The South Korean government has allocated 18.3 trillion won (about US$14.2 billion) for an energy efficiency initiative that will run until 2012 and save 34.2 million tonnes of oil equivalent (toe). The goal is an 11.3% improvement in energy efficiency by 2012, compared with the level seen in 2007. Among the steps are a 16.5% increase in new vehicle average fuel economy by 2012. In 2004, South Korea replaced its voluntary, unenforced standard with a mandatory program-the Average Fuel Economy (AFE) system-that started in 2006 for domestic vehicles and will start in 2009 for imports. (Earlier post.) The current standards are 12.4 km/l (29.2 mpg US) for vehicles with engine displacements of 1.5 liters or less and 9.6 km/l (22.6 mpg US) for vehicles with engine displacements of more than 1.5 liters. Credits can be earned to offset shortfalls.

The Business Spectator has an interesting column on India's growing energy needs and their renewable energy potential - India's will to power. Though blessed with an abundance of non-depleting renewable energy resources, India's record in tapping them has been dismal. Mercifully, of late, renewable sources are getting greater attention. But there is still a long way to go from the 4.9 per cent that renewable energy contributes to total energy generated. The official target is to increase this share to 10 per cent by 2012 and further in subsequent years. ... Among renewable sources, geothermal energy which is derived from natural heat stored in the deep interior of the earth promises to be a key source. Except for a few half-hearted attempts, the government has done practically nothing to exploit this vast reserve.

Shin Abe doesn't find it odd that the picturesque little Japanese town of Kuzumaki, where he has lived all his life, generates some of its electricity with cow dung. Nor is the 15-year-old middle school student blown away by the vista of a dozen wind turbines spinning atop the forested peak of nearby Mt. Kamisodegawa. And it's old news to Abe that his school gets 25% of its power from an array of 420 solar panels located near the campus. "That's the way it's been," he shrugs. "It's natural." To Abe, it is. But the blase teen has grown up in an alternative universe - one that might be envisioned by Al Gore. That's because Kuzumaki (population 8,000) has over the past decade transformed itself into a living laboratory for the development of sustainable and diversified energy sources. "When I was growing up, all we had [to generate power] was oil," says Kazunori Fukasawaguchi, a Kuzumaki native who now serves in local government. "I never imagined this kind of change." Earlier today I received an email from the office of Pittsburgh city councilman Bill Peduto announcing an ambitious plan that will reduce Pittsburgh's carbon footprint while saving the city millions in electricity costs. Peduto, who has been the only city legislator to propose green legislation of any sort over the last few years, wants the city to convert all 40,000 of its street lamps to energy efficient LED lighting. The cost of the program will be around $24 million and will be paid using a combination of the annual costs savings and funding from the state's Guaranteed Energy Savings Agreement. Pittsburgh would join cities such as Austin, Raleigh (home LED manufacturer CREE), and Toronto as major cities who have adopted LED lighting on a large scale. According to Peduto, Pittsburgh would be the largest city in the US to roll out a complete conversion to LED lighting. This would be great news for Pittsburgh's green agenda, especially in light of today's Pittsburgh Penguin's press conference, where they announced the 21 year naming rights deal for their new arena, which will be known as the Clean Coal Center.

A trend is spreading through small towns across Germany. Tight budgets have forced hard decisions, including turning the lights out at night. No one is on the streets at night anyway, so why pay for the electricity to run the street lights? But residents have revolted. They fear an uptick in crime, or simply for their safety while stumbling through the dark streets to walk the dog or return from a late night out. Proving necessity is the mother of invention, a handful of clever solutions are being implemented; some with interesting consequences. The solution seems to have started in the small town of Morgenröthe-Rautenkranz in the Erzegebirge. Over one and a half years ago, the 900 citizens of Morgenröthe-Rautenkranz were plunged into darkness each night, but given the option to turn the lights on by mobile telephone. Older citizens were concerned about their ability to master this new technology, but practice makes perfect. The first two weeks of the program, the lights remained on almost all night long as residents remained awake late for an opportunity to test the new system! But now the lights stay off except when needed. The town saves 4000 euros ($5300) per year. According to the Berliner Morgenpost daily newspaper, Morgenröthe-Rautenkranz is the inspiration for 4300 person community of Groß Pankow, the most recent community to consider on-call streetlight.

BEIJING, April 28 -- CHINA is looking to expand wind power generating capacity to 100,000 megawatts by 2020, or fivefold the previous target, an industry official said. "The NDRC has just recently completed an internal meeting to discuss the possibility of increasing wind power capacity to 100,000MW," Shi Pengfei, vice president of Chinese Wind Energy Association said, referring to the National Development and Reform Commission, China's top industry planning body. "It's not 20,000MW or 30,000MW as previously targeted."

If China's addicted to solar hot water heating, the city of Dezhou is it's dealer (and one of it's biggest customers). A new video from Greenpeace, above, highlights the build-up of solar among residents and as an industry. Some facts from this shining example: Of the city's 5.5 million residents, almost all living in the new town use solar heating, and about 90 percent of homes in the old town have solar heating. In 2007, 800,000 people had jobs in the solar panel industry, or about one in three people of working age in the city. That figure is expected to grow to 150,000 by 2020. No wonder: Dezhou is home to the world's biggest solar water heater manufacturer. And compared with an electric heater, a solar heater in Dezhou, which starts at about US$190, pays for itself in five and a half years. The numbers in Western countries, by comparison, make us want to shield our eyes.

Der Spiegel has an interview with Boeing's "chief environmental strategist", Billy Glover, on prospects for biofuel use in air transport (he's very optimistic, but short on detail) - Algae Could 'Supply Entire World with Aviation Fuel'. SPIEGEL ONLINE: Mr. Glover, given the current low price of oil, why would airlines still even be interested in biofuels? Glover: Indeed, the oil price has changed rapidly. But it has done that many times before and it will continue to do so. Even today, the highest operating expense for an airline is fuel. It remains a priority to find a way to mitigate that situation. That is why Boeing is trying to open up this avenue of alternative fuel. It can help that situation while having a better environmental performance at the same time.

The UK's seas could provide enough extra wind energy to power the equivalent of 19m homes, according to an assessment by the government. The government's strategic environmental assessment (Sea) confirmed projections that an extra 25GW of electricity generation capacity could be accommodated in UK waters. This would be in addition to the 8GW of wind power already built or planned offshore, bringing the potential total electricity capacity of offshore wind to 33GW - enough to power every household in the UK.
