This 2nd edition reflect shared thinking and common agreement among humanitarian and human rights agencies (UN, NGOs and Red Cross and Red Crescent Movement). The standards were adopted through an ICRC-led consultation process. They constitute a set of minimum standards for humanitarian and human rights agencies, and we would maintain that the standard of protection that an agency provides should not fall below those set out in this document.

The AusAID is the Australian Government agency responsible for managing Australia's overseas aid program. AusAID is an Executive Agency within the Foreign Affairs and Trade portfolio and reports to the Minister for Foreign Affairs.

International network for education in emergencies (INEE) is comprised of over 5,000 individual members working in a wide range of organizations, from more than 130 countries, including national and international NGOs, UN agencies, donor agencies, government ministries and academic institutions.

The belief that development and reconstruction are central to stability and security is not new. It is, however, also highly contentious, perhaps nowhere more so than in Afghanistan, the longest running experiment in stabilisation. Experiences in Afghanistan have irrevocably shaped how aid agencies regard and relate to military forces during conflict and, arguably, vice-versa. Through the Afghanistan case, this Working Paper seeks to better understand the challenges of civil-military dialogue - dialogue between military forces and independent humanitarian actors - in the context of combined international and national military forces pursuing stabilisation. In particular, it looks at the challenges posed by military forces that actively seek to pursue development and reconstruction - traditionally the domain of aid agencies - as a central component of a military strategy.

Since 1988 the WHO Collaborating Centre for Research on the Epidemiology of Disasters (CRED) has been maintaining an Emergency Events Database EM-DAT. EM-DAT was created with the initial support of the WHO and the Belgian Government. The main objective of the database is to serve the purposes of humanitarian action at national and international levels. It is an initiative aimed to rationalise decision making for disaster preparedness, as well as providing an objective base for vulnerability assessment and priority setting. EM-DAT contains essential core data on the occurrence and effects of over 18,000 mass disasters in the world from 1900 to present. The database is compiled from various sources, including UN agencies, non-governmental organisations, insurance companies, research institutes and press agencies

Disasters and humanitarian emergencies are increasing in magnitude and complexity. This presents a major challenge to NGOs that respond to these emergencies. In order to address this challenge, emergency directors from 7 agencies - CARE International, Catholic Relief Services, International Rescue Committee, Mercy Corps, Oxfam GB, Save the Children and World Vision International- came together in 2003 to discuss the most persistent obstacles in humanitarian aid delivery. The Inter-Agency Working Group (IWG) on Emergency Capacity that emerged from this meeting launched a systematic analysis, resulting in the publication of a Report on Emergency Capacity in 2004.

The IASC is the primary mechanism for inter-agency coordination of humanitarian assistance. It is a unique forum involving the key UN and non-UN humanitarian partners.

ACBAR was created in August 1988, in response to the demand from the many aid agencies and their international donors for a coordinated approach to humanitarian assistance in Afghanistan and for Afghan refugees in Pakistan

Major humanitarian crises and disasters require many aid agencies on the ground. To operate effectively, the agencies' independence is critical. However, they also need to coordinate efforts to avoid gaps and duplication, focus on urgent needs, strategically address the crisis and work towards longer-term recovery. A common strategic approach is essential for an efficient response that builds on each organization's strengths. The Consolidated Appeal Process (CAP)helps to achieve this.

The Index for Risk Management (InfoRM) initiative began in October 2012 as a convergence of interests of United Nations agencies, humanitarian donors and the European Commission to establish a common evidence-base for global humanitarian risk analysis. A concept was developed by a core group of agencies and presented publicly at the Global Platform for Disaster Risk Reduction in May 2013. The aim of the initiative is to publish and manage a humanitarian risk index as an open resource for use by actors engaged in resilience, emergency preparedness, disaster management and humanitarian response.

JIPS - the Joint IDP Profiling Service - is an inter-agency service and was set up in 2009. Based in Geneva, JIPS is supervised by a Steering Committee comprised of the Danish Refugee Council (DRC), the Internal Displacement Monitoring Centre - Norwegian Refugee Council (NRC-IDMC), the International Organization for Migration (IOM), the Office of the Special Rapporteur on the Human Rights of IDPs, the United Nations High Commissioner for Refugees (UNHCR), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) and the United Nations Population Fund (UNFPA).

OneResponse is a collaborative inter-agency website designed to enhance humanitarian coordination within the cluster approach, and support the predictable exchange of information in emergencies at the country level. The website will support Clusters and OCHA fulfill their information management responsibilities as per existing IASC guidance

EMI is an international scientific organization started in 1998 and established as a non-stock, non-profit organization in the Philippines in 2003. Its mission is to advance policy, knowledge and practice of urban Disaster Risk Reduction (DRR). In 2005, EMI was accredited by UNDP as an Implementing Agency for the UNDP/BCPR urban disaster risk reduction program. At the same time, the organization also became a part of the U.N. Task Force for Disaster Reduction. Since 2007, EMI has been a member of the UN Global Platform for Disaster Reduction (GPDRR)
