, a solar heater in Dezhou, which starts at about US$190, pays for itself in five and a half years. The numbers in Western countries, by comparison, make us want to shield our eyes.

China is planning a stimulus package worth 440 billion dollars to expand its renewable energy use, state media said, as the country aims to rely more on cleaner ways to power its growth. The three trillion yuan (439.7 billion dollars) investment will see part of the focus on wind power, the Beijing Morning Post said, citing Liang Zhipeng, a State Energy Administration official. The government has collected opinions from local economic planning agencies and relevant companies about a draft plan, Liang said, according to the report. Under the plan, China's wind power capacity will reach over 100 gigawatts by 2020, the report said, more than triple a goal of 30 gigawatts announced in 2007 in a renewable energy development plan.

Winds rush through the capital city of China, blowing dust storms that envelop it in grit from the encroaching Gobi Desert each spring. Last year, the government finally took advantage of those winds, installing 33 wind turbines manufactured by domestic company Xinjiang Gold Wind at the Guanting wind power field to harvest this energy and use it to supplement the electricity provided by polluting coal. Those suburban turbines began turning in earnest on January 20, providing 35 million kilowatt-hours of electricity to Beijing through July, or roughly 300,000 kilowatt-hours a day.

A solar power station, reportedly the largest in China, will be built up in the Chadam Basin, Qinghai Province in 2009. With total investment of about CNY1 billion for the first phase, the project will use thin film amorphous silicon and crystalline silicon photovoltaic array technology. Its first phase will have a capacity of 30MW and it will be the largest solar power station in China when completed.
