California Gov. Jerry Brown yesterday announced an executive order establishing the most ambitious greenhouse gas reduction target in North America - a goal to reduce emissions 40 percent below 1990 levels by 2030. PG&E said it applauds the new goal and says it is attainable "with the right structures."

California legislators are considering tough emissions proposals that would double buildings' energy efficiency, require 50% renewable energy use by state utilities and halve gasoline consumption by 2030. The oil industry is launching a major PR offensive to derail the effort, but Gov. Jerry Brown says he's determined to implement the policies. "It's absolutely necessary if we are to have any chance of stopping potentially catastrophic changes to our climate system," he said. 

Ben & Jerry's, eBay, Gap, Levi Strauss & Co., and The North Face are among 24 companies that announced support of SB-350-a California bill to set benchmarks for increasing renewable energy and energy efficiency, while decreasing petroleum use by 2030.

The Environmental Protection Agency published its final Clean Power Plan rule on Monday. Under the rule, the U.S. will be required to reduce its carbon emission 32% below 2005 levels by 2030. The solar and wind industries have praised the rule. "American wind power can do this. Low-cost wind energy reduced carbon emissions by 5% in 2014, and we're capable of doing a lot more," said American Wind Energy Association CEO Tom Kiernan. 

The US Green Building Council joined the Global Energy Efficiency Accelerator Platform, a membership initiative with the goal to double the global rate of improvement in energy efficiency by 2030. EU countries will face tougher recycling targets and a ban on burying recyclable waste in landfills under plans presented by the European Commission. EU leaders have agreed to a legally binding commitment to reduce the region's greenhouse emissions by 40% by 2030 from 1990 levels.
