The congressional legislation that created the National Eye Institute (NEI) mandates research on amelioration of the impact of impaired vision and blindness on health and well- being. The current NEI research program on visual impairment and its rehabilitation can be divided into six areas. Laboratory research is a fundamental yet often underappreciated pillar of research on visual impairment and blindness. A major goal of this area is to develop a scientific basis for understanding normal visual functioning that can be extended to explain the disabilities experienced by people with low vision, blindness, and other visual processing deficits.

As the lead Federal agency charged with supporting and conducting health services research, the Agency for Health Care Policy and Research (AHCPR) has undertaken and funded important studies in many areas of long-term care research. The Council for Exceptional Children (CEC) is the largest international professional organization dedicated to improving the educational success of individuals with disabilities and/or gifts and talents. CEC advocates for appropriate governmental policies, sets professional standards, provides professional development, advocates for individuals with exceptionalities, and helps professionals obtain conditions and resources necessary for effective professional practice.
